If you suspect a pet rat is being neglected, report it to the animal control or animal-protection agency responsible for that address. A rat rescue may help with advice, surrender, fostering, or placement, but it may not have authority to investigate or remove animals. If cruelty is happening now or someone is in immediate danger, contact your local emergency service.
Who do I call about neglected rats?
Use the official local channel for animal neglect or cruelty. Depending on where you live, that may be municipal animal control, an animal shelter that handles enforcement, a police channel, or a provincial or national animal-protection agency. There is no universal rat-specific hotline established by the sources cited here.
Find your municipality or region’s official website and search for “animal cruelty,” “animal neglect,” “animal control,” or “animal protection.” Follow the agency’s instructions for the location and type of animal involved. If cruelty is in progress or there is immediate danger, use the local emergency number rather than waiting for a routine report to be processed.
Local procedures differ
- Ontario: The provincial government directs people to its Animal Protection Call Centre when an animal, including a pet, is in distress or neglected. Its guidance routes some other cases, such as wildlife needing assistance or animals roaming on public property, to local animal control; it says to call 911 for immediate danger or cruelty underway. - Seattle: The city asks witnesses to contact Seattle Animal Shelter with the animal’s condition, living conditions, and address. It says an officer investigates after a complaint is lodged. See Seattle Animal Shelter’s abuse and neglect instructions.
- New York City: The city directs people to report cruelty through 311 or an online report that connects to the local police precinct; crimes in progress go to 911. See NYC’s animal-cruelty guidance.
- United Kingdom: GOV.UK lists different animal-welfare organizations for England and Wales, Scotland, and Northern Ireland, and separate government routes for farm-animal welfare. Those routes are specific to the UK and should not be applied elsewhere. See GOV.UK’s reporting guidance.
These examples show why you should verify the current instructions for the place where the rats are kept. A phone number, reporting form, or agency remit can change.

Should I call animal control or a rat rescue?

For an investigation, contact the agency with enforcement responsibility even if you also ask a rescue for practical help. Ontario’s resource page lists humane societies, adoption agencies, rescue groups, and SPCAs, but that listing does not establish that any particular organization investigates neglect or takes rats. How do I report someone neglecting pet rats?
Give the receiving agency clear, observable facts. You do not need to diagnose the rats or decide whether a legal threshold for neglect has been met.

- The exact address or location where the rats are kept.
- How many rats you can see, if known.
- Visible signs of injury or illness, described without guessing at a diagnosis.
- Observable living conditions, including whether food, water, and shelter appear available.
- When you saw the conditions and whether they appear ongoing.
- Any immediate threat, including active violence or danger to people.
Ask the agency how it accepts supporting information. Seattle requests the animal’s condition, living conditions, and location, and notes that contact information can help an officer locate the animal or ask follow-up questions. NYC says its online report allows uploads.
Only collect photos, video, or other records if you can do so lawfully and safely and the local reporting channel accepts them. Do not trespass, take the rats, confront a suspected owner, or delay an urgent report to gather more evidence. Follow the receiving authority’s directions.

Can a rat rescue take neglected rats?
Possibly, but it depends on the rescue’s remit and capacity. Contact it directly to ask whether it accepts pet rats and whether it can offer surrender, foster care, adoption, or other practical assistance. A rescue’s willingness to help does not replace reporting the suspected neglect to the responsible authority.

Michigan’s Department of Natural Resources advises contacting a licensed wildlife rehabilitator before removing an injured or apparently orphaned wild small rodent. That is Michigan-specific wildlife guidance, not a procedure for a neglected pet rat. See Michigan DNR’s small-rodent guidance.
Illinois Department of Public Health’s 2017 interim guidance addresses facilities receiving surrendered pet rats, not members of the public reporting neglect. It discusses facility practices such as asking about the rats’ source, isolating rats with unknown purchase histories if accepted, and using safe handling practices with veterinary or public-health input as needed. It is dated facility guidance, not evidence of current prevalence or a universal protocol, and it is not an instruction for a witness to capture or handle rats. See Illinois’ 2017 interim guidance.
