The Chihuahua is generally considered the smallest recognized breed by typical overall size, but that does not mean every Chihuahua is smaller than every dog on this list. Height and weight can produce different rankings, and healthy individual dogs may fall outside commonly published ranges.

These figures are breed-standard guidelines, not promises about the adult size of every puppy. A dog’s sex, parents, nutrition, health, and individual build all affect its final size.
1. Chihuahua

The Chihuahua is generally regarded as the world’s smallest recognized dog breed by typical overall size. It is also one of the easiest breeds to misrepresent with exaggerated “teacup” claims, since unusually tiny individuals attract considerable marketing attention.
There is an important distinction between the breed and an individual record holder. Pearl, a Chihuahua from Florida, measured 9.14 centimeters—3.59 inches—at the withers on August 23, 2022, earning Guinness World Records’ title for shortest dog living. Pearl’s measurement is an individual record, not the normal size of the breed.
2. Russian Toy
Height: 8–11 inches
Weight: up to 6.5 pounds
The Russian Toy comes in smooth-haired and longhaired varieties. Despite its tiny frame, it is not simply a decorative lapdog: like many small breeds, it can be lively, alert, and engaged with its surroundings.
The breed has full American Kennel Club recognition from 2022 and has been definitively recognized by the Fédération Cynologique Internationale since 2017. Its relatively narrow weight range places it among the smallest recognized breeds, although some Chihuahuas are shorter or lighter.

3. Toy Poodle
Height: no more than 10 inches under the AKC standard
Weight: approximately 4–6 pounds
The Toy Poodle is the smallest Poodle size variety. Toy, Miniature, and Standard Poodles are size varieties of the Poodle rather than three unrelated breeds. For the Toy Poodle, the AKC standard defines size by height rather than by a separate maximum-weight rule.
A small body does not make this variety automatically low-maintenance. Toy Poodles are intelligent and can be mentally demanding. Training, puzzle activities, and regular interaction are more important than simply providing a small living space.

4. Pomeranian
Height: 6–7 inches
Weight: 3–7 pounds
The Pomeranian is the smallest of the spitz-type breeds. Its thick double coat creates a rounded silhouette and can make the dog look much larger than its actual body. The coat therefore makes visual comparisons with short-coated breeds particularly unreliable.

5. Yorkshire Terrier
Height: about 7–8 inches
Weight: no more than 7 pounds
The Yorkshire Terrier’s long, fine coat and compact build make it a familiar toy breed, but its history is rooted in working terriers. Yorkies were developed from terriers used for vermin control in mills and mines.
That background helps explain why a Yorkie may show determination, confidence, and interest in chasing or investigating small moving objects. Its size makes it portable, not temperamentally passive.
6. Maltese
Height: commonly about 7–9 inches
Weight: under 7 pounds
The Maltese is a toy companion breed with a long, straight, silky coat. The coat can trail well below the body and create the impression of a larger dog, but the Maltese itself remains a very small breed.

Prospective owners should evaluate grooming needs separately from exercise needs. Keeping the coat long requires regular maintenance, while a shorter pet trim can make daily care more manageable without changing the dog’s underlying size or personality.
7. Toy Fox Terrier
Height: 8.5–11.5 inches
Weight: 4–9 pounds
The Toy Fox Terrier combines toy-dog dimensions with clear terrier traits. It was developed in the United States from Smooth Fox Terriers and several toy breeds, including the Chihuahua, Italian Greyhound, and Miniature Pinscher.

