Help your dog get comfortable with rain by keeping trips short, rewarding calm outdoor behavior, and gradually building up exposure. If your dog will not potty, do not force a long standoff: supervise indoors and offer another chance soon. Rain on the coat, cold or wet ground, and storm sounds can bother dogs for different reasons, so watch your dog’s reactions and make the plan fit.
First, work out what is bothering your dog
A dog that hesitates at the door may dislike raindrops on its coat, the feel of wet ground, being cold, or sounds and weather cues associated with storms. These are different problems, and a dog may have more than one. Notice when the hesitation starts: at the doorway, when rain touches the dog, on wet pavement, or when thunder or wind begins. The American Kennel Club’s guidance on potty training in rain, snow, or shine notes that individual dogs may be sensitive to rain or cold.
Make rainy outings easy and rewarding
Start with a brief trip in mild weather
Choose a time when the rain is light, if possible, and head to a familiar potty spot. Keep the first outing short and calm. Let your dog sniff, praise relaxed steps outside, and offer a reward for checking out the area or toileting. If your dog is comfortable, add a little play or exploration. The goal is to make being outside in rain predict good things, not to keep the dog outdoors until it gives in.
Use a potty cue and reward toileting promptly
If your dog already knows a potty cue, use it outside as you normally would. If not, teach one during comfortable, dry-weather trips by saying the cue as your dog begins to go, then rewarding immediately afterward. Once the cue is familiar, use it on rainy outings and reward outdoor toileting promptly. The AKC recommends returning to potty-training basics: supervise closely after an unsuccessful trip, provide frequent chances to go outside, and praise and reward success.

If your dog does not potty, try again without a struggle
After a brief unsuccessful trip, bring your dog inside and supervise so it cannot sneak off to eliminate. Offer another outdoor opportunity soon, especially after eating, drinking, waking, or play. Keep each attempt calm and rewarding. Avoid scolding for accidents; it can make toileting more stressful without teaching your dog to feel safe in the rain.
Make the potty area more comfortable
Try shelter before adding gear
A covered patio, overhang, large tree, or temporary sheltered potty area can reduce how much rain hits your dog while still allowing an outdoor toilet break. If a sheltered spot helps, use it as a starting point and gradually move toward the usual potty area as your dog becomes more comfortable.

Consider a coat or boots only if they suit your dog
A properly fitted raincoat may help a dog bothered by rain on its coat or cold; boots may help some dogs that dislike wet ground. Introduce any gear indoors first, with treats and brief, comfortable wear, and let your dog adjust gradually. These aids are optional: if your dog freezes, struggles, or seems more uncomfortable in them, take them off and try another approach. The AKC identifies coats and boots as possible aids for some dogs, not requirements for every dog.
Build confidence gradually; do not force exposure
For a fearful dog, increase exposure only while it remains calm. The 2015 AAHA Canine and Feline Behavior Management Guidelines describe desensitization as presenting a trigger below the level that elicits an unwanted response and increasing it gradually. Counterconditioning pairs that trigger with something the animal likes, such as a valued treat or play. AAHA states, “Flooding is never recommended,” referring to prolonged exposure at a level that elicits fear.

In practice, that might mean opening the door, rewarding calm observation, and ending the session before your dog becomes distressed. On a later attempt, take one comfortable step outside, reward, and return in. Progress only when the current step is easy for your dog. If it becomes anxious or stops taking treats, pause and try an easier step another time rather than pushing on.
When rain is part of a storm fear
Some dogs react not only to rain but also to wind, darkening skies, lightning, or thunder. Merck notes that these cues can become associated with fear of thunder. If your dog is distressed by the wider weather, a brief potty-training plan may not address the underlying fear. The American Veterinary Society of Animal Behavior’s desensitization and counterconditioning guidance advises gradual exposure while the dog remains calm and notes that behavior professionals typically need to give direct instruction. A Today’s Veterinary Practice handout on storm sounds likewise describes stopping an exercise if a dog shows anxiety, cannot follow a settle cue, or stops taking treats, then resuming at an easier level. Its sound-based steps are for storm-noise work, not a universal rain-outing schedule.

When to get professional help
Contact your veterinarian if your dog’s fear is intense, persists, or makes it difficult to keep the dog calm during training. Your veterinarian can check for health or mobility issues that may make wet or cold conditions uncomfortable and help you decide whether a qualified behavior professional is appropriate. Avoid trying to resolve severe fear by holding your dog outside or repeatedly exposing it to conditions that cause distress.
