Why Adoptable Cats Are Filling Shelters: What the Numbers Can—and Can’t—Tell Us

New York City’s shelter cat count rose in FY 2025, but that does not prove a surge elsewhere. Learn what local figures can reveal and how shelters may respond.

A reported rise in adoptable cats is a reason to look closely at local shelter data, not proof of a single cause or a region-wide trend. The title does not identify which area or shelters it refers to, so no local surge can be verified here. New York City offers a documented example of how shelter cat counts can change from year to year, but it cannot establish what is happening elsewhere.

What the reported “surge” means—and what is still unknown

To establish that an area’s adoptable cat population has surged, a shelter needs to identify the location, the date of the count, and a comparable earlier count. It also matters whether the number refers to cats currently housed, cats available for adoption, or annual intake. Those are different measures: a high intake over a year does not necessarily mean the same number of cats are in care on a particular day.

No locality or local shelter records are identified here, so the scale, timing, and causes of the headline’s reported increase cannot be confirmed. Shelter headcounts alone do not show why a change occurred; kitten season, owner surrender, adoption activity, staffing, and foster availability are among the factors a local shelter would need to assess rather than assume.

What New York City’s figures show

New York City provides a specific example—not a substitute for local figures elsewhere. In its 2026 review, the New York City Comptroller reported 9,613 cats in city shelters in FY 2025, up from 8,977 in FY 2024. The FY 2025 figure followed 9,578 in FY 2023, so the increase came after a decrease rather than a steady year-by-year rise. New York City Comptroller

In FY 2025, stray cats made up 56% of New York City cat intakes. Cat owner relinquishments also rose, from 3,629 in FY 2024 to 4,110 in FY 2025. These intake figures describe the city’s shelter system and fiscal years; they do not establish the reasons for a change in any other area.

Shelter records are not a census of every cat living outdoors or without care. The Comptroller says reliable totals for New York City’s stray and uncared-for dog and cat populations are unavailable, and public shelter data do not provide neighborhood-level detail. A shelter count therefore cannot tell residents how many cats live outdoors or where they are located.

Why shelters may have many cats available

A current count is the result of cats entering care and cats leaving it through adoption, transfer, return to an owner or, where appropriate, return to their outdoor territory. To understand a local increase, ask shelters for those flows over the same reporting period—not just the number of cats in kennels on one day. The New York City figures show why it helps to separate stray intake from owner relinquishment, but do not identify a cause for the changes.

  • Intake: How many cats came in, and how many were strays, owner relinquishments, transfers, or other categories?
  • Outcomes: How many were adopted, transferred, returned to an owner, or returned to the field?
  • Capacity: Does “full” mean a facility has reached its physical kennel limit, or does it describe staffing, foster-space, or other operating constraints?
  • Timing: Are counts compared on the same date or across the same time period and using the same definition?

What can help cats find homes

Shelter Animals Count’s adoptions checklist recommends practical steps such as same-day adoptions, convenient visitor access, evening and weekend hours, conversational adopter screening, and fee reductions or waivers. Its checklist reports adoption rates of about 72% for organizations offering same-day adoptions versus about 66% for those that did not in the cited Shelter Animals Count data. That is an association in a particular dataset, not proof that same-day adoption alone will produce the same result at every shelter.

The checklist also cites studies in which adoption-fee promotions increased adoptions without increasing returns. Results depend on the shelter and the circumstances; a promotion is one possible tool, not a universal remedy. Pasadena Humane, for example, announced in a June 20, 2025 release that it would waive fees for available cats and kittens through June 22, 2025, while it sought homes and space. That was a dated, temporary offer—not evidence of a current promotion. Pasadena Humane

Outdoor cats need a different response from adoptable strays

Not every cat found outdoors is a socialized pet who can be placed in a home. Community cats may be unsocialized and are often managed through approaches such as return-to-field or targeted trap-neuter-vaccinate-return (TNVR), rather than treated as ordinary adoption candidates. Humane World for Animals’ shelter and rescue resources describe support for community-cat management.

A 2019 study of community-cat programs at six municipal shelters reported a median 53% increase in feline live-release rate over three years. The study examined integrated programs, including return-to-field and TNVR approaches; outcomes varied among the shelters. The result is evidence that such programs can be associated with improved outcomes in participating systems, not a guarantee that one intervention will work the same way everywhere. How to verify the trend in your area

When asking a shelter or local animal agency about an apparent increase, request figures that let you compare like with like:

  • The city or service area covered, the date of each count, and whether the figures mean cats in care or cats available for adoption.
  • The same-period prior count, plus annual cat intake and outcomes for the period.
  • Intake broken down by source, especially stray cats and owner relinquishments.
  • Adoptions, transfers, returns to owners, and returns to the field reported separately.
  • The shelter’s definition of capacity or occupancy, and any explanation it gives for changes in those measures.

Until those local records are available, the New York City example is useful context only. It cannot confirm that shelters in the unnamed area are experiencing the same trend.
