“Mom and dad” is a sweet way to describe adult dogs meeting puppies, but available guidance cannot tell us what the dogs think or establish a parental bond. What matters is what they actually do—and whether both dogs are comfortable. Puppies are still learning canine communication, so their bids to play may be unwelcome to an adult dog. Close supervision and gradual introductions help keep the meeting manageable.
Do adult dogs think foster puppies are their babies?
There is no evidence in the available guidance that adult dogs understand themselves as puppies’ parents. A headline may use “mom and dad” as affectionate shorthand, but it should not be treated as a description of the dogs’ thoughts or relationship. Without the original footage, it is also not possible to say what these particular dogs did or how they responded.
For any dog introduction, focus on observable behavior rather than assigning a motive. Sniffing, following, playing, or resting nearby can describe what a dog is doing; none alone proves that the dog sees a puppy as its child or feels protective.
How to introduce a resident dog to foster puppies
Start on neutral ground
When possible, let the dogs meet in a neutral place rather than making their first encounter inside the resident dog’s home. VCA recommends a neutral-ground walk when bringing a foster dog home. Keep the initial interaction calm and give both dogs room to move away.

Manage the homecoming
Remove toys, treats, and chews before the dogs share space; these items can prompt possessive behavior. Feed the dogs separately. Use a gate, exercise pen, or crate to create separation when needed, but do not treat a barrier as a substitute for watching their interactions.
Supervise and allow breaks
Puppies are still learning dog-to-dog communication and may repeatedly invite play. An adult dog may not want to engage. The American Kennel Club advises: “You must carefully supervise any interactions to keep both dogs safe and happy.” Give the resident dog breaks and separate the dogs whenever you cannot directly supervise them.

How to tell if a dog is uncomfortable
Discomfort may be subtle. The American Kennel Club lists yawning, turning away, tense jaws, a lowered tail, shaking, or raised hair among signs to watch for. If you see these signals, increase the distance between the dogs and give them a break instead of urging them to continue interacting. A single signal does not explain everything about a dog’s state, so look at the whole interaction and respond conservatively.
Choosing a way to separate the dogs
A gate, exercise pen, or crate can help keep the dogs apart during breaks or when direct supervision is not possible. Choose an arrangement that provides a secure barrier and gives each dog space to retreat. No separation aid guarantees safety on its own; continue to supervise whenever the dogs are together, and keep potential triggers such as food, toys, and chews out of shared space.

When to get professional help
