Usually, yes—if “gill lice” are parasitic copepods. Québec government guidance says copepods do not pose a danger to humans and can be removed by hand before cooking. That advice is specific to copepods; the common name alone does not identify every parasite on a fish. Cook the fish thoroughly, and assess freshness, handling, and local catch advisories separately.
What “gill lice” means—and what it doesn’t
“Gill lice” is a common name often used for parasitic copepods: small crustaceans that can attach to a fish’s skin, gills, fins, or mouth. They may be visible, and Québec government guidance notes that attachment can damage scales, skin, and gills. Heavy infestations in wild fish are rare, according to that guidance. Québec’s page on parasitic copepods in fish was updated November 18, 2024.
The copepod guidance does not establish that every organism described as “lice” is harmless, or diagnose what is attached to a particular fish. If you cannot identify the organism, ask a local fisheries or food-safety authority rather than assuming it is a copepod.
How to handle a fish with visible copepods
- Check the fish first. Consider whether it was kept cold and handled hygienically, and look for signs of spoilage. Do not eat seafood with sour, rancid, fishy, or ammonia odors, as advised by the U.S. FDA’s seafood safety guidance.
- Remove visible copepods. Québec says they can be removed manually before cooking. It does not prescribe a chemical treatment or say that removal alone makes fish safe to eat.
- Keep raw fish separate. Chill seafood, wash hands and utensils after handling it, and keep raw-fish juices away from ready-to-eat foods. These are ordinary seafood-handling precautions in FDA guidance.
- Cook it thoroughly. The FDA says most seafood should reach an internal temperature of 145°F; check the thickest part with a food thermometer. USDA FSIS also gives 145°F for finfish in its fishing guidance, whose Q&A was last updated May 7, 2024: When fishing, how do I keep my catch safe to eat?
Why this is not a green light for raw fish
The copepod statement concerns human danger from parasitic copepods; it is not a general finding that raw or undercooked fish is safe. The FDA identifies thorough cooking as the safest route for seafood. Freezing can kill parasites that may be present, but it does not kill all harmful germs, so freezing alone is not a universal food-safety measure. People at higher risk from foodborne illness should follow FDA advice to avoid raw or undercooked seafood.

Separate parasite concerns from spoilage and catch advisories
A copepod’s presence does not establish whether a fish is fresh or was handled safely, and cooking does not make spoiled fish safe. If the fish smells abnormal, has extensive tissue damage, or its condition otherwise concerns you, do not eat it; seek local fisheries or food-safety advice if you are unsure. The available guidance does not set a specific household discard threshold for an individual fish with copepods.
Also check local fish-consumption advisories for the species and waterbody. The FDA recommends checking advisories for fish caught by family or friends. Parasites and contaminant advisories are separate questions: identifying copepods does not tell you whether a catch is subject to local limits.

How to interpret the guidance
Québec’s statement that copepods do not pose a danger to humans is a specific government assessment of copepods, not a guarantee about every fish parasite, fish species, or handling history. Canadian Food Inspection Agency guidance on fish containing parasites addresses suitability in covered commercial contexts; it is not a household diagnosis or a finding that a copepod-infected fish will make a person ill.
