Keep your small dog close and supervised outdoors, use a leash, and leave places where a hawk, owl, or other raptor is acting aggressively or guarding a nest. Most dogs are too large for a hawk or owl to carry away, but a dive or strike can still injure a small dog. For dogs that spend time outside, a sturdy kennel with a roof can provide overhead protection.
Can a hawk or owl attack or carry off a small dog?
An attack and carrying a dog away are different risks. Cornell Lab of Ornithology says most dogs and cats are large enough to be safe from hawks and owls, though large raptors may attack very small pets: Cornell Lab of Ornithology: Can a Hawk or Owl Pose a Threat to a Small Dog or Cat? North Carolina’s wildlife agency says a hawk is unlikely to fly away with a pet, although rare dives at small dogs or cats do occur: North Carolina Wildlife Resources Commission: Red-Shouldered Hawk.
Those sources describe attacks as possible but unusual; they do not establish a reliable attack rate for small dogs. A swoop may be defensive rather than an attempt to capture the dog, particularly near a nest.
How to reduce risk on walks and in the yard
Keep your dog close and supervised
Use a leash and stay close enough to guide your dog away from a raptor or a risky area. Do not leave a small dog unattended outside, especially if you have seen a raptor repeatedly nearby. Leashing and supervision help you control where the dog goes; they do not provide overhead protection. North Carolina’s wildlife agency recommends leashing and closely supervising small pets outdoors.

Leave areas where a raptor is acting defensively
If a bird swoops, calls persistently, or otherwise appears to be defending an area, calmly leave with your dog. Avoid the immediate area and choose another walking route or part of the yard while the conflict is active. Indiana’s Department of Natural Resources advises avoiding areas where raptors are acting aggressively: Indiana DNR: Bird FAQs.
Use overhead cover for outdoor time
If your dog spends time outdoors, consider a sturdy kennel with a roof that covers the entire area the dog occupies. Cornell Lab of Ornithology identifies a roofed kennel as a way to protect small dogs kept outside. Check that the roof coverage and construction are appropriate for your dog and yard; this recommendation is not a certification that any enclosure is predator-proof.

What to do if a nest may be nearby
Raptors may act aggressively to defend a nest. Indiana DNR says hawks typically act aggressively during spring and summer while nesting, while the U.S. Fish & Wildlife Service describes nest-defense behavior in several raptor species during an approximate January–August period: U.S. Fish & Wildlife Service: Aggressive Birds. These are broad, location- and species-dependent periods, not a calendar that applies to every bird. Local nesting activity is more useful than assuming all raptors are aggressive throughout a particular season.
Avoid the immediate area if you suspect a nest is involved. Indiana DNR advises staying away until chicks are no longer in the nest; if avoiding the area is impractical, contact your local wildlife agency for advice. Do not disturb, trap, relocate, or harm a raptor or its nest. North Carolina’s wildlife agency notes that federal permits for physical removal are limited to particular circumstances and that relocation is almost never effective.

Which protective option fits the situation?

No reliable protection claim is established here for reflective vests, fake owls, bird balloons, or other marketed deterrents. Do not rely on them instead of supervision, avoidance, or appropriate overhead cover.

Contact a veterinarian promptly if a bird strikes your dog or your dog appears injured. For a raptor that repeatedly threatens people or pets, or when you cannot avoid the area, ask your local wildlife authority what options apply where you live. Indiana DNR recommends contacting a district wildlife biologist when avoidance is not possible or a hawk is endangering health or safety; the right agency and available options vary by location.
