How to Find Pet-Friendly Housing in Massachusetts—and Understand Assistance-Animal Rights

Search current Massachusetts rentals and confirm each property’s animal policy. If an animal is needed because of a disability, learn how a reasonable-accommodation request differs from a pet application.

To improve your chances of finding housing in Massachusetts, search current listings, ask each property for its written animal policy, and compare the terms before applying. If you need an animal because of a disability, request a reasonable accommodation instead of treating the animal as an ordinary pet. Assistance animals are not pets, but approval is not automatic: the housing provider may consider limited, legally relevant factors.

Start with listings, then verify the animal policy

MassHousing points renters to Housing Navigator to search available and upcoming rental opportunities across Massachusetts. It is a useful statewide starting point, not a guarantee that a particular listing accepts pets. Listings change, and the search resource does not establish each property’s animal rules.

  1. Search current listings on Housing Navigator and other rental services you use.
  2. Contact the property and ask for its written animal policy and lease terms before paying an application fee or making plans.
  3. Confirm the accepted species and number of animals, any size or breed rules, pet fees or deposits, total move-in costs, rent, accessibility features, and lease term.
  4. Keep the policy and the provider’s answers with your application records.

For ordinary pets, the provider’s policy and lease terms matter. The Massachusetts Office on Disability says approval and acceptance by neighbors or providers may be easier in housing that already allows pets; that is guidance, not a promise. There is no authoritative statewide figure for the share of Massachusetts rentals that allow pets, so assess each listing individually.

Know whether you are applying with a pet or requesting an accommodation

A pet is an animal kept as a companion. An assistance animal is not a pet under fair-housing guidance when it is needed because of a disability. Massachusetts guidance recognizes service dogs and emotional support animals as assistance animals in housing when there is a disability-related need. A resident who qualifies may ask for a reasonable accommodation to an animal restriction; an animal that provides comfort does not become an assistance animal simply because the resident calls it one.

Most long-term housing situations, including private housing and condominiums, are covered by state and federal fair-housing laws, according to the Massachusetts Office on Disability. Exceptions can include an owner-occupied two-family house and short-term lodging that is not the person’s primary residence. Coverage depends on the particular housing arrangement, so do not assume every rental is covered or exempt.

Request a reasonable accommodation for a disability-related need

You can make a request verbally or in writing. The state recommends putting it in writing and keeping a copy, which helps document what you asked for and when. Make the request to the housing provider or the person responsible for the animal policy.

  1. Identify the accommodation you need—for example, an exception to a no-animal rule or a pet restriction.
  2. Explain that the animal is needed because of a disability. You generally do not need to disclose a diagnosis.
  3. If the disability or connection between the disability and the animal is not obvious, provide limited supporting information if the provider may lawfully request it. Massachusetts guidance describes documentation from a treating provider for an emotional support animal.
  4. Keep a dated copy of your request and any response, and communicate with the provider about questions or possible alternatives.

There is no Massachusetts-recognized official assistance-animal registry or certification program. Online certificates are not sufficient to establish a housing accommodation request, so do not rely on a purchased registration, certificate, vest, or ID card to secure an exception. How assistance-animal rules differ from pet rules

Issue Ordinary pet Assistance animal accommodation
Permission Depends on the property’s pet policy and lease. May be requested as a reasonable accommodation when the animal is needed because of a disability.
Pet fees or deposits May apply if the property’s policy and applicable law allow them. Massachusetts guidance says a provider cannot charge a pet fee or pet deposit for an assistance animal.
Breed or weight limits May be part of the property’s ordinary pet policy. Massachusetts guidance says pet breed and weight limits do not apply to an assistance-animal accommodation.
Damage Residents remain responsible under applicable lease terms and law. A general security deposit may cover actual damage; the animal’s accommodation does not excuse damage.
Resident responsibilities Follow the lease and applicable local rules. Keep the animal under control, follow local requirements, clean up, and prevent noise or damage.

These distinctions do not mean a provider must approve every request. Massachusetts guidance describes limited circumstances in which an accommodation may be denied or later revoked, including no applicable duty to accommodate, no established disability-related need, an animal-specific direct threat, substantial physical property damage, an undue burden or fundamental alteration, or a relevant contract violation that the requested accommodation does not cover. Any risk assessment should be based on the individual animal’s behavior or history, not assumptions about breed or size.

If another resident has an allergy or phobia, the state guidance calls for an interactive effort to accommodate both residents where feasible. Residents with assistance animals also remain responsible for licensing, vaccinations, leash rules, waste cleanup, and keeping the animal under control.

What a provider may ask—and what a certificate does not prove

When the disability-related need is not apparent, a housing provider may seek limited information to evaluate the accommodation request. For an emotional support animal, Massachusetts describes documentation from a treating provider. The request concerns the disability-related need; an online certificate or registry entry does not establish that need under state guidance.

Do not assume that a provider can demand a diagnosis or unrestricted medical records. Explain the need and respond to a lawful, relevant request for supporting information. If the provider asks for information that seems excessive or refuses to discuss the request, document the exchange and seek guidance from a fair-housing resource.

If a housing provider denies the request

Ask for the reason in writing and retain the request, response, lease, and relevant animal records. A denial based only on a general breed stereotype is different from a decision based on an individual animal’s documented behavior or history. The precise legal result depends on the property and facts.

For discrimination concerns, Massachusetts identifies the Attorney General’s Civil Rights Division and the Massachusetts Commission Against Discrimination as complaint routes. These are general options, not predictions about an individual dispute.

As of July 31, 2026, a Massachusetts service-animal page stated that federal-level changes do not modify protections under M.G.L. c. 151B and that denying a request solely because an animal does not meet the federal definition of a service animal may violate Massachusetts law. This is the state agency’s dated position; check current law and seek qualified advice about a specific dispute.
