If you find a stray dog, first make sure it can be handled safely, then check for an owner and follow the local reporting and holding process before deciding to adopt. A dog is not legally yours simply because you found it or have cared for it temporarily. Once adoption is permitted, arrange a veterinary examination and make sure your household can meet the dog’s needs.
I found a stray dog—what should I do first?
Keep people and the dog safe
Do not approach or try to capture a dog that is aggressive or cannot be safely contained. American Humane advises calling animal control or police rather than putting yourself at risk (American Humane Society: If You Find a Lost Pet). If the dog is calm and you can do so safely, use a leash or secure fenced area to keep it from wandering into traffic or disappearing. A leash or collar is not a substitute for professional help when the dog is unsafe to handle.
Check for identification and report the dog
- Look for a collar tag. If there is a phone number, contact the listed person and arrange a safe return.
- Ask for a microchip scan. Contact a local shelter, animal-control office or participating veterinary clinic and ask where the dog can be scanned.
- File a found-pet report. Notify the shelter or animal-control service responsible for the place you found the dog, even if you are temporarily caring for it.
- Share a clear photo locally. Use relevant neighborhood and lost-pet channels so an owner can recognize the dog. Avoid publishing every identifying detail; an owner may be able to confirm details not shown in the post.
American Humane recommends checking identification, arranging a microchip scan and filing a found report. Local shelters may also coordinate return searches and temporary care.
How do I check if a stray dog has an owner?
Use several routes rather than relying on a social-media post alone. A tag can provide an immediate contact, while a microchip scan may identify an owner even when the dog has no visible collar. A found report gives local shelters and animal control a record to compare with lost-pet reports. Share the dog’s photo and general location through local channels, and contact nearby shelters or veterinary clinics if your local authority recommends it.

Do not assume that an owner has not looked because no one responds immediately. Keep the relevant authority informed and follow its instructions for returning the dog or transferring care.
How long do I have to wait before I can keep a stray dog?
There is no universal stray-hold period. The rules and the finder’s options depend on where the dog was found. Contact the local authority serving that location and ask what to do before making plans to adopt.

- May you keep the dog temporarily, or must it be brought to a shelter or local authority?
- What owner-search steps must be completed, and who completes them?
- Where does any required hold period take place?
- Can the dog receive veterinary care, vaccines, food and supplies during a temporary hold, and who is responsible for them?
- If no owner is found, how and when can you apply to adopt?
Local arrangements vary. Fairfax County, for example, describes a program in which a finder may temporarily house a found animal with county assistance, including a microchip scan, veterinary care, vaccines, food and supplies while staff check reports and coordinate a return (Fairfax County Animal Services: Found a Stray Animal: Your Guide). Santa Fe Animal Shelter also describes local owner-search and temporary-care options (Santa Fe Animal Shelter & Humane Society: I Found an Animal). These are examples, not services available everywhere.
England has a specific process
In England, GOV.UK says local authorities hold collected dogs for seven full days. Its guidance also describes a 28-day requirement for a finder permitted to keep a dog, and says a finder who wants to keep the dog must first return it to an identified owner or bring it to the local authority (UK Department for Environment, Food & Rural Affairs: Stray and abandoned dogs: local authority responsibilities). These timelines apply to England’s stated process; do not apply them to another country or locality.

Is this dog and my household a good match?
After the local process allows adoption, consider whether you can provide a stable home for this particular dog. Its history may be unknown, so avoid assuming you know its training, health, temperament or comfort around children and other animals.
- Housing: Check landlord, tenancy, building and local rules before bringing the dog home.
- Time and activity: Consider daily exercise, training, companionship and supervision, and whether the dog’s energy level suits your routine.
- Household fit: Think about the dog’s size and temperament alongside children, other pets and the people who share your home. Introductions should be planned and supervised.
- Ongoing care: Budget for food and veterinary care, including unexpected needs, and make sure you can manage medication or follow-up care if advised.
The CDC recommends matching a dog’s temperament, size and activity level with the family and considering the home and time available. If you cannot safely or realistically provide for the dog, ask the local shelter or animal-control service about appropriate placement options instead of skipping the required process.

What should I ask the vet before bringing a stray dog home?
Arrange a veterinary examination promptly after you are authorized to adopt. The CDC recommends a visit within a few days to a week after adoption for a newly adopted dog; seek help sooner if the dog appears ill or injured (CDC: Dogs | Healthy Pets, Healthy People).
Bring any records supplied by the shelter, authority or previous caretaker. Tell the veterinarian that the dog’s history may be unknown, and ask about:

- A general health examination and any signs that need prompt treatment.
- Vaccines and medications that are needed, and what records can be confirmed.
- Appropriate parasite screening and prevention.
- Rabies vaccination status and the next step if it cannot be established.
- Any follow-up visit or care needed based on the examination.
Rabies cannot be ruled out by a dog’s appearance. The CDC says rabies vaccination protects dogs, other pets and people, and notes that most U.S. states require it by law. After a bite or scratch from an unfamiliar dog, contact a healthcare provider promptly and report the incident to local animal control or police as appropriate (CDC: Dogs | Healthy Pets, Healthy People).
