Is Fishing Destroying the Great Barrier Reef? The Evidence Explained

Fishing causes real, localized harm to the Great Barrier Reef, but the evidence does not support saying it is destroying the Reef alone. The Reef Authority’s 2024 Outlook Report identifies climate change as the greatest threat, while protected zones show benefits for targeted fish and some measures of reef recovery.

No—not by itself. Fishing causes real ecological harm in parts of the Great Barrier Reef, but the evidence does not support saying it alone is destroying the Reef. The Great Barrier Reef Marine Park Authority’s 2024 Outlook Report identifies climate change as the greatest threat and describes fishing as one of several cumulative pressures.

Fishing can reduce targeted fish populations, harm non-target animals, damage habitat, and affect food webs. The scale varies by method and place, and some effects remain poorly quantified. Protected zones show measurable benefits for targeted fish, but they cannot prevent extreme heat stress.

What does “destroying the Reef” mean?

The Great Barrier Reef is not one uniform habitat facing a single type of damage. Fishing affects different places and species in different ways. A local area may be affected by depleted fish populations, seabed disturbance, or lost gear, while the wider Reef faces cumulative pressures including warming oceans, severe cyclones, crown-of-thorns starfish outbreaks, poor water quality, and coastal development.

How fishing affects the Great Barrier Reef

It removes targeted fish and can change food webs

Fishing removes biomass from the Reef Region. If harvest is not ecologically sustainable, it can reduce target-species abundance locally and across populations. The Reef Authority’s 2024 Outlook Report says predators such as coral trout, emperors, mackerel, and sharks made up nearly 40 per cent of total commercial harvest and the majority of recreational catch. Reducing predator numbers can alter food webs and indirectly affect herbivore populations that help moderate algal cover on coral reefs.

Stock assessments also have gaps. The Reef Authority reported that approximately 42 per cent of more than 60 Queensland east coast fisheries resources fished within the Reef were assessed as sustainable; 32 per cent were unassessed or undefined. “Unassessed or undefined” does not mean “unsustainable,” but uncertainty makes careful monitoring important.

It causes bycatch and discarded-catch mortality

Fishing gear does not catch only the intended species. Trawling can kill non-target animals, and discarded catch may suffer stress, injury, or death. More than 70 per cent of recreationally caught animals are released, according to the Reef Authority’s 2024 Outlook Report. Some are released by choice; others may be unwanted, undersized, or outside the legal limit. Release does not ensure survival.

Bycatch risk depends on the fishing method, location, season, gear, species present, and handling. Gear choices, safe handling, monitoring, catch reporting, and compliance can help reduce harm. It is therefore important to ask which fishery, which gear, and where, rather than treating all fishing as identical.

It can damage coral and seabed habitat

Trawling can remove or damage seabed plants and animals and can kill non-target species. Lines can damage live coral tissue, while lost line and gear contribute to marine debris. Vessel groundings and anchoring and retrieval practices are also recognized sources of habitat damage. The scale of some impacts across the whole Reef Region is poorly quantified, and some southern seabed areas are identified as higher potential risk from trawling.

These documented mechanisms do not provide a single percentage of total Reef-wide damage attributable to fishing. The reviewed sources do not quantify fishing’s share of overall Reef decline compared with climate change, runoff, and coastal development.

What no-take zones show

The Reef Authority reports greater density and biomass of targeted fish in no-take and no-entry zones than in zones open to fishing. Fish in protected areas are larger and more numerous, and larvae and spillover can benefit some fished areas nearby.

The Authority summarizes research finding that disturbance magnitude from bleaching, crown-of-thorns starfish outbreaks, coral disease, and cyclones was 30 per cent lower and recovery 20 per cent faster in no-take areas than in nearby areas open to fishing. These are comparisons summarized by the Reef Authority, not proof that reserves shield reefs from every threat or that fishing alone accounts for every difference.

The Reef Authority also notes that zoning did not protect reefs from extreme temperatures during the 2016 and 2017 bleaching events. No-take zones can reduce some local pressures and support recovery, but they cannot prevent climate-driven heat stress.

Why fishing is not the greatest overall threat

The Reef Authority’s 2024 Outlook Report identifies climate change as the greatest threat to the Great Barrier Reef. It describes warming oceans and severe cyclones compounding impacts from crown-of-thorns starfish outbreaks, poor water quality, and some fishing activities. The report announcement also states that the 2024 report did not include details of the 2023–24 summer mass bleaching event, so it should not be presented as a post-event assessment.

The best-supported conclusion is comparative: fishing causes identifiable local and population-level harm, while climate change is ranked the greatest overall threat in the official 2024 assessment. The sources reviewed do not provide a current percentage dividing total Reef-wide damage among fishing, climate change, runoff, and coastal development.

Is fishing in the Great Barrier Reef illegal?

No. About 67 per cent of the Marine Park is available for various types of fishing, subject to zoning and other rules, according to the Reef Authority. That does not mean every fishing method is allowed in every zone. Queensland manages fisheries through measures including commercial licences, catch limits, seasonal closures, and recreational size and bag limits; the Reef Authority administers the Marine Park zoning plan.

Illegal fishing and zoning non-compliance remain concerns. The 2024 Outlook Report records an average of around 670 reported recreational fishing offences per year since 2018–19, while noting that reports do not represent all illegal activity. It also reports that fishing offences are concentrated in a relatively small number of no-take zones. Treat reported offences as reports, not a complete census.

Fishing’s value and sustainable management

Fishing has social, economic, and cultural value. It is an important custom and connection to Sea Country for Aboriginal and Torres Strait Islander peoples, whose rights to fish and gather are recognized under the Native Title Act 1993. This context does not remove the need to manage ecological impacts. The Reef Authority supports ecologically sustainable fisheries consistent with the Reef’s long-term protection and conservation.

Effective management depends on fisheries rules, monitoring, and compliance. Priorities include assessing stocks where possible, addressing uncertainty, reducing bycatch and habitat damage, and enforcing zoning rules. The appropriate measures depend on the fishery, gear, location, catch levels, and evidence about ecological effects.

So, is fishing destroying the Great Barrier Reef?

Fishing is causing real harm in parts of the Reef. Unsustainable harvest can reduce targeted fish populations and affect food webs; bycatch and discards can injure or kill animals; and trawling, line contact, groundings, anchoring, and lost gear can damage habitat. The effects vary, and some remain poorly quantified.

But the evidence does not support saying fishing alone is destroying the Reef or is its greatest overall threat. The Reef Authority’s 2024 Outlook Report ranks climate change as the greatest threat and emphasizes cumulative pressures. No-take zones are associated with more and larger targeted fish and with lower disturbance and faster recovery in the comparison summarized by the Authority, but they cannot stop extreme heat stress.

It means the stock does not have an assessment categorizing it as sustainable or otherwise. It should not be treated as equivalent to “unsustainable”; it does indicate uncertainty and the value of better information.
