If puppies are under a house and reaching them would mean entering a tight, unstable, contaminated, or otherwise hazardous space, do not crawl in. Keep people and pets back, then call local animal control, a humane society, or a shelter for guidance. If a person or animal faces an immediate life-threatening danger, contact the local emergency service responsible for that hazard. Once the puppies are out, arrange veterinary care promptly.
Assess the situation from outside
Pause before reaching into the opening. Keep children, bystanders, and other pets away so the puppies are not crowded or startled. Look for signs that access could be dangerous, such as unstable supports, a risk of becoming trapped, exposed wiring, or other hazards. Do not dismantle supports or enter a confined space if doing so could put you or the animals at risk.
There is no universal crawl-space rescue procedure or responder number. If access looks difficult or unsafe, tell local animal control or a humane society where the puppies are and describe the opening and any hazards you can see. The CDC identifies local animal-control agencies, shelters, and humane societies as sources of guidance: CDC pet first-aid guidance.
Who to call, and when
Retrieval is difficult but there is no immediate life-threatening danger
Call your local animal-control agency, humane society, or shelter and ask what help is available. Who handles animal rescues varies by locality, so do not assume a particular agency will respond. Give a clear description of the location, how many puppies you can see, whether the mother is nearby, and why access may be unsafe.

A person or animal faces an immediate life-threatening hazard
Contact the local emergency service appropriate to that hazard. Explain whether anyone is trapped or injured and whether the puppies can be reached without entering the space. Do not put yourself in danger to retrieve them: American Humane’s warning, “Never try an ice rescue of a pet yourself,” concerns ice specifically, but illustrates why dangerous rescues should be left to trained responders: American Humane cold-weather pet safety.
Keep the puppies and their mother as calm as possible
Do not reach blindly, chase, corner, or grab a frightened dog. An animal that is injured or afraid may react defensively; the CDC cautions that “Even the gentlest pet can bite or scratch if injured.” Move slowly, keep your face away from the puppies’ mouths, and do not hug or crowd them. The mother may be nearby and protective. Keep people back, and ask animal-control or veterinary professionals how to proceed if she is distressed or the puppies cannot be reached safely. There is no established universal rule for whether to wait for, separate, or retrieve the mother in this situation.
After the puppies are out
Arrange veterinary care promptly
Call a veterinarian or emergency veterinary clinic, especially if a puppy is cold, weak, injured, unusually quiet, or unresponsive. The CDC says first aid should never replace veterinary care and advises getting an injured animal to a veterinarian as quickly as possible without risking harm to people or others: CDC pet first-aid guidance.

Handle the puppies only as much as needed, keep them dry, and protect them from cold while arranging care. A secure carrier can be useful for transport if one is readily available, but do not delay urgent care to find one.
If a puppy feels cold
Young puppies are especially vulnerable to cold. USDA APHIS says puppies generally do not regulate their body temperature efficiently until they are three or four weeks old: USDA APHIS Animal Welfare Guidelines for Breeding Dogs. VCA warns that rapidly rewarming a hypothermic puppy can cause serious complications or death; its veterinary guidance recommends gradual warming over 30 to 60 minutes: VCA guidance on hypothermia in dogs. Call a veterinarian for instructions rather than using intense direct heat or trying to warm a severely cold puppy quickly.

VCA lists normal puppy rectal temperatures by age and notes that a temperature below 94°F (34.3°C) may be life-threatening. These figures are not a reason to delay care or attempt to take a temperature if you are unsure how; a veterinarian can advise whether measurement is appropriate.

If you do not know who owns the puppies, contact local animal control or a shelter about reporting, reunification, and next steps.
