If you find an injured eagle, contact a qualified wildlife rehabilitator or veterinarian promptly and follow their instructions. Do not try to capture, treat, or keep the bird yourself. Eagles can seriously injure people, and federal rules allow only limited actions by members of the public while professionals take over.
What to do when you find an injured eagle
Call a local wildlife rehabilitator or veterinarian and ask what to do. U.S. Fish & Wildlife Service (FWS) public guidance advises people to leave injured raptors where they find them and seek professional instructions. The federal authorization for a finder is limited: it allows immediate transport of a sick or injured bird to a licensed veterinarian or federally permitted rehabilitator. It is not permission to provide treatment or keep the eagle.
Do not assume the cause of an injury from the bird’s appearance. Eagles may be injured in different ways, but the available FWS guidance does not establish which causes are most common.
Why rescue and handling are left to experienced people
Eagles are powerful and can cause serious injury. FWS’s Eagle Handling and Distribution Handbook says sick and injured eagles need careful handling and should be transferred to a veterinarian or rehabilitator experienced in raptor care. If an experienced handler is available, that person should approach and handle the bird.

Suspected poisoning adds risk. The handbook cautions against handling a potentially poisoned eagle without appropriate training, suitable safety equipment, and the ability to transport it safely. This is not a do-it-yourself capture task; wait for instructions from a professional.
How veterinary care and rehabilitation work
Veterinary assessment and triage
A licensed veterinarian may provide care to sick or injured migratory birds, including bald and golden eagles, under FWS authorization. That work can include diagnostic and triage procedures needed to assess the bird and determine next steps. FWS does not provide a comprehensive clinical protocol for particular injuries, so the specific treatment depends on the bird’s condition and the treating professionals.

Transfer to a permitted rehabilitator
After veterinary care, the bird generally must be transferred to a federally permitted rehabilitator. FWS provides a limited exception when veterinary care lasts less than 24 hours, allowing the veterinarian to release the bird. That exception does not authorize extended care outside the applicable permit rules.
Recovery, release, or another authorized disposition
A permitted rehabilitator continues care under federal permit requirements. FWS’s rehabilitation guidance says birds ordinarily may not be held beyond 180 days without approval from the Regional Migratory Bird Permit Office; an extension request should be made at least 30 days before that period ends. These are administrative permit limits, not predictions of how long an eagle will need treatment.

When an eagle has recuperated, it should be returned to suitable habitat as soon as reasonable conditions allow. Seasonal conditions can affect timing. Under FWS’s general rehabilitation standards, a bird that cannot feed itself, perch upright, or move without further injury after medical management is not to be maintained alive; any non-release placement or other disposition must follow the applicable authorization. These general rules do not guarantee that every injured eagle can return to the wild.
What federal protections mean for a finder
Bald and golden eagles are protected under the Bald and Golden Eagle Protection Act, and taking or possessing one generally requires authorization. FWS rules nevertheless provide narrow allowances for immediate transport by a finder to a licensed veterinarian or federally permitted rehabilitator, and for veterinary care within the agency’s stated limits. Those allowances are distinct from keeping or independently treating an eagle. State and local requirements may also apply, so contact a local professional for direction in an actual case.
