How to Adopt a Dog Who Has Been Waiting in a Shelter

A long shelter stay is a reason to learn about the dog—not to assume. Follow the shelter’s process, ask about health and behavior, assess household fit, and plan a calm transition home.

To adopt a dog who has been waiting in a shelter, follow that shelter’s current process, ask what is known about the individual dog, and decide whether their needs fit your household and capacity for care. A long stay is a reason to ask thoughtful questions—not proof of a particular temperament or problem.

1. Start with the shelter’s adoption process

Look for the dog through a local shelter or rescue and read that organization’s current adoption instructions before visiting or applying. Some organizations care for dogs at a facility; others place them in foster homes, and their application, meeting, eligibility, fee, and timing rules can differ. The ASPCA adoption guidance recommends checking with the organization directly.

Before you contact the shelter, think about your household’s routines, activity level, schedule, housing rules, resident pets, and the care you can sustain. Share that context with adoption staff; treat it as a way to explore fit, not as a universal pass-or-fail checklist.

2. Ask about the dog, not just the length of the stay

A dog may have waited for many reasons, and the length of time in care does not establish why. Ask staff or the foster caregiver what they know from the dog’s records and their own observations. A shelter profile is a useful starting point, but it may not answer every question.

  • What is known about the dog’s history and previous living situations?
  • What medical care has been completed, and what follow-up care is known or recommended?
  • What have staff or the foster caregiver observed about the dog’s comfort with people, handling, activity, other animals, and time alone?
  • What routines and home environments seem to suit the dog?
  • Is the dog living at the shelter or in a foster home, and can the caregiver share observations from that setting?
  • Are any procedures or veterinary appointments pending, and when might the dog be able to go home?

Ask why the dog is still waiting only if the organization can answer from its records. Information can be incomplete, and shelter behavior is not a guarantee of how a dog will behave in a home.

3. Meet the dog and discuss household fit

Arrange a meeting using the organization’s process. A shelter may offer staff-assisted introductions, while a foster dog may require contacting the foster team and scheduling a visit. Seattle Animal Shelter, for example, says meetings can help adopters learn about a pet, but meeting one does not guarantee adoption; available records may include medical and behavioral information. Use the meeting to learn, not to expect a perfect or definitive demonstration. Ask whether household members or resident pets can meet the dog and how the organization conducts those introductions. When comparing dogs, consider the same practical factors for each:

  • Fit with your household, activity level, and daily routine
  • Known medical and behavioral needs, and your ability to provide ongoing care
  • What you observe during the meeting, alongside the shelter’s or caregiver’s observations
  • Compatibility with resident animals and children, where applicable
  • Support the shelter or foster caregiver can offer after adoption
  • Adoption terms, outstanding care, and timing

4. Confirm the fee, records, and homegoing plan

Before you commit, ask what the adoption fee covers, whether local license charges apply, what records are available, and whether any veterinary work remains. Confirm the expected pickup date; a procedure or additional care can delay a dog’s departure.

Fees and promotions are set locally. The ASPCA supports giving shelters flexibility in adoption approaches, including for animals who have been waiting longer: ASPCA position statement on adoption. As one local example—not a general rule—the SPCA of Texas says dogs at least six months old who have been in its care for 60 days or more qualify for its Longtime Lovables fee waiver. 5. Prepare a calm, safe home

Set up a quiet area where the dog can rest and observe the household. A crate or soft bed may help, but neither is mandatory; the aim is to provide a safe place and avoid overwhelming the dog. Secure doors and windows, put away chewable hazards, and secure cords. A gate can help limit access to parts of the home when useful. Have food and water bowls ready and plan a safe trip home. The ASPCA’s adoption tips offer further preparation guidance.

Arrange care with a nearby veterinarian shortly after adoption. A checkup is an opportunity to review available records, vaccinations, parasite prevention, and an individualized care plan. The ASPCA’s dog-care guidance covers ongoing care.

6. Give the dog time to adjust

Keep the first days calm and predictable. Let the dog explore at their own pace, maintain a routine, and do not force contact with people or other pets. Watch for preferences and needs as they emerge, and use positive reinforcement as the dog settles and training begins.

The ASPCA describes a “3-3-3 Guideline” as a general way to think about adjustment: the first days may feel overwhelming, the following weeks can bring settling in, and adjustment continues over months. It is a framing, not a timetable or promise for an individual dog. Patience and observation matter more than a calendar.

If you are not ready to adopt

Ask whether the shelter offers fostering. Foster care is temporary and gives a dog a home environment while the organization continues looking for a permanent adopter. Availability and requirements vary, so check with the local organization.
