Which technologies could help put a stop to animal testing? Cell-based and engineered-tissue tests, organoids, organs-on-chips, chemical and cell-free methods, and computational models can reduce or replace animal tests for particular questions—but no single method can replace every animal study. Their usefulness depends on whether they are reliable for a defined endpoint and decision.
These approaches are often grouped as new approach methodologies, or NAMs. Some avoid intact-animal testing; others, such as zebrafish or C. elegans studies, still use living animals. The practical direction is gradual adoption of validated methods and combinations of evidence, not an immediate end to all animal research.
What counts as an alternative?
NAMs include different kinds of methods, and they are not interchangeable:

The U.S. Food and Drug Administration (FDA) describes cell-based studies, engineered tissues, organoids, organs-on-chips, computer simulations, and alternative organisms among examples of NAMs. The U.S. Environmental Protection Agency (EPA) also recognizes in-vitro, in-chemico, and in-silico approaches and combinations of methods. Can organs-on-chips replace animal testing now?
Not across the board. Organs-on-chips reproduce selected features of organs in small devices containing living cells. They can provide useful human-relevant evidence, but they do not by themselves model every interaction in a complete body.
A 2025 Government Accountability Office (GAO) report says organs-on-chips may complement conventional methods and could replace specific animal tests, including some aspects of liver-toxicity assessment. The GAO also found that FDA evaluates organ-on-chip data case by case and identified staff expertise in evaluating and interpreting the data as the agency’s largest stated barrier to wider adoption. How regulators assess a method
The key question is not whether a method sounds advanced, but whether it can reliably support a particular purpose. FDA describes this as a method’s context of use and fit for purpose. EPA likewise considers relevance, reliability, reproducibility, and intended use. A NAM suited to one endpoint may not answer another; multiple methods may need to contribute to a weight-of-evidence assessment.

- Define the decision. Be clear about the endpoint, exposure, and regulatory or scientific question.
- Check biological relevance. Consider whether the model represents the species, tissue, or process that matters for that question.
- Assess reliability and reproducibility. Examine technical characterization and whether results can be reproduced.
- Consider the combined evidence. Decide whether one method is sufficient or whether several sources of evidence are needed.
FDA’s March 18, 2026 announcement of draft NAM guidance describes principles including context of use, human biological relevance, technical characterization, and fit-for-purpose application. The agency says sponsors should consult the relevant review division about plans for a specific indication, disease, organ, and endpoint.
What is changing in drug and chemical evaluation?
Drug development and chemical safety are handled through different programs, so policy changes in one area should not be treated as a general rule for every kind of testing.
Drug development
FDA’s April 2025 roadmap sets out a stepwise approach to reducing animal testing in preclinical safety studies through scientifically validated NAMs, starting with monoclonal antibodies and potentially expanding further. It is a roadmap, not a statement that all animal studies have ended. The roadmap reports that over 90% of drugs that appear safe and effective in animals do not go on to FDA approval in humans, predominantly because of safety or efficacy issues. This is a figure reported by the roadmap, not a universal measure of how many animal tests alternatives can replace. See the FDA’s 2025 roadmap announcement.

Chemical safety
Under the Toxic Substances Control Act, EPA says vertebrate testing should be reduced or replaced where practicable and scientifically justified. EPA’s January 2026 memo recommitted the agency to eliminating mammal testing by 2035. That is a policy commitment, not a guarantee that every relevant method will be ready or that all testing requirements have already changed. FDA’s NAMs overview says a September 2026 direct final rule recognizes NAMs among permissible nonclinical tests. It does not mandate a particular method or change evidentiary standards. See the FDA NAMs overview.

Different models answer different questions. A cell or tissue test may inform a defined biological response; an organ chip may add selected organ functions; computational models can help evaluate or prioritize evidence; and chemical or cell-free methods can contribute additional information. A combination may be more informative than any single test, but it still needs to be evaluated for the specific decision.

Adoption also depends on more than inventing a new technology. Regulators need confidence interpreting the results, and methods need appropriate technical characterization and evidence of reliability. As the GAO report notes, expertise is a significant issue for organ-on-chip data. FDA and EPA guidance likewise emphasize intended use and the quality of the evidence.

Does AI replace animal testing?
Computational methods, including QSAR and read-across, can contribute predictions or help prioritize evidence. Their reliability depends on the method, its data, and its defined use; using AI does not make a prediction universally reliable.
Are all NAMs non-animal methods?
No. The term covers a range of approaches, including alternative organisms such as zebrafish and C. elegans. In-vitro, in-chemico, and in-silico methods can avoid testing on intact animals, but the category as a whole does not mean every method is animal-free.
Have FDA and EPA ended animal testing?
No. FDA’s roadmap describes a stepwise move toward validated alternatives in drug development, and EPA’s 2035 mammal-testing goal is a policy commitment. Neither means all animal testing has ended or that every alternative is accepted for every purpose.
The bottom line
Technologies could help put a stop to some kinds of animal testing, but not all at once. The most credible progress comes from applying validated methods—alone or in combination—to a defined question, while being clear about what the evidence can and cannot establish.