8. Papillon
Height: 8–11 inches
Weight: 5–10 pounds
The Papillon’s name means “butterfly” in French, referring to its large, wing-shaped ears. Dogs with drop ears are called Phalènes. Both types are small, fine-boned companion dogs.
Papillons are among the more active and mentally capable dogs in this size group. They can excel at learning behaviors and need more engagement than their delicate appearance might suggest. Their adult weight also overlaps with several breeds that are taller or more heavily built.
9. Affenpinscher
Height: 9–11.5 inches
Weight: 7–10 pounds
The Affenpinscher is a compact toy breed with a wiry coat and a historical connection to ratting work. Its name is commonly translated from German as “monkey dog,” a reference to its distinctive facial expression.
Unlike some extremely fine-boned toy breeds, the Affenpinscher has a sturdy, compact appearance. It is still small enough to be vulnerable to accidental injury, but its body should not be confused with the fragile build implied by some “micro” marketing.

10. Japanese Chin
Height: 8–11 inches
Weight: 7–11 pounds
The Japanese Chin is a silky-coated companion breed known for a characteristically feline temperament. Its size places it firmly among the smaller recognized breeds, although it is generally heavier than the tiniest Chihuahuas, Russian Toys, and Toy Poodles.
For breeding dogs, the AKC recommends patella, cardiac, ophthalmologist, and GM2-gangliosidosis testing. This is a useful reminder that small size does not remove the need for health screening and responsible breeding.
11. Miniature Pinscher
Height: 10–12.5 inches
Weight: 8–10 pounds
The Miniature Pinscher is a distinct German breed, not a miniature Doberman Pinscher. Its name describes its size relative to certain larger pinscher types, not a direct downsized version of the Doberman.
Although it is taller and often heavier than the breeds at the top of this list, the Miniature Pinscher remains a notably small dog. It also belongs in the “small does not mean quiet” category: its alert, active nature can require consistent routines and training.
12. Brussels Griffon
Height: 7–10 inches
Weight: generally 8–10 pounds; the AKC describes the breed as no more than 12 pounds
The Brussels Griffon is compact but not uniformly delicate. It has a sturdy body and a comparatively large head. The breed includes the rough-coated Brussels Griffon and the smooth-coated Brabançon.
Its body size may be close to that of other toy breeds, but its proportions give it a different physical impression. As with every small dog, careful handling is important, particularly around larger pets or children who may not recognize how easily a little dog can be injured.

Are “teacup” dogs a separate breed?
No. “Teacup,” “micro,” and “pocket” are marketing terms, not official breed categories recognized by major kennel clubs. They usually refer to unusually small individuals of an existing breed.
Breeding specifically for extreme miniaturization can create welfare problems. Very small dogs may be more vulnerable to injury, dental disease, patellar problems, eye disorders, and other health concerns. A responsible breeder should identify the recognized breed, provide health records, explain expected adult size, and avoid promising an artificially tiny adult dog.
How to choose among the smallest dog breeds
- Compare adult proportions, not puppy size. A puppy’s current weight is a poor guarantee of its mature size. Ask for the parents’ sizes and review the breed standard.
- Check activity requirements. Papillons, Toy Fox Terriers, Miniature Pinschers, Russian Toys, and Toy Poodles can be active and mentally demanding despite their small bodies.
- Plan for handling and safety. Small dogs can be injured by falls, rough play, jumping from furniture, or contact with much larger dogs.
- Budget for preventive care. Small breeds can need careful dental care and veterinary monitoring for issues such as patellar luxation, eye disorders, and breed-specific genetic conditions.
- Assess grooming honestly. Maltese, Pomeranians, Toy Poodles, Japanese Chins, Papillons, and Brussels Griffons have different coat-care requirements. A small dog is not necessarily a low-maintenance dog.
- Use the recognized breed name. Avoid sellers who rely on “teacup” labels, guarantee an extreme adult weight, or treat fragility as a desirable feature.
Why the list cannot be an exact size ranking
Breed standards measure different things. Some provide a maximum weight, some emphasize height, and some describe a desired range rather than a strict upper limit. A Toy Poodle may weigh less than some Chihuahuas, while a Chihuahua may be shorter than a taller but similarly light breed.
For that reason, the list is best read as a group of exceptionally small recognized breeds—not as a precise measurement from first place to twelfth. Individual dogs can also fall outside common ranges while remaining healthy and correctly bred.
