If you suspect animals are being neglected or hoarded, report what you have observed to the animal-welfare enforcement agency responsible where the animals are. That may be animal control, local police, an SPCA, or another humane organization. If animals appear to be in immediate danger or a crime is in progress, contact the appropriate emergency service for your location. Do not trespass, confront someone if it could put you at risk, or try to remove the animals yourself.
What signs may indicate animal hoarding or neglect?
Animal hoarding is not established by the number of animals alone. The concern is whether the person can provide minimum nutrition, sanitation, shelter, and veterinary care, and whether conditions are deteriorating. The ASPCA’s overview of animal hoarding describes possible signs such as a person being unable to say how many animals they have, strong odors, waste covering floors, deteriorating living conditions, and animals that appear emaciated, lethargic, ill, or under-socialized.
Possible neglect or cruelty signs can also include untreated injuries or illness, inadequate food or water, parasites, severe matting, nails so overgrown they affect movement, embedded or tight collars, poor shelter from weather, and unsafe confinement. Accumulated feces or urine, fleas or vermin, and a strong odor may point to unsanitary conditions. These are reasons to report a concern, not proof of a legal violation: cruelty is determined under local law after investigation by the appropriate authorities.
Who should I report animal neglect to?
Contact the agency that enforces animal-welfare laws where the animals are located. Depending on the jurisdiction, that could be animal control, local police, an SPCA, or another humane organization. If you do not know which office handles reports, ask local police or animal control to direct you.

For an emergency or crime in progress, use the emergency service appropriate to your location. The ASPCA gives 911 as guidance for a crime in progress and notes New York City’s 311 route for non-emergency reports; those numbers are location-specific and should not be assumed to apply elsewhere. Check your local agency’s current instructions.
What information should I include in a report?
Give a concise, factual account of what you personally saw or heard. Describe conditions rather than diagnosing the owner or declaring that a crime has occurred. Include the location and dates or times, and the number and apparent condition of animals if you know them. Identify any firsthand witnesses who are willing to speak with authorities.

- State specific observations, such as animals without visible water, untreated wounds, waste buildup, or lack of adequate shelter.
- Share photos or video only if you made them from a place you were legally allowed to be. Do not trespass to collect evidence.
- Ask the agency whether it accepts anonymous reports. The ASPCA notes that a credible witness willing to stand behind a report can help a case proceed.
- Record whom you contacted, when you contacted them, what information you provided, and any promised next step.
If you have not heard back within a reasonable time, make a polite follow-up inquiry with the agency.
How can I speak with the person safely?
Only approach the person if it feels safe. Keep the conversation calm and non-accusatory; a person may be afraid of losing animals or may not recognize how serious the conditions have become. You can say that help may be available without promising that animals will remain in the home or that a particular outcome will follow. Authorities decide what action is appropriate.

Some cases need support for the person as well as intervention for animals. The ASPCA describes coordinated responses involving animal care and control, law enforcement, social services, mental-health and public-health services, adult protective services, and code enforcement. This is a complex welfare issue, not something a bystander should try to diagnose or resolve alone.
What should I avoid doing?
- Do not enter private property or trespass to inspect conditions or take pictures.
- Do not confront the person if doing so could put you or someone else at risk.
- Do not seize, transport, or attempt to treat animals without proper authority.
- Do not assume that a report will automatically lead to removal or prosecution.
Possible responses depend on the circumstances and local authority. The ASPCA describes outcomes that can include veterinary care, spay or neuter support, helping an owner keep animals they can care for, voluntary surrender, or law-enforcement intervention in severe cases.

What if the case involves many animals or broader safety concerns?
Animal-hoarding cases can affect animal welfare, human welfare, and public safety. The ASPCA describes multi-agency task forces that may include animal control, law enforcement, social services, mental-health and public-health services, adult protective services, code enforcement, and fire and rescue. If you believe several agencies need to be involved, start with local animal control, police, a humane law-enforcement unit, or an animal-welfare organization and ask who coordinates these cases in your area.
