The description captures something real, but it can also make the city’s street cats seem healthier, safer, and more uniformly cared for than they are. Istanbul is better understood as a large community-cat system: residents, businesses, volunteers, and municipal services collectively support free-roaming cats, with the quality of care varying from one neighborhood to the next.
Why are there so many cats in Istanbul?
Istanbul’s cat population is the result of several overlapping factors rather than one ancient rule or single religious explanation.
A long tradition of sharing urban space
Cats have lived alongside Istanbul’s residents for centuries. In older neighborhoods, animals became part of the practical rhythm of city life: cats hunted rodents, occupied courtyards and markets, and were tolerated around homes, shops, religious buildings, and food businesses.

That history still influences how many residents view free-roaming cats. A cat sleeping near a doorway is often treated as a familiar neighborhood presence rather than an animal that must immediately be removed. Research on Istanbul’s street animals describes this as a form of community care carried out in public spaces.
It is worth being precise here. Popular accounts sometimes claim that the Ottoman period created a formal, citywide welfare system specifically for cats. Broad claims like that are difficult to substantiate. Istanbul’s long history of public charity and neighborhood responsibility is well documented, but that does not prove the existence of a universal historical “cat foundation.”
Cultural respect without calling cats sacred
Cats have a favorable cultural position in Turkey and in many Muslim societies. They are commonly viewed as clean animals and as creatures that deserve humane treatment. Ethical teachings about mercy toward animals overlap with Turkish and Ottoman traditions of charity, helping explain why people may feed and protect cats that do not belong to a particular household.
That is different from saying that cats are sacred in Islam. Cats are not objects of worship. The more accurate explanation is that religious and cultural ideas can encourage kindness toward them, while local custom and personal affection do much of the day-to-day work.

Many Istanbul cats have no single legal owner, but they are not necessarily socially abandoned. A grocer may leave food outside the shop. An apartment resident may refill a water bowl. A restaurant worker may know which cat needs medication. Volunteers may arrange sterilization or take an injured animal to a clinic.
This creates a network of informal territories and relationships. Some cats are recognized by name, have regular feeding spots, and return to the same people every day. “Community cat” or “free-roaming cat” is often a better description than “feral cat,” because many are accustomed to human contact and depend on people for part of their care.

Where you are likely to see Istanbul’s cats
Cats are particularly visible in dense, walkable districts where food businesses, apartment courtyards, parks, waterfronts, and busy pedestrian routes overlap. They may sleep on car hoods, sit beside fish markets, climb onto garden walls, or wait near ferry and café areas.
The city’s geography helps. Istanbul has a huge network of small streets, enclosed courtyards, gardens, markets, and buildings that provide hiding places and shelter. Its mild-to-moderate coastal climate also makes year-round outdoor survival more feasible than it would be in a city with prolonged severe winters, although cold weather remains dangerous for vulnerable animals.

The cats are not simply a tourist attraction. For many residents, they are part of the neighborhood’s identity and daily routine. Tourism has amplified that image, but it did not create the underlying relationship.
How many street cats does Istanbul have?
There is no current, authoritative citywide census that establishes the exact number of free-roaming cats in Istanbul.
An estimate of approximately 125,000 street cats in 2017 is often cited in academic work, but it was an estimate at the time and is now dated. Online claims that Istanbul has more than a million street cats should not be presented as established fact. Different figures circulate because counting animals that move between neighborhoods, receive care from multiple people, or live on the edges of urban areas is difficult.
The safest conclusion is that Istanbul has a very large and unusually visible free-roaming cat population—not that a precise modern total is known.

