Helping People Care for Their Pets in Difficult Times

Practical U.S. guidance for pet owners facing money, housing or safety problems: emergency vet care first, then grant rules, food programs, neighbor help and keeping pets together.

If your pet could be harmed by waiting, take it to a veterinarian now and look for help while you are there. Grants and community programs can cover part of a bill, but they are narrow, often limited in funding, and are never a substitute for prompt care. The sections below sort the options by the kind of need you have, so you can check the right program first.

If your pet is in immediate danger

Go to a veterinarian or an emergency animal hospital immediately. Do not wait for funding to be confirmed. RedRover Relief’s Urgent Care Grants page states the principle plainly: “If an animal is in need of immediate care, where any delay will put the animal at risk, it is the owner’s responsibility to seek care for the animal immediately.” Treat that as the first step in any emergency, even if you do not yet know how you will pay.

Once the animal is stable, you can work on the bill. Ask the clinic for an itemized estimate and a written treatment plan, and ask whether the practice accepts payment plans or has worked with any assistance programs before. A clear estimate is also what most grant programs will ask for later.

Urgent but non-emergency veterinary bills

Two national programs are worth knowing about, but they work very differently. One is aimed at owners directly. The other is aimed at veterinary practices, and owners cannot apply to it themselves.

The RedRover figures are taken from the program page as it read when the guidance was reviewed. Program rules change, so confirm the current income limit, amount and exclusions on the RedRover page before you rely on them.

How to check whether a grant fits your case

Before you apply to any program, compare it against the same questions. Programs differ on each one, and a mismatch on a single point usually means a denial.

  • Urgency and condition: Does the program cover the specific condition, and does it fund urgent treatment rather than routine or preventive care?
  • Species and number of animals: Is the program limited to dogs, cats, or one animal per application?
  • Location: Does it require U.S. residence, or a specific state, county or community?
  • Income or hardship: Is there a household income cap or a hardship test, and what documents prove it?
  • Treatment already started: Has the pet already received most of the treatment? Some programs exclude that situation.
  • Paperwork: Does it require a diagnosis, a treatment plan and an estimate from the veterinarian?
  • Excluded care: Are routine, diagnostic or ongoing treatments excluded?
  • Who gets paid: Does the grant pay the clinic directly, or reimburse a provider after care is given?
  • Amount and timing: What is the maximum, and how quickly is money released?
  • Certainty: Is the award guaranteed, or only possible if funds are available?

Finding local and national assistance

RedRover publishes a national directory of organizations with assistance programs, dated August 1, 2024. Its listed examples have very different rules. Bow Wow Buddies Foundation serves dogs. Pets of the Homeless provides food and veterinary care to pets in U.S. and Canadian communities. The Pet Fund focuses on non-emergency, non-routine care. Treat the directory as a starting list. Check each organization’s own website for current status and eligibility before you contact it.

Local sources often matter more than national ones. Ask your veterinarian, your local shelter or humane society, and community organizations what help exists in your area. The American Veterinary Medical Association’s “Pet care” page lists pet-owner resources, including financial assistance and end-of-life care, and is a useful place to start if you are not sure where to look.

Free and low-cost pet food and supplies

Food and supplies are often easier to find than veterinary aid, but availability depends heavily on where you live. Humane World for Animals’ 2024 annual report describes its U.S. distribution work this way: 440 truckloads of pet food and supplies sent to communities in need across 46 states and Puerto Rico, with over 8 million pounds of pet food and 5,500 pallets of pet supplies valued at more than $34 million distributed. Those are the organization’s own reported totals for its 2024 work, not a measure of what any one community will receive.

The same report describes Pets for Life and Rural Area Veterinary Services, along with community outreach and direct-care programs. These serve specific communities, so ask whether they operate near you rather than assuming they are available everywhere.

