What Happened to Pure Prairie Poultry—and What USDA’s Dairy Bird-Flu Testing Program Does

Pure Prairie Poultry’s bankruptcy triggered an Iowa animal-care emergency, while USDA separately expanded dairy H5N1 surveillance through slaughter monitoring, milk testing, and cattle-movement rules.

Pure Prairie Poultry’s 2024 financial collapse and USDA’s dairy H5N1 testing actions were separate developments. The poultry company’s failure left Iowa officials arranging care for about 1.3 million broilers at 13 farms, while USDA created slaughter-monitoring and milk, herd, and cattle-movement measures for dairy operations.

What happened to Pure Prairie Poultry?

On September 30, 2024, Pure Prairie Poultry told Iowa officials that its financial position prevented it from buying feed for approximately 1.3 million broiler chickens at 13 Iowa farms, according to the Iowa Department of Agriculture and Land Stewardship (IDALS).

Iowa obtained an emergency court order on October 2 authorizing the state to provide care for the birds. IDALS reported on October 25 that depopulation of the Iowa birds was complete and that farms were using composting for disposal. Those state updates establish what happened in Iowa; they do not establish the outcome for every farm or state connected with the company.

Bankruptcy and plant shutdown

A letter from members of Congress to Agriculture Secretary Tom Vilsack says Pure Prairie filed for Chapter 11 bankruptcy on September 20, 2024, and that its Charles City, Iowa, plant stopped operating on October 2. The letter also reports that the company received a $38.7 million USDA-guaranteed loan and a $6.9 million grant. Those dollar amounts and the letter’s concerns about oversight should be understood as congressional-letter allegations and reports, not as an independently audited finding.

The available record does not establish what USDA ultimately told Congress in response to questions about the loan, grant, or oversight.

Why did Pure Prairie Poultry close?

The documented immediate explanation is financial distress: the company said it could not purchase feed, and its processing plant ceased operations during the bankruptcy period. The materials available here do not establish a more detailed, independently verified account of the company’s finances or the causes leading to the filing.

What is USDA’s bird-flu dairy testing program?

USDA’s dairy H5N1 response involved two agencies and several related measures. The Food Safety and Inspection Service (FSIS) monitors dairy-cow carcasses at slaughter. The Animal and Plant Health Inspection Service (APHIS) runs milk, herd, case-investigation, and cattle-movement testing under the National Milk Testing Strategy. These actions address dairy-cattle surveillance and food-safety controls; they did not cause or resolve the poultry processor’s closure.

FSIS monitoring of dairy cows at slaughter

Beginning September 16, 2024, FSIS began monitoring dairy cow carcasses at slaughter for H5N1. If a carcass tested positive, FSIS said it would not be released into commerce, and USDA would purchase it for research. This is a carcass checkpoint at the slaughter stage, not a program that samples raw milk from farms.

APHIS National Milk Testing Strategy

APHIS announced the National Milk Testing Strategy on December 6, 2024. It combines several surveillance and testing components:

  • Monitoring milk in processing-plant silos.
  • State-specific surveillance.
  • Testing connected with disease-case investigations.
  • Testing lactating dairy cattle moving between states.

A December 2024 federal order requires entities handling raw milk intended for pasteurization to provide samples for influenza A testing when APHIS requests them. APHIS also identifies movement of equipment, people, and other items between farms as possible routes for transmission, so the strategy is not limited to a single milk sample or a slaughterhouse test.

Initial states named by USDA

USDA’s December 2024 announcement initially named six states: California, Colorado, Michigan, Mississippi, Oregon, and Pennsylvania. That was the first rollout list in the announcement, not a complete statement of all states currently participating.

What was the Dairy Herd Status pilot?

APHIS announced a voluntary Dairy Herd Status pilot in May 2024. Enrolled producers who obtained three consecutive weeks of negative bulk-milk results could use that result as an alternative pathway for moving eligible animals, rather than completing the additional individual pre-movement testing otherwise required under the federal order. The pilot was voluntary and did not automatically apply to every dairy producer.

  • The Pure Prairie episode was a company-finance and animal-care emergency, with Iowa reporting state intervention for about 1.3 million broilers.
