To cat-proof a fence, first close gaps and check the entire boundary, then choose a top barrier suited to your goal: keeping your cat inside, keeping other cats out, or enclosing a smaller outdoor area. No fence design guarantees that every cat will stay put; nearby trees, gates, buildings and weak spots can create a way over, under or around it. Any containment plan should also support your cat’s physical and mental wellbeing.
Choose the right kind of cat-proofing
Keeping your own cat inside and excluding neighborhood cats are different jobs. A barrier fitted only to the inside of a fence may help contain a resident cat, but it may not stop another cat from entering. For exclusion, consider barriers on both sides or a complete enclosure. RSPCA Australia recommends physical fence modifications and cautions that some sound or scent deterrents may be toxic or affect other nearby animals; avoid harmful or improvised chemical barriers.
Before choosing a method, assess whether it works with your existing fence, covers gates and joins, and can be installed and maintained safely. Also consider the space your cat will have, its comfort and enrichment, and whether the outdoor area offers safe choices. RSPCA Australia’s 2024 position paper says containment should safeguard cats’ welfare and meet their physical and mental needs.
10 ways to cat-proof a fence
1. Seal gaps and holes first
Inspect along the ground, under gates, through damaged boards or mesh, at fence joins, and wherever the fence meets a building. Close openings before adding a top barrier: a cat can use a ground-level route even when the fence itself is difficult to climb.

2. Fit fence-top rollers
Rollers are designed to turn when a cat tries to grip or climb over a fence. They can be an option for an existing, continuous boundary, but they only help where they are installed. Check corners, gate tops and transitions so there is no unprotected route around the rollers. The Cat Protection Society of NSW lists a named product example but states that mentioning a business does not imply endorsement.
3. Add an inward-angled wire or net extension
An inward-sloping extension can make it harder for a cat to climb over the top. For a netting design, use flexible material that gives an unstable climbing surface and secure it along the full run. Agriculture Victoria’s illustrated netting method uses mesh openings about 50 mm wide, a support section about 0.7 metres long angled at least 35 degrees inward, and supports no more than 2.8 metres apart. It recommends a total fence height of at least 2 metres, including the extension. These are specifications for that example, not a guarantee for every fence or cat.

4. Use smooth sheeting at the top
RSPCA Australia lists smooth metal or plastic sheeting as an option for making the top harder to grip. Make sure edges are not sharp, fixings are secure, and the material suits the fence and surrounding conditions. A smooth section that stops short of a corner or gate can leave an easy bypass.
5. Use angled sheeting or wire on both sides to exclude cats
If your aim is to keep other cats out as well as contain your own, a barrier on the inside alone may not be enough. RSPCA Australia advises that inward-inclined wire or smooth sheeting fitted only on the inside will not prevent other cats from entering; rollers or barriers on both sides may be needed for exclusion. Consider the full boundary and any openings before choosing a design.

6. Enclose a courtyard, patio or smaller garden with netting
A fully enclosed netted area can provide a defined outdoor space without relying on a long boundary fence alone. Keep the netting secure, avoid openings that could catch a cat’s head or paws, and inspect the enclosure for damage and loose fixings. Plan the enclosure so the cat has suitable space, comfort and enrichment.
7. Replace an unsuitable fence with a solid one
If your current fence cannot be adapted reliably, a new solid fence with a suitable escape-resistant top may be more practical. RSPCA Australia describes this as an alternative to modifying an existing boundary. Account for gates, corners, joins and nearby structures in the design rather than treating the main fence panels as the whole barrier.

8. Protect tree trunks near the boundary
A tree close to the fence can provide a climbing route that bypasses a fence-top device. Smooth metal or plastic bands around trunks are one method described by RSPCA Australia for reducing access. Check nearby trees as well as those directly against the fence, and ensure any covering is fitted safely.
9. Remove launch points and bypass routes
Look for branches overhanging the boundary, sheds or furniture beside it, low rooflines, gates and fence-to-building connections. A cat may use one of these to reach or clear the fence. The effectiveness of a top barrier depends on the whole perimeter, so assess likely routes on both sides of the fence.

10. Inspect and maintain the barrier
Regularly check netting, fixings, fence condition, gates and gaps. Repair loosened or damaged sections before they become an opening, and revisit the boundary if nearby structures, trees or landscaping change. A barrier is only as dependable as its weakest point.

These are methods to evaluate, not ten independently tested solutions. The cited guidance does not provide controlled head-to-head effectiveness results or current price comparisons, so choose based on your boundary, installation needs, maintenance capacity and whether the goal is containment or exclusion.
Height guidance is not a guarantee
RSPCA Australia recommends a total fence height of at least 2 metres in its Safe and Happy Cats guidance. Agriculture Victoria also recommends at least 2 metres total height for its illustrated netting structure and warns that some cats can clear 1.8 metres in a single jump. Those figures are construction guidance, not proof that a particular fence will contain every cat. A nearby launch point or a gap can defeat an otherwise tall barrier.
Keep the approach humane and suitable for your cat
Physical modifications are a more appropriate starting point than deterrents that risk harming cats or other animals. RSPCA UK likewise recommends non-cruel garden measures and warns against causing unnecessary suffering. For a contained cat, the fence is only one part of a safe outdoor environment: provide suitable space, comfort and enrichment, and consider how the cat can use the area.
