They are soft-bodied aquatic invertebrates in the phylum Mollusca and class Bivalvia. Their bodies sit inside two hinged shell valves, which is why food and fisheries authorities classify them as molluscan shellfish.
What animal group do mussels belong to?

Bivalves include mussels, clams, oysters and scallops. NOAA describes them as having “an external covering that is a two-part hinged shell that contains a soft-bodied invertebrate.” A fish, by contrast, is a vertebrate with an internal skeleton rather than a two-part shell enclosing its body.
Why people sometimes mistake mussels for fish
Mussels and fish both breathe with gills. That shared feature does not make mussels fish. Mussel gills also help capture food: mussels are filter feeders that remove food particles from the water around them.

Are mussels shellfish or fish?
Mussels are shellfish, specifically molluscan shellfish. In food and fisheries language, shellfish is a broad category that includes bivalve mollusks such as mussels, clams, oysters and scallops. It does not mean that mussels are fish; it identifies a seafood category based on their shell-bearing bodies.
Do mussels count as seafood?
Yes. Edible mussels are seafood harvested from wild and farmed sources. Blue mussels are both commercially important and environmentally important filter-feeding bivalves. NOAA estimated the economic value of U.S. commercial bivalve-mollusk harvesting at about $1 billion in 2011, with an estimated 153.6 million pounds harvested that year. Those figures are historical 2011 estimates, not current market totals.

Blue mussels can also produce very large broods: a NOAA Fisheries species profile reports about 50–200 million eggs per spawning event for each female. The exact number varies, but the range illustrates their reproductive capacity.
How to choose and clean mussels safely
Cleaning removes debris from the shell; it does not make contaminated shellfish safe. Because bivalves filter water, they can accumulate bacteria, toxins or other contaminants from that water. Buy mussels from a reliable, approved source and keep them cold while handling them.

Check the shells before cooking
- Reject mussels with cracked or broken shells.
- Live mussels should close when you tap the shell. Discard any that remain open and do not close after tapping.
Scrub away debris
- Rinse the mussels with cold water.
- Scrub each shell with a stiff shellfish cleaning brush or coarse sponge to remove attached debris.
- Rinse again with cold water. Cleaning the outside does not remove toxins or bacteria that may have accumulated inside the animal.
Inspect them after cooking
Discard any mussel whose shell does not open during cooking. Do not pry it open and eat it. Follow the cooking and storage directions appropriate for the product and keep raw shellfish separate from ready-to-eat foods.

They are still seafood, and in culinary and regulatory terms they are molluscan shellfish. For safer preparation, start with intact live shells, scrub them with a stiff brush or coarse sponge, and throw away any that stay closed after cooking.
