Leash pressure applied to the attachment point can guide the dog’s head, which lets the handler influence direction and manage pulling. It works only as a handling aid alongside correct fit, gradual reward-based introduction, and gentle leash handling. It is not a complete training program, and it does not correct pulling by itself.
How a head halter steers the dog
Head halters fall into two broad groups, and the difference lies in where the leash attaches.
Under-chin designs
Under-chin models, such as the PetSafe Gentle Leader and the Halti Headcollar, place the leash ring below the jaw. According to VCA Animal Hospitals, gently directing the leash to the side or upward redirects the dog’s head, and because the head leads the body, the rest of the dog follows. This gives the handler the most direct control over direction.
Behind-the-ears designs
Behind-the-ears models, such as the Canny Collar and NewTrix, work differently. VCA describes them as tightening slightly over the bridge of the nose, which encourages the dog to lean back rather than pull forward. Their main purpose is to reduce pulling, not to steer the head.

The conventional arrangement, as UC Davis School of Veterinary Medicine describes it, has three parts: a loose muzzle loop, a snug neck strap behind the ears, and a leash ring below the chin. UC Davis notes that controlling the head can help the handler guide the dog with little force. That describes how the tool is meant to operate. It does not show that a head halter alone resolves the behavior that caused the pulling.
Fitting the halter
Fit is specific to each model. Follow the sizing instructions of the product you buy, because general guidance cannot replace them. Two fit tests apply to nearly every design. First, a properly fitted halter should let the dog eat treats, pant, drink water, play with a toy, and open its mouth, as VCA states. Second, the dog should not be able to slip free of the muzzle loop.

- The neck strap sits just below the bump at the back of the head and above the Adam’s apple at the front.
- The neck strap is snug enough that one finger slides underneath comfortably.
- The muzzle loop is loose enough to slide on the muzzle but not so loose that it can come off.
- The side straps form a V shape, which is a visual cue that the strap is positioned correctly.
VCA also notes that a halter is not right for every dog. If the dog cannot wear one comfortably after adjustment, a different tool is the better choice.

Most dogs need a slow, positive introduction. VCA notes that some dogs need several sessions over a period of weeks. Work through these stages in short sessions:
- Let the dog see and sniff the halter on the floor, and pair it with treats.
- Reward voluntary nose contact, so the dog pushes its muzzle toward the loop by its own choice.
- Gradually work toward putting the loop on the muzzle and fastening the neck strap, rewarding at each step.
- Increase wear time only while the dog stays relaxed. Practice indoors before walking outside.
- Attach the leash and take short, calm steps, rewarding the dog for walking with slack in the leash.

- Scratching, pawing, or rubbing at the face
- Whining
- Refusing to move
- Hiding
- Chewing the equipment
When these signs appear, shorten the session, return to an earlier step, and check the fit. If the dog keeps struggling after that, consult a qualified trainer or behavior professional.
Safety limits and how to use the halter
Never snap or jerk the leash
VCA states: “For safety reasons, never snap or jerk the leash when the dog is wearing a head halter, as doing so could cause neck injury.” PetSafe gives the same caution for the Gentle Leader. Apply steady pressure, and release it as soon as the dog responds.

Use a backup connection
VCA recommends attaching the leash to a flat collar or a body harness as a backup, so the dog stays secured if the head halter comes off. Company of Animals describes a two-point setup for its Halti: one end of a double-ended training lead clips to the under-chin ring, and the other end clips to the back ring of a harness, while the safety link stays connected to the collar.

Avoid long lines and retractable leashes
VCA advises against using a head halter with a long line or a retractable leash. PetSafe also states that the Gentle Leader is not intended for jogging, running, bike attachments, or leash couplers.
Dogs with neck injuries
VCA says dogs with neck injuries should not wear a halter or collar around the neck or snout. A body harness is the recommended alternative for those dogs.
When a dog reacts strongly to triggers
If a dog repeatedly lunges toward or away from a trigger, VCA treats the halter as one safety aid within a broader reward-based behavior plan and recommends help from a behavior professional. If the dog shows distress, stop and reassess rather than continuing to force the equipment on.

The table compares the main options named in the manufacturer and veterinary guidance. Where a source did not address a point, the cell says so.

The axes that matter most are where the leash attaches, how well the device adjusts to the dog’s head shape, whether a backup connection is possible, and how the dog responds during gradual introduction. The guidance does not establish that one brand is best for all dogs.
Age and breed considerations
Company of Animals recommends its Halti products for dogs aged nine months and older, and advises starting puppies with training rather than training aids. That is the company’s guidance for its own product range and its UK market, not a universal veterinary age rule. For short-snouted or flat-faced dogs, the table above shows why a head halter may not fit at all, and a front-control harness is the alternative the guidance points to.
Reading manufacturer claims
PetSafe’s product page states that the Gentle Leader “has helped improve 5 million walks around the world.” The page gives no date and no methodology for that figure. Treat it as a manufacturer’s marketing claim, not an independently measured outcome. No independent, dated statistic on head halter outcomes was identified in the sources reviewed for this article, so the available evidence describes how the devices are meant to work and how they should be fitted, not how often they succeed.
