When a lake freezes over, ice usually forms at the surface while liquid water remains below. The ice insulates that water, giving fish a place to survive the cold. Most fish slow down and use less energy; they do not freeze with the lake. But oxygen can run low under prolonged ice and snow, sometimes causing fish to die in a process called winterkill.
Does a lake freeze all the way through?
Usually, no. Ice is less dense than liquid water, so it floats and forms at the surface. NOAA explains that this layer provides insulation that helps the water below retain heat. Fish generally remain in liquid water beneath the ice, rather than becoming trapped in a solid block. NOAA National Ocean Service
Where do fish go in winter?
Fish do not all stay in one place throughout winter. In ponds, water near 39°F is densest and tends to settle below colder water near the freezing point. Fish may use deeper water early in winter, where water is relatively warmer. If oxygen at depth declines, they may move toward water with more oxygen. This is a general seasonal pattern, not a rule for every lake or species. University of Illinois Extension
How do fish cope with the cold?
Fish are ectothermic: their body temperature and metabolism respond to the temperature around them. In cold water, most become less active, their energy needs fall, and they need less food and oxygen. NOAA describes many freshwater fish as gathering in deeper pools and moving little during a winter rest. Some species, including koi and gobies, may burrow into soft sediment and become dormant, but that is not typical of all lake fish. NOAA National Ocean Service

Why can oxygen run low under ice?
Fish still need dissolved oxygen in winter. Oxygen enters water through exchange with the air and through photosynthesis by aquatic plants and algae. Ice makes gas exchange more difficult, while snow and ice reduce light and can limit photosynthesis. Meanwhile, fish and other aquatic life continue to respire, and bacteria use oxygen as they decompose dead plants and animals. What is winterkill, and which fish are at risk?
Winterkill is fish loss over winter associated with insufficient dissolved oxygen. Risk varies among water bodies: small or shallow ponds and lakes may have less oxygen reserve, and prolonged snow cover can reduce light for photosynthesis. The amount of aquatic plant growth, organic matter and fish in the water also affects the balance between oxygen supply and demand. Species differ in their cold and low-oxygen tolerance, and fish in poor condition may be less able to withstand oxygen depletion. Winterkill is a risk, not an inevitable result of a lake freezing. Are there oxygen levels that predict whether fish will survive?
There is no single dissolved-oxygen threshold that predicts survival for every lake and fish species, and no general percentage of fish that survive a frozen lake. Extension guidance can help describe pond conditions, but it should not be treated as a universal lake rule. For example, University of Illinois Extension says that fish within a pond become stressed at 5 parts per million (ppm); that is pond guidance, not a universal threshold. The University of Missouri Extension publication says oxygen below 3 ppm can distress fish and many species may be at risk below 2 ppm; it is general pond water-quality guidance, not a universal winter-lake survival limit.
