Yes—seer fish identified as Scomberomorus commerson has scales covering its body. But “seer” is a common name, not a guaranteed identification of one species, so the answer depends on which fish the name refers to.
What fish does “seer” usually mean?
Scomberomorus commerson is known in English as narrow-barred Spanish mackerel. The European Commission’s Fish Names database and the US FDA Seafood List both associate “seer” with this species. European Commission Fish Names database; US FDA Seafood List.
Are its scales all over its body?
For S. commerson, the European Commission species record describes the body as fully scaled. That supports a clear yes, but it does not provide a regional map or a scale count. European Commission Fish Names database.
Scale coverage can help identify groups of related mackerels, but a family-level description should not be mistaken for a detailed description of every body region in this species. FAO, Species Identification Sheets: Family Scombridae (1974).

Does every fish called “seer” have the same scale pattern?
No. Common names vary by place and species. FAO, for example, calls the separate species Scomberomorus lineolatus “streaked seerfish” and notes that its pectoral fins are covered with scales. That name alone does not establish that it has the same scale coverage as S. commerson. FAO, Species Catalogue entry: Scomberomorus lineolatus (1983).
To check a particular fish, use its scientific name if available, or provide the local market name and where it was caught or sold. FAO identifies S. commerson as narrow-barred Spanish mackerel and describes its body shape, fins, lateral line, and barred coloration as identification features.
