In Wisconsin, residents and nonresidents generally need a fishing license starting at age 16. Children age 15 and younger can fish without one, but they must follow fishing regulations and have their own bag limits.
Wisconsin’s fishing license age rule
The Wisconsin Department of Natural Resources (DNR) says all Wisconsin residents and nonresidents age 16 or older must purchase a fishing license. The rule applies regardless of where in Wisconsin they fish.
Anglers younger than 16 do not need a license and do not have to be accompanied by a licensed adult. They still must follow applicable seasons, length limits, bag limits and other fishing regulations.
What parents and adults should know
A child has an individual bag limit
A child fishing without a license is still subject to the regulations that apply to the fish and water being fished. Do not assume a child’s catch can be added to an adult’s limit; check the current DNR regulations for the species and location.

Taking over the child’s rod can count as fishing
The DNR cautions that an adult holding a youngster’s fishing pole may be considered to be fishing. An adult who is fishing should have the required license, even when the outing is organized around a child.
License options for anglers age 16 or 17
Sixteen- and 17-year-olds are within the license-required age group, but the right product depends on residency and other eligibility details. The DNR catalog lists junior options for residents and student or junior categories in some nonresident situations; check the current listing rather than assuming a particular reduced-price license applies.

A nonresident younger than 18 who has a Wisconsin-resident parent may be eligible to buy at resident prices; that is a price classification, not an exemption from the age-16 license rule.
Other exemptions and temporary free-fishing events
The DNR identifies anglers born before 1927 as another group that may fish without a license. Because this is a specific exception, confirm the current DNR terms if it applies to you.

Wisconsin’s 2026 Free Fun Weekend was June 6–7, 2026. During that event, residents and nonresidents could fish without a license or trout/salmon stamps, but other rules—including bag and length limits—still applied. The event has passed; it is not a year-round exemption.
