There is no defensible universal ranking of the “best” pet insurance plans: coverage, eligibility, premiums, and availability vary by state and by pet. Consumer Reports included Trupanion, Pets Best, Embrace, Lemonade, Spot, ASPCA Pet Health Insurance, and Fetch among 14 providers in its policyholder survey, but that does not establish an order or prove these seven are best for every owner. Treat them as a comparison shortlist, then compare current policy terms and matched quotes for your pet.
What does pet insurance cover?
Pet insurance generally comes in three forms. A policy’s contract sets the covered expenses, exclusions, deductible, reimbursement method, and limits; names for coverage tiers are not guarantees that two companies cover the same things. The National Association of Insurance Commissioners (NAIC) explains that most policies reimburse the owner after a claim, though reimbursement methods vary.
- Accident-only: Focuses on eligible treatment for accidents. It is narrower than accident-and-illness coverage; check the contract for the events and expenses included.
- Accident-and-illness: May cover eligible veterinary care for both accidents and illnesses, subject to exclusions, waiting periods, deductibles, reimbursement terms, and benefit limits.
- Wellness or routine-care coverage: Often offered as an add-on or separate arrangement for routine services. Do not assume it is insurance or that it is included in an accident-and-illness policy. NAIC says its 2022 Pet Insurance Model Act addresses clear differentiation of wellness programs; legal requirements and adoption are state-specific.
Across all types, verify whether the policy covers exam fees, prescriptions, dental conditions, rehabilitation, and other costs relevant to your pet. NAIC’s overview explains common policy mechanics and exclusions: NAIC: Pet Insurance.
Seven providers to compare—not a ranked top seven
Consumer Reports evaluated 14 providers in a survey of 3,583 pet insurance policyholders conducted in December 2024 and January 2025. The sample was weighted to represent U.S. policyholders age 18 and older. Its buying guide names the seven providers below among those evaluated, but the evidence available here does not establish a complete ordinal ranking. Inclusion in the survey is not proof that a provider is best for your pet, state, or budget.

Both are company claims, not independent comparative findings; direct payment is limited to participating hospitals. Consumer Reports’ provider list and survey description are available in its pet insurance buying guide. A meaningful numbered ranking would need a disclosed method, current policy-form reviews, comparable quotes for defined pet profiles, and a clear way to account for state variation. The evidence cited here does not supply those items, so these providers are presented as an unordered shortlist.
How do I compare pet insurance plans?
Compare the contract and quote for the same pet and location, not just the monthly premium or a provider’s headline coverage description. NAIC notes that price can depend on species, breed, gender, age, location, selected coverage, and deductible; a “cheapest” provider claim without a defined profile and matched quotes is not meaningful.
- Match the quote inputs. Use the same pet, address, deductible, reimbursement rate, and benefit limit for each quote. Premium comparisons with different inputs do not show which plan is less expensive for equivalent protection.
- Check what counts as covered care. Compare accident-only with accident-and-illness coverage, then check whether wellness is a separate add-on or arrangement. Look for expenses your pet may need, including exam fees, prescriptions, dental care, and rehabilitation.
- Read condition definitions and exclusions. Ask how the policy handles preexisting, hereditary, and congenital conditions, including curable conditions, symptoms, and prior veterinary records. The contract—not a general marketing description—controls.
- Compare waiting periods. Determine when accident, illness, and any special coverage begins. A policy may have different waiting periods for different claim types.
- Compare deductibles, reimbursement, and limits together. Identify whether the deductible is annual or per condition and when it resets. Check whether reimbursement is a percentage of eligible expenses or based on a benefit schedule, and review annual or lifetime caps.
- Check claims and payment mechanics. Find out how claims are submitted, how reimbursement is calculated, and whether direct payment is available for your veterinarian and plan. A direct-payment feature is not the same as a guarantee that every vet visit will be paid at the point of care.
- Confirm state and pet eligibility. Verify that the policy is offered where you live and that your pet meets the insurer’s eligibility terms. Age limits and policy details can vary.
Does pet insurance cover pre-existing conditions?
Usually not. NAIC states, “Most pet insurance companies exclude pre-existing conditions and hereditary or congenital conditions.” A preexisting condition generally means an illness or injury that began before the policy, but the contract’s definitions and treatment of symptoms, curable conditions, and medical history matter. Ask the insurer how it will review your pet’s records before you buy.

How long are pet insurance waiting periods?
There is no single waiting period for all plans or all types of claims. Consumer Reports says waiting periods can range from two days to 12 months, depending on the carrier and whether a claim involves an illness, accident, or another reason. Check the policy for each applicable waiting period and its start date; contract language controls. See the Consumer Reports buying guide.
Does pet insurance pay the vet directly?
Most policies reimburse the owner after eligible expenses are incurred rather than operating like human health insurance at the point of care. NAIC describes reimbursement based either on a benefit schedule or on a percentage of expenses. Direct payment, when offered, can depend on the insurer, plan, and veterinary hospital. Trupanion advertises VetDirect Pay at participating hospitals; confirm that your veterinarian participates and check the policy’s payment conditions before relying on it.

Why pet insurance comparisons need a date and a pet profile
Premiums and policy terms are not interchangeable across pets, addresses, or states. NAIC identifies species, breed, gender, age, location, selected coverage, and deductible as factors that can affect price. Its consumer information also describes varying exclusions, limits, and reimbursement methods. For that reason, a quote comparison should state the pet profile and location and use equivalent coverage settings.
Market figures provide context, not evidence that one company performs better than another. NAIC summarizes the North American Pet Health Insurance Association’s 2024 State of the Industry Report as showing 6.25 million insured pets in 2023, up 16.7% from 2022; 78.6% of insured pets were dogs and 21.4% were cats. NAIC also cites the American Pet Products Association’s 2025 National Pet Owners Survey for 94 million U.S. households reporting pet ownership, and reports $152 billion in U.S. pet-industry expenditures in 2024, citing the association.
