Frisco has proposed a 19,000-square-foot animal facility, but the proposal is not the same as approval to build or operate it. The city describes a non-binding letter of intent with a prospective private operator; a formal operating agreement and construction-related contracts would still require City Council approval. The available city materials do not confirm which Tuesday meeting or agenda item is at issue, so a specific discussion or vote should not be treated as scheduled without checking the agenda.
What Frisco has proposed
The City of Frisco’s proposed project is a 19,000-square-foot facility at the southwest corner of PGA Parkway and Gateway Drive. Its planned functions extend beyond holding stray animals: the city lists quarantine and medical-isolation space, adoption, rescue and foster services, community education, a pet pantry, onsite veterinary care, spay and neuter services, microchipping, and vaccines. The city says the design is intended to follow “Fear Free” practices. City of Frisco project page
In its October 7, 2025 announcement, the city described a proposed public-private partnership in which Frisco would build and own the facility and Nicole Kohanski, founder of Wiggle Butt Academy, would be the proposed private operator. The announcement estimated development costs at $12.8 million and described a proposed 20-year lease. Under the terms presented then, the operator would pay monthly rent, maintenance and operating costs, with up to 100% of base rent potentially satisfied through services instead of cash. Those are terms from the 2025 announcement, not proof of a finalized agreement. The announcement also named Dr. Markie Schiller as the proposed onsite veterinarian and said Frisco Animal Services would continue operating through the Frisco Police Department. What has—and has not—been approved
The city says the letter of intent is non-binding and signals only an intent to negotiate a formal operating agreement. Its project FAQ says there will be no final decision until Council approves that agreement at a formal meeting. A November 2025 city public-question document adds that approval of the letter of intent did not authorize construction or approve an operating agreement; construction-related contracts would also need Council approval. That distinction matters when interpreting claims that the project is “moving forward”: negotiating a proposal is not the same as authorizing construction, finalizing the operating arrangement, or setting the facility’s eventual policies. The city’s agenda archive is the place to verify whether a particular Tuesday meeting includes the project and what action, if any, is listed. The available materials do not establish the Tuesday date or confirm that a vote is scheduled. Frisco agendas, meetings, minutes and ordinances
How the proposed capacity compares with county shelter data
Frisco says its capacity planning used ten years of Collin County Animal Shelter intake and outcome data for Frisco animals. In a city capacity FAQ dated March 17, 2026, it reports that the plan models an average holding period of 18 days for both dogs and cats. The city compares that assumption with historical ten-year averages at the county shelter of eight days for Frisco dogs and 10.4 days for Frisco cats. These are figures reported by the city from its described analysis, not independently verified calculations. City of Frisco project page

| Measure | City-reported figure | What it describes |
|---|---|---|
| Average daily county shelter count | 7.5 Frisco dogs; 5.9 Frisco cats | Average counts over the ten-year period cited by the city |
| Proposed kennel capacity | 20 dog kennels; 18 cat kennels | Planned capacity in the city’s proposal |
| Dog capacity exceedance | One day | The city says planned dog capacity was exceeded on one day in the ten-year dataset |
The 18-day planning assumption is longer than the historical averages the city cites. That makes the plan’s holding-period assumption an important part of assessing capacity; kennel counts alone do not show how many animals the facility could serve over time. The city describes a more conservative peak-month approach, but the figures presented here should be understood as the city’s planning rationale rather than an independent assessment of future demand. Collin County’s Animal Services page says its shelter houses lost or stray pets from Frisco and McKinney, while those cities provide their own animal-control services. Frisco says the Commissioners Court has discussed not renewing the shelter-service agreement with the city. If it is not renewed, the agreement would end in November 2028; the city says staff is evaluating the effects and options, including implications for the proposed partnership. The materials reviewed describe a possible end date, not a final county decision. Collin County Animal Services · City of Frisco project page

This creates a practical question for residents: what sheltering capacity and services Frisco would need if county service changes, and how the proposed facility would fit alongside any continued county arrangement. The city’s materials do not establish that the proposed facility will accept every owner-surrendered animal; the city says owner-surrender best practices remain under evaluation. That policy should not be inferred from the facility’s listed adoption, veterinary or stray-animal services. City of Frisco project page

What to check before interpreting a Tuesday discussion
- Open Frisco’s agenda and meeting archive and locate the relevant Tuesday meeting.
- Read the agenda item itself to determine whether Council is being asked to discuss, approve, or take another action on the project.
- Look for formal action on a proposed operating agreement and any construction-related contracts; the city says those approvals are separate from the non-binding letter of intent.
- Use the city’s project page for later updates, since the 2025 lease and cost terms were announced as proposal details and may not represent any subsequently revised terms.