What do Istanbul’s municipalities do for the cats?
Municipal and district veterinary services have traditionally used a capture–treat–sterilize–identify–return approach for ownerless animals. An Istanbul Governorate description summarizes the model as collecting, vaccinating, sterilizing, marking, and releasing animals.
Depending on the district and the case, public services may provide:
- sterilization and vaccination;
- veterinary examinations and treatment;
- identification or registration;
- emergency animal transport;
- food support;
- rehabilitation and adoption services.
The Istanbul Metropolitan Municipality has also reported food support for free-roaming animals, including assistance during difficult winter conditions. These services matter, but they do not mean that the municipality feeds or medically manages every cat. A substantial amount of daily care still comes from residents, shopkeepers, and volunteer groups.
Emergency response has limits, too. Istanbul Fire Department guidance distinguishes between animals that are trapped, injured, immobile, or in immediate danger and healthy animals that are mobile and simply living outdoors. A trapped cat in a drain or an injured animal may require an emergency rescue response; a healthy cat on a sidewalk is generally a matter for municipal veterinary services rather than firefighters.

Istanbul’s cats often have more human support and public tolerance than free-roaming cats in many other large cities. That does not make outdoor life risk-free.

A 2025 veterinary study that examined gastrointestinal parasites in 400 stray cats in Istanbul illustrates the point. A city can be unusually kind to its street animals while those animals still face ordinary—and sometimes serious—street-animal health risks.

Feeding is valuable, especially during cold or dry weather, but food alone is not a welfare program. Sterilization, vaccination, parasite control, injury treatment, clean water, safe shelter, and responsible population management are also necessary.
Did the documentary Kedi make Istanbul famous for cats?
Ceyda Torun’s 2016 documentary Kedi played a major role in shaping the international image of Istanbul as a city seen through its cats. The film follows individual cats in neighborhoods including Galata, Cihangir, Feriköy, and Kuzguncuk, focusing on their distinct personalities, territories, and relationships with local people.
Kedi is useful cultural context because it shows how cats can be woven into neighborhood life. It should not be treated as a population survey, however. The cats featured in a film are selected stories, not a representative sample of every free-roaming cat in the city. Nor does the documentary prove that all Istanbul cats are comfortable or well cared for.

Turkey amended its Animal Protection Law in August 2024, changing definitions relating to owned and ownerless animals and creating additional obligations for local governments. The amendment led to intense public debate, particularly over free-roaming dogs and the possibility of removing dogs from streets into shelters or other facilities.
It is inaccurate to describe that controversy as a law specifically ordering Istanbul to eliminate its street cats. The most prominent recent legal conflict has concerned dogs, and dog-related claims should not automatically be transferred to cats.
Istanbul’s cat culture continues within a changing national animal-welfare framework. Its future will depend on how national rules, municipal veterinary services, neighborhood caretakers, shelters, and animal-welfare groups interact.

Are Istanbul’s cats homeless?
Some are genuinely abandoned or have little reliable human support. Others have stable outdoor territories and several regular caretakers. A cat may sleep outside, belong to no one household, and still be fed, recognized, and taken to a veterinarian by people in the area.
That distinction matters for visitors and prospective rescuers. A friendly cat approaching a café is not automatically lost, and a cat resting outdoors does not automatically need to be taken away. Anyone who believes a cat is injured, dangerously thin, sick, or abandoned should contact a local veterinary service or established animal-welfare group rather than assuming that food and a quick relocation will solve the problem.
Why Istanbul really feels like a feline paradise
The city’s reputation rests on a genuine combination of conditions:
- Historical coexistence: cats have long been accepted as part of urban life.
- Cultural tolerance: ideas about cleanliness, mercy, and charity support humane treatment.
- Dense neighborhoods: courtyards, markets, waterfronts, and small streets create habitat and shelter.
- Informal caregiving: residents and businesses provide much of the everyday food, water, and observation.
- Municipal intervention: veterinary services can offer sterilization, vaccination, treatment, food support, and emergency assistance.
- Public visibility: films, photographs, and tourism have made the relationship internationally famous.
Together, these factors allow many cats to remain visible members of public life instead of being systematically removed from the streets. That is unusual and culturally significant. It is also an imperfect arrangement, with uneven care and real welfare problems.
