The most reliable way to prevent a child from being bitten or scratched by a pet is active adult supervision, paired with clear boundaries and physical separation whenever an adult cannot stay close enough to intervene. Even a familiar, usually gentle dog or cat may react when frightened, startled, ill, in pain, guarding something, or seeking space.
Why familiar pets can still bite or scratch
Pets do not need to be aggressive or unfamiliar to hurt a child. A dog may react when scared or nervous, while eating, protecting toys or puppies, or feeling sick or in pain. Cats can also bite or scratch; even a superficial cat scratch can be associated with cat scratch disease. A pet’s breed, friendly appearance, or history of good behavior cannot guarantee that an interaction will be safe.
In the United States, the CDC says nearly 1 in 5 people bitten by a dog requires medical attention. The AVMA estimates that more than 4.5 million people are bitten by dogs each year in the U.S., with children accounting for at least half of those injuries. Those figures describe dog bites, not all pet injuries or risks in other countries. Supervise closely, and separate when you cannot
Stay close enough to step in while a young child interacts with a dog or cat; being elsewhere in the home is not active supervision. CDC recommends supervising children around dogs and cats, and specifically says children younger than five should be supervised around animals. If you cannot actively supervise, arrange a physical separation rather than relying on a child to manage the interaction. Depending on the household and the animal, that might mean keeping the pet in a separate room, crate, or fenced area; AVMA describes these as options for securing a dog in some situations. A child safety gate may help create a separation zone if it fits the opening and adults can operate it reliably, but it is a household tool—not a substitute for supervision or a guarantee against injury.
Teach children to respect a pet’s space
Give simple, repeated rules suited to the child’s age, and keep responsibility for safety with the adult. A child should not disturb a pet that is eating, sleeping, caring for young, frightened, or trying to be alone. Do not allow forced handling. With cats, supervise interactions and respect the animal’s space; avoid assuming that a cat will tolerate being picked up or petted.

When meeting an unfamiliar dog
- Ask the owner before approaching or petting the dog.
- Let the dog approach first; do not reach through or over a fence.
- Stay calm and give the dog room to move away.
- End the interaction if the dog seems uncomfortable or tries to leave.
Turning away, stiffening, growling, or moving out of reach can indicate that a dog is uncomfortable. Treat these as reasons to stop contact, not as invitations for a child to try again. AVMA dog-bite prevention guidance.
Manage pet health and behavior
Keep dogs and cats current with routine veterinary care. Changes in behavior can be related to illness or pain, so contact a veterinarian if a pet’s behavior changes or if you suspect discomfort. AVMA advises seeking veterinary input when fear or aggression seems unprovoked or excessive. What to do after a bite or scratch
- Wash the wound promptly. Use soap and water. Germs can spread even when a dog bite or scratch does not look deep or serious.
- Get medical advice. A healthcare professional can assess the injury and advise about infection, tetanus, and rabies concerns. Seek prompt care for a serious injury, uncontrolled bleeding, or increasing redness, pain, warmth, or swelling.
- Share what you know about the animal. Its identity and vaccination information may help the healthcare provider and public-health authorities assess rabies risk.
- Follow local medical and public-health guidance. Rabies decisions depend on the particular wound, animal, vaccination record, and local conditions; there is no single rule that applies to every bite or scratch.
