How can you tell whether the cat is feral, lost, or owned?
“Feral” describes behavior rather than confirmed history. A cat that avoids people may be unsocialized, while an outdoor cat that approaches people may be a pet, a lost cat, or a community cat accustomed to caretakers. The Humane Society of the United States notes that outdoor cats can be indoor-outdoor pets or community cats with nearby caretakers.

What should you do if the cat seems feral?
Contact a local TNR (trap-neuter-return) group, shelter, or animal-welfare organization before attempting a capture. TNR generally involves humane trapping, sterilization, vaccination, and return to the cat’s outdoor home. The local program can explain whether it serves your area, how to handle a trap, what equipment is accepted, how clinic appointments work, and what recovery setup is required.

Let the local program guide trapping and recovery
Do not buy or set a trap on the assumption that any model or procedure will suit every clinic. Oregon Humane says local TNR groups may provide traps and spay/neuter resources. Toronto Animal Services, for example, requires a two-door trap for its own clinic and specifies recovery arrangements, including a warm, dry, secure place. Should you feed or take in an outdoor cat?
First consider whether the cat may belong to someone. For a friendly cat with uncertain ownership, prioritize asking neighbors and arranging a microchip scan rather than routinely feeding it. If it appears unsocialized, do not take it indoors or attempt to handle it; ask a local organization to plan the next step.
For an established, managed colony, coordinate with its caretakers and a local TNR group. The Humane Society of the United States suggests asking existing caretakers whether they need help with food, winter shelter, or feeding coverage and coordinating TNR with feeders. What if there are kittens?
Do not assume that kittens alone have been abandoned: their mother may be nearby. Observe from a safe distance and avoid disturbing them unless they face immediate danger. Follow local rescue or animal-services guidance if the mother does not return or the kittens appear to be getting worse. Very young kittens may need warmth and specialized care, so seek help rather than improvising feeding instructions.

How do local rules and services affect what you can do?
Rules and resources differ by location. Ask your municipality or local animal-services agency about feeding and trapping rules, colony registration, wildlife or public-health concerns, landowner permission, and available services such as trap loans, microchip scanning, and clinic appointments.
