Animal shelters are widening the routes pets can take to safety: helping families keep pets when possible, offering carefully managed alternatives to immediate intake, using foster homes, reuniting lost animals with owners, transferring pets to organizations with room, and removing barriers to adoption. These approaches work together; no single program fits every animal or community.
The need is substantial. Shelter Animals Count and the ASPCA reported that 3.7 million cats and dogs entered U.S. shelters and rescues in the first half of 2026—72,000 more than in the same period of 2025. During that half-year, entries exceeded exits by 213,000. The organizations projected about 7.4 million entries for all of 2026, a projection rather than a final annual count. How are animal shelters finding new ways to save homeless pets?
They are treating sheltering less as a single building and more as a network of care and placement. Some interventions happen before an animal enters a shelter; others help during shelter care or connect an animal to a home, owner, or partner organization.
The scale of the challenge makes multiple routes important. Shelter Animals Count reported that 5.2 million dogs and cats achieved a community live outcome in 2025, a figure that was less than 1% below 2024. The same report counted 757,000 non-live outcomes—shelter euthanasia, death, or loss in care—down 1% from 2024. How can shelters help keep pets with their families?
When a person is considering surrender because of a solvable hardship, practical support may keep the pet safely at home. The ASPCA identifies access to veterinary care, pet-friendly housing, and behavioral support as important factors. Shelters may connect owners with services, resources, or referrals suited to the problem.
This is support, not a promise that every surrender can be prevented. A pet may still need to enter care, and any alternative must account for the animal’s welfare and the family’s circumstances. The ASPCA describes keeping pets in loving homes as one way to reduce pressure on shelters, alongside removing adoption barriers and helping lost pets return to their families. What does thoughtful intake or diversion look like?
Not every request or animal has the same urgency. ASPCA guidance supports talking through the situation, prioritizing urgent needs, and considering an appointment for an owner surrender when that is appropriate. It also describes options such as self-rehoming resources, veterinary or food assistance, temporary foster care for an owner in crisis, and direct return of an identifiable stray to its owner in the field.

Healthy community cats may be candidates for trap-neuter-return-monitor programs rather than routine shelter intake. That option is specific to the animals and circumstances involved; it is not a substitute for care when an animal is sick, injured, or otherwise needs intervention.
Managed admissions require planning and continuing responsibility. The ASPCA explicitly cautions that they must not be used simply to turn away animals in need or improve shelter statistics. If an animal is waiting for services or a scheduled intake, the plan must address care and safety in the meantime. ASPCA guidance on shelter care and intake.
Why are foster homes an important part of shelter care?
A foster home can offer some animals an alternative to a kennel stay while they receive care or wait for adoption. Foster caregivers can also provide an appropriate setting for animals—such as young kittens—that need specialized attention. Foster programs depend on recruiting, supporting, and matching caregivers to animals; they are not a capacity-free replacement for shelter care.

The ASPCA reported that its Los Angeles Kitten Foster Program supported 1,781 kittens with more than 500 foster volunteers in 2024. The organization also said its New York City nursery and foster homes helped reduce euthanasia rates at Animal Care Centers of NYC and conserve shelter resources. How do transfers help shelters manage capacity?
A transfer moves an animal from one sheltering organization to another, often from a place under greater pressure to a partner with space or adoption demand. It can redistribute capacity, but a safe transfer requires a receiving organization able to take responsibility for the animal and coordinate the move.

Why do reunification and accessible adoption both matter?
Adoption places an animal with a new family, while reunification returns a lost pet to an existing one. In Shelter Animals Count’s 2025 report, 638,000 dogs and cats were returned to their owners. Returns accounted for 19% of dog intakes and 3% of cat intakes; among strays, the reported shares were 34% for dogs and 6% for cats. Those figures show why prompt identification and an accessible reclaim process matter, particularly for dogs. See the report’s return-to-owner figures.
For animals needing a new home, shelters can reduce friction by removing unnecessary adoption barriers and moving adoptable pets promptly to homes or transfer partners. The ASPCA estimated that 4.2 million dogs and cats were adopted in the United States in 2025, slightly above its 2024 estimate. That adoption figure is an ASPCA estimate and is distinct from Shelter Animals Count’s outcome totals. ASPCA pet statistics.

Some animals need treatment or behavior support before placement is practical. The ASPCA’s 2024 annual report describes training, consultation, and mentorship for veterinary professionals, as well as behavioral programs. These efforts can strengthen the care available to animals whose needs make placement more challenging, but they are organization-reported activities rather than evidence that one approach works equally well in every shelter.

The ASPCA also reported more than $23.4 million in grants to 1,010 organizations in 2024. The grants covered areas including adoption, disaster response, veterinary care, and food partnerships. ASPCA 2024 annual report.
How can data help communities choose what to do?
Local needs differ by species, age, medical and behavioral needs, and available staff, foster homes, partner capacity, and veterinary services. National totals show the overall pressure but cannot determine which intervention a particular shelter needs most.
Shelter Animals Count’s 2026 data explorer allows users to examine figures by region, organization type, species, and age group. The ASPCA says historical data can help communities target support, foster and adopter recruitment, and interventions for groups such as large dogs, neonatal kittens, and older cats. For an individual who wants to help, useful starting points include asking a local shelter whether it needs foster caregivers, adoption applicants, lost-pet identification support, or help connecting owners to food, veterinary, housing, or behavior resources. The best contribution is the one that meets a real local need and can be supported safely.
