After a dog seriously injured four-year-old Swayde Rangi in Perth in August 2024, his mother, Jasmine Santich, called for the dog to be put down. The City of Cockburn said it had seized the dog and planned to declare it dangerous and prosecute its owner; ABC News’s September 19, 2024 report does not establish what happened afterward.
What happened to Swayde Rangi?
ABC News reported that Swayde was playing at a friend’s house in Perth when the friend’s Bull Arab, named Orlando, attacked him. The attack took place in August 2024, when Swayde was four.
Santich told ABC that Swayde was taken by ambulance to Perth Children’s Hospital and had extensive reconstructive surgery to his face. She also described permanent nerve damage, facial palsy and scar tissue that required daily therapy, and said he would need further surgery on his eye. These are details reported by ABC from Santich, not an independently verified medical record.
Why did his mother want the dog put down?
Santich called for Orlando to be put down after the attack and the lasting injuries she described. She also said she had been told the dog had attacked two other people. That allegation was disputed: the City of Cockburn said it had no previous reports or evidence with which to investigate alleged earlier attacks.

What did the City of Cockburn say it would do?
ABC reported that the City of Cockburn seized Orlando and notified Swayde’s parents it would declare the dog dangerous because of the seriousness of the injuries. The measures described included an inspection of the owner’s property, requirements for an enclosure and warning signs, and use of a muzzle, dangerous-dog collar and leash when the dog was in public.
The council also said it planned to prosecute the owner for an offence involving a dog attack or chase causing physical injury. ABC’s 2024 report described the maximum penalty for that offence as $10,000. That is the penalty figure reported at the time, not confirmation of a prosecution or its outcome.

What did the council say about claims of earlier attacks?
Anton Lees, then acting director of Community and Place at the City of Cockburn, said the city had no evidence to pursue the claims. He told ABC: “The city believes the father of the young victim said in his statement that the dog had attacked other people, but we have no evidence to enable any further investigation of these claims.”
Lees said the council would investigate if it received a statement from an alleged prior victim. He also explained the purpose of restrictions: “Restrictions are designed to ensure, as far as possible, that the possibility of a future attack is minimised, in line with the legislation.”

Was Orlando ultimately put down?
ABC News’s report, published on September 19, 2024 and updated later that day, records the council’s seizure and plans at that time. It does not confirm whether Orlando was ultimately put down, whether the dangerous-dog declaration or prosecution was completed, or how Swayde’s recovery progressed afterward. The account concerns Perth, Western Australia, and the City of Cockburn’s reported response.
