Are Wind Farms Hurting Fish? Impacts on Aquatic Wildlife and Fishing Communities

What does “hurting fish” mean in an offshore wind project?

“Hurting fish” can mean more than immediate mortality. Offshore-wind development may affect behavior, hearing, communication, spawning, larval dispersal, habitat quality, prey availability, abundance, distribution, or survival. An effect may be temporary during construction, localized around a foundation or cable, or potentially broader across an array.

NOAA Fisheries states: “These impacts have the potential to affect organism life cycle stages—including larval dispersal and spawning—and species’ composition, abundance, distribution, behavior, and survival rates.” This describes potential effects, not proof that every project causes each effect. Does pile driving scare away fish or disrupt spawning?

Pile-driving noise is a credible construction concern, but evidence does not show that it universally kills fish or causes population collapse. Effects depend on the sound exposure, species, distance, duration, and timing relative to spawning or other sensitive activity.

A NOAA/RODA synthesis reports that a study of pile-driving noise and longfin squid found slight effects on startle response and feeding, but no appreciable effect on spawning or reproduction. That finding is specific to the study and should not be generalized to all fish or invertebrates. The synthesis discusses sound attenuation, soft starts, and seasonal restrictions as possible mitigation measures, while noting uncertainty about cumulative operational noise. Do underwater cables affect fish?

Energized offshore cables produce electromagnetic fields, while cable installation can disturb the seabed. Some species, including skates, sharks, and lobster, are sensitive to electromagnetic fields, but sensitivity alone does not establish harm to a population.

BOEM says cable sheathing eliminates direct electric fields and reduces magnetic and induced electric fields; burial minimizes exposure, and EMF decays quickly with distance. BOEM reports that current research does not expect detrimental population effects or find that cable EMF acts as a movement barrier. Those conclusions do not remove the need for project-specific assessment, particularly because expected exposure and effects can vary by species and cable configuration. Burial also limits potential exposure to sediment warming near a cable. BOEM’s offshore-wind information discusses these issues.

Can turbine foundations create artificial reefs?

Foundations can add hard substrate to areas that were previously dominated by soft bottom, attracting organisms that use that habitat. Such local aggregation may benefit some organisms or recreational fishing, but it does not prove that the wind farm creates more fish across the region.

How can offshore wind affect fishing communities?

Fishing operations can be affected even when population harm is unproven. Potential effects include restricted access, displacement from traditional grounds, changed catch rates or target species, longer steaming, fuel costs, gear interference or damage, collision and navigation risks, and operational constraints.

Effects differ among fisheries and project configurations. Mobile gear such as trawls and dredges may require substantial changes or displacement; fixed-gear fisheries can also face access and other effects. Community impacts may extend beyond individual boats to employment, earnings, processors and local businesses, services, cultural heritage, wellbeing, and food security. These are risks to assess, not automatic outcomes for every community.

NOAA Fisheries identifies displacement, economic losses, higher operating costs, gear damage, vessel traffic, radar interference, and navigation-safety effects as possible consequences for commercial, recreational, and tribal fishing.

Can fishermen still fish around offshore wind farms?

Whether fishing can continue depends on project rules, construction status, array and cable layout, vessel safety, and gear type. Some fishing may resume within fixed-bottom farms, but access is not universal; floating arrays can create additional uncertainty because of mooring lines and dynamic cables.

Scottish Government guidance discusses these differences in the context of Scottish commercial fishing, including reports of some static-gear fishing in a floating farm. This should not be treated as a universal rule for other regions. A technically open route may still be commercially impractical if it adds travel, creates safety concerns, or prevents efficient gear use. What does the fisheries evidence show?

Evidence is uneven and specific to individual species, fisheries, and project configurations; it does not support a single universal conclusion about offshore wind and fish populations.

For pile-driving noise, the NOAA/RODA synthesis’ longfin squid example found slight startle and feeding effects but no appreciable effect on spawning or reproduction. This illustrates why results should be reported by species and endpoint rather than generalized to all marine life.

What mitigation can reduce potential harm?

Mitigation can reduce exposure and help identify impacts, but it does not prove that impacts are absent. Project review should consider avoidance first, then minimization, monitoring, and appropriate response to documented residual effects.

  1. Avoid sensitive areas and periods: Consider locations, cable routes, construction timing, spawning areas, habitats, protected species, and heavily used fishing grounds.
  2. Minimize disturbance: Consider sound attenuation, soft starts, seasonal restrictions, vessel practices, and measures to reduce seabed disturbance and gear hazards.
  3. Monitor: Establish baseline conditions and track noise, fish and habitat observations, fishing effort, catch patterns, vessel movements, and socioeconomic outcomes before, during, and after construction.
  4. Engage affected fisheries early: Use fishermen’s knowledge of seasonal grounds, gear, vessel constraints, safety, and port dependence to inform siting and operations.
  5. Address documented residual impacts: Evaluate appropriate responses when avoidance and minimization do not remove identified impacts.

BOEM finalized national fisheries mitigation guidance on January 16, 2025. It emphasizes early engagement and transparency in addressing social and economic impacts on commercial and for-hire recreational fisheries; it is a framework for addressing potential impacts, not a guarantee of zero impact or full compensation. How should readers evaluate a claim about a specific wind farm?

  1. Identify the location and jurisdiction: Rules, species, habitats, and fisheries vary by region.
  2. Identify the project phase: Separate site assessment, construction, operation, and decommissioning.
  3. Name the species and fishing method: Gear, vessel, target species, and life stage affect exposure and consequences.
  4. Check the outcome measured: Behavior, injury, abundance, production, access, catch, costs, safety, and community wellbeing are distinct outcomes.
  5. Look for baseline and comparison data: Long-term monitoring and appropriate comparisons are more informative than isolated observations.
  6. Separate biological and economic conclusions: Stable fish abundance does not guarantee stable fishing access or income.