When you contact a food bank, shelter or outreach program, ask these practical questions:

  • Do you distribute pet food on a regular schedule, or only during special events?
  • Do you require proof of income, residence, or a referral from a partner organization?
  • Do you carry cat food and litter as well as dog food, and do you have supplies for small animals?
  • Can you tell me whether your pet food is bagged or bulk, and how much each household may take?

Neighbor support and temporary care

Some of the most practical help comes from people you already know. The Humane Society of the United States’ May 6, 2024 release lists several ways neighbors can support pet-owning households: pet sitting, giving rides to veterinary appointments, collecting donated essentials, buying an extra bag of food, or temporarily fostering a pet. Jackson Galaxy, an animal behavior and wellness expert and television host, put it this way in the same release: “People can make a difference by helping a neighbor out, whether that be giving them a bag of cat food, offering to care for their cat if they have fallen on hard times, or driving them to veterinary appointments if they don’t have a car.”

Any temporary arrangement should be planned with the animal’s safety in mind. Check that the caregiver is able to meet the pet’s medical and behavioral needs, agree on who pays for food and vet care, and confirm the pet’s vaccination and medication schedule in writing. The owner should keep control of decisions about treatment.

Keeping your pet if you are losing housing or safety

Keeping a person and pet together is the goal wherever it can be done safely. The sources reviewed document real barriers to housing and care, along with programs aimed at keeping families together. They do not show that a single approach will work in every case, so treat any specific program as one option among several.

If you are facing eviction, a move or a safety risk, start with the organizations that already know your local options: your local shelter, humane society, or animal control office. Ask whether they can help with temporary boarding, a foster placement, or referrals to pet-friendly housing programs in your area. If you must rehome your pet, ask the shelter about its surrender policy and whether it can help you keep the animal instead.

Surrendering a pet when no safe alternative exists is a hard decision, not a failure. Do not let shame push you into a rushed choice, and do not hand a pet to a stranger without checking that the new home is safe and that the animal will be cared for.

What the numbers show, and what they do not

The Humane Society of the United States reported that “43% of all pet owners have been unable to pay for their pets’ needs at some point due to financial reasons.” That figure comes from a Harris Poll conducted online in the United States among 2,042 adults on March 19–21, 2024. The margin is ±2.7 percentage points at a 95% confidence level, and the release notes the usual limits of survey research. It describes whether owners have ever been unable to pay, not how many owners are struggling right now. Kitty Block, the organization’s president and CEO, framed the issue this way: “The human-animal bond transcends demographics, and everyone should have the opportunity to experience the joy of animal companionship.”

Humane World for Animals’ 2024 annual report says that “at least 20 million pets” live with families experiencing poverty or in underserved areas with limited or nonexistent resources. That is the organization’s own estimate and is a different measure from the poll. No broader, independently verified count of pets in financial hardship was available for this guide, so do not treat the two numbers as one combined statistic.

Looking after yourself while you look after your pet

Financial and housing stress can make every decision about your pet harder. Break the problem into the next action: getting the animal seen, finding one source of food, or arranging one day of help from a neighbor. Ask for help early, before a small problem becomes an emergency. Many of the people who offer this help are doing so because someone once helped them.

Keep a simple written record for each program you contact: the date, the person you spoke with, what documents were requested, and when they said you would hear back. That record makes follow-up easier and helps your veterinarian complete any paperwork that a program needs.

Sharing veterinary bills, food shortages or housing problems with a friend, family member or support group is not a burden you have to carry alone. Naming the problem out loud often opens up options you had not considered.

  1. Confirm whether the animal needs care now. If it does, go to a veterinarian before you apply for anything.
  2. Get a written estimate and treatment plan from the veterinarian, and ask the practice whether it works with any assistance programs.
  3. Compare each program against the ten checks above before you submit an application.
  4. Call your local shelter or humane society for food, temporary care and local referrals.
  5. Ask neighbors or friends for specific, limited help, such as a ride, a bag of food, or a short stay.
