The safest next step depends on the dog’s behavior and condition—and on the procedure in your area. Don’t chase, corner, or try to handle a dog that seems frightened, aggressive, sick, or injured.
First, keep people and the dog safe
Observe from a safe distance. Keep children and pets away, and avoid crowding, chasing, or blocking the dog’s path. If it is near traffic, do not put yourself in danger trying to stop it; tell local animal services where it is and describe any immediate hazard.
ASPCA advises people not to approach a stray animal showing unusual behavior or signs of aggression. Possible warning signs include a stiff stance, direct staring, bared teeth, growling, lunging, crouching, a tucked tail, flattened ears, or repeated lip licking. A wagging tail by itself does not mean a dog is friendly. ASPCA guidance on finding a stray animal and its dog-bite prevention advice recommend caution around unfamiliar animals.
If the dog comes toward you
Stay quiet and still; do not run or scream. Avoid sudden movements and give the dog room to move away. If you feel unsafe, move to a secure place when you can do so without rushing past or cornering the dog, then call local animal services.

Call local animal services for instructions
Contact the animal control agency, animal care center, or shelter that serves the place where you found the dog. Explain where the dog is, what it is doing, whether it appears sick or injured, and whether it is creating an immediate risk. Ask what to do next rather than assuming you should pick up or transport the animal.
There is no single procedure that applies everywhere. ASPCA’s general guidance directs people outside New York City to find a local shelter. Its New York City FAQ says to call 311 about an animal that appears potentially dangerous or sick and notes that pickup procedures or capacity can change. Miami-Dade and Los Angeles also provide their own local instructions. Check the current guidance for your jurisdiction:

Use the local agency’s directions on whether to wait, transport the dog, or take another step. If you cannot find the correct service, a nearby shelter can help direct you to the agency responsible for that area.
Check for identification only if it is safe
If the dog is calm and safely accessible, ask the local agency how it wants identification checked and what to do afterward. A collar tag may show an owner’s contact information. A microchip requires a scanner, which animal services, shelters, and veterinary facilities may have. Do not reach toward, grab, or restrain a dog that cannot be safely handled. Identification is useful, but it is not worth risking a bite or causing the dog to bolt.

Wash the wound with soap and water, then seek professional medical advice promptly to assess the injury and possible rabies or other infection risks. The American Veterinary Medical Association recommends wound washing and medical advice after a bite in its Dog Bite Prevention brochure. Tell the medical professional that the bite came from an unfamiliar dog and share any information you have about the animal or its location.
