Keep your distance, avoid disturbing the mother, and contact local animal control, a shelter, or a veterinarian for instructions. If the puppies are with a mother who is safely caring for them, do not separate them. If she is missing, the litter appears distressed, or the location is dangerous, seek professional help promptly rather than guessing how long to wait.
First, keep yourself and the litter safe
Do not step into traffic or approach a dog that is fearful, defensive, injured, or guarding her puppies. The CDC’s dog-safety guidance says, “Do not disturb a dog while it is eating, sleeping, or caring for puppies.” Keep children and other animals away, and do not try to catch, corner, or handle the dog if doing so could provoke her.
If the dog or puppies are in immediate danger, tell animal control or emergency services where they are and follow their directions. Otherwise, observe from a safe distance and note the location and circumstances so you can describe them accurately.
Contact the right local service
Call the animal-control agency or municipal shelter responsible for the place where you found the dog. A veterinary clinic may also be able to advise you or direct you to local help. Tell them whether the mother is present, whether the puppies appear to be nursing, how many puppies you see, and whether anyone is in immediate danger. Ask what to do next and whether you should remain nearby.

Reporting and temporary-holding rules depend on where you are. In England and Wales, government guidance says that if you cannot contact the owner, you must report the found dog to the council. Fairfax County, Virginia, provides a different local example: its process includes contacting animal services, arranging pickup or shelter intake, or temporarily holding the dog while filing a found report. Follow the instructions for the jurisdiction where you found the animals, rather than assuming either process applies everywhere.
Decide what to do based on the mother’s presence
The mother is present and safely caring for the puppies
Do not move or separate the puppies from a mother who is safely nursing or caring for them unless an animal professional directs you to do so. Puppies generally receive complete nutrition from their mother’s milk during their first four weeks, according to the ASPCA. Keep your distance and let the responding service advise on safe handling.

The mother is temporarily out of view
Do not assume the puppies have been abandoned just because you cannot see their mother at that moment. At the same time, do not rely on a fixed waiting period: the dog-specific official guidance cited here does not establish how many minutes or hours to wait. Contact animal control, a shelter, or a veterinarian for advice based on the puppies’ condition and location.
The mother is missing, the puppies seem distressed, or the site is unsafe
Contact animal services, a shelter, or a veterinarian promptly. Describe what you see, including whether the puppies appear weak or injured and whether they are exposed to traffic, severe weather, or another immediate hazard. Avoid moving them unless leaving them in place presents an immediate danger or a professional instructs you to act; if you must act to prevent imminent harm, do not put yourself at risk.

Help identify the dog without provoking her
If it is safe to do so, look from a distance for a collar or tag. Do not approach or reach toward a dog that is guarding the litter. Animal-control officers, shelter staff, or a veterinarian can advise about checking identification and arranging a microchip scan at the earliest safe opportunity. A scan can help reunite a found dog with an owner, but it should not come before safety.
Do not start feeding or moving the puppies on your own
Do not give puppy milk replacer simply because you found a litter: a mother who is present and nursing is generally providing their nutrition. Orphaned puppies, or puppies whose mother is ill or not producing enough milk, may need commercial puppy milk replacer. The ASPCA recommends consulting a veterinarian for product and feeding recommendations. Ask a professional before trying to feed or handle very young puppies.

The ASPCA says weaning generally begins between three and four weeks and is ideally complete by seven to eight weeks. These are general developmental guidelines, not a deadline for removing puppies found outdoors or a substitute for an assessment of their health.

Ask the local authority what happens after a found dog is reported, whether you may temporarily keep the dog, and what steps are required if the owner cannot be found. In England and Wales, local authorities hold collected stray dogs for seven full days, beginning the day after collection, under the cited government guidance. That period is specific to that jurisdiction; holding, reporting, and ownership rules differ elsewhere.
