The goal is safety and comfort—not making your dog greet or socialize with every dog.
Start by preventing encounters that feel overwhelming
Management reduces surprise close encounters and gives your dog fewer chances to rehearse fear. For now, avoid crowded dog areas and on-leash greetings if they upset your dog. Choose quieter routes or times, look ahead, and cross the street, turn around, or step behind a car, tree, or other visual barrier when another dog approaches. AVSAB-hosted behaviorist Zazie Todd explains that “Training without management risks making the training slower or ineffective.” AVSAB: Staying Safe—Management for Fearful Dogs.
If walks are currently too difficult, take a temporary break from challenging routes and offer low-stress enrichment away from other dogs. This is not giving up on training; it is a way to reduce pressure while you plan safer practice.
Find a distance where your dog can stay comfortable
Begin somewhere your dog can notice another dog without becoming frightened. There is no universal starting distance: it depends on your dog, the other dog, and the setting. Watch your dog rather than trying to get as close as possible. If they can remain relaxed and take food, you may be far enough away to practise. If they tense, fixate, or stop being able to focus, increase the distance.

Pair the sight of another dog with something your dog likes
- Set up at a comfortable distance, with your dog on leash and a secure body harness if needed for control.
- As soon as your dog notices another dog, offer a small piece of a favored treat. The other dog’s appearance should predict something good.
- Keep the session brief. Let your dog look, eat, and move away if they need to; do not lure them closer to the other dog.
- Practise again at the same easy distance. Reduce the distance only gradually, and only while your dog continues to stay relaxed.
- If your dog becomes tense or frightened, move farther away and give them time to recover. Resume later at an easier level, or end the session.
This approach is called desensitization and counterconditioning: exposure stays below the level that overwhelms the dog, while the trigger is paired with a positive experience. VCA describes the method in Overcoming Fears with Desensitization and Counterconditioning. Treats and equipment are optional aids, not cures; no particular brand or model is required.

Read your dog’s signals and give them space
Fear does not always look like barking or lunging. A dog may move away, look away, cower, hide, tuck their tail, pin their ears back, lick their lips, tremble, pant, stare, or snarl. These signals can mean the encounter is uncomfortable. Do not insist that your dog stay, approach, or continue the exercise. Create distance and let them settle.
When in doubt, treat a change in posture or behavior as useful information rather than disobedience. Make the next exposure easier by increasing distance, choosing a calmer location, or ending the session.

Avoid punishment and forced greetings
Do not scold, jerk the leash, or force your dog to remain close to another dog. Punishment can worsen fear, and forced exposure may overwhelm the dog rather than help them feel safer. AVSAB recommends reward-based training and humane behavior modification; its 2021 position statement on humane dog training says, “There is no evidence that aversive training is necessary for dog training or behavior modification.”

Ask for qualified help if your dog’s fear is severe, encounters are unsafe, or it is difficult to keep practice below the point where your dog becomes frightened. AVSAB advises owners to find a good trainer. Look for someone with relevant experience helping fearful or reactive dogs who uses reward-based methods, respects the dog’s need for distance and retreat, and adjusts the plan to the dog’s triggers. A veterinary behavior professional can also help with a serious or difficult behavior problem.
