Dozer, a golden Labrador from Geraldton, Western Australia, was seized and declared dangerous in August 2025 after a woman alleged he attacked her German shepherd. His family feared he would be put down. The case later took a different turn: on 20 November 2025, the State Administrative Tribunal revoked the declaration with the City of Greater Geraldton’s consent. The reported resolution included an undertaking for Dozer to complete ten training sessions and for his owners to comply with the Dog Act 1976.
Why Dozer was seized
PerthNow reported on 20 August 2025 that Jill Weller said two City rangers told her a woman walking a German shepherd had complained that Dozer attacked her dog. The next day, rangers seized Dozer from the family home while Weller was collecting her children. The family was later told he had been declared dangerous and, as they understood it, would be put to sleep on Wednesday. These are the reported allegation and the family’s understanding at the time, not findings that an attack occurred or that euthanasia was a settled City decision. The family’s account
Weller told PerthNow that the family was not initially given details or supporting evidence, and that the ranger did not ask for the family’s statement or video footage. She also said the declaration papers referred to an earlier alleged 2024 attack and a 2021 impoundment after a gate was left open at another address, events she said the family had not been told about. These points were reported as Weller’s account, not independently established findings.
The City’s response
City of Greater Geraldton CEO Ross McKim told PerthNow that “the city has no intentions of euthanising the dog in question on Wednesday.” He also said community safety was paramount in dog-attack investigations and that owners must meet dangerous-dog declaration requirements to reclaim a dog.

How the appeal was resolved
The family appealed to the State Administrative Tribunal (SAT). ABC News reported on 21 November 2025 that the Tribunal revoked the dangerous-dog declaration with the City’s consent. Under the reported undertaking, Dozer was to complete ten sessions at a local training centre; the centre was to provide written confirmation and observations, and the owners were to comply with the Dog Act 1976. ABC News’ account of the resolution describes the terms.
The SAT register lists the matter as completed on 20 November 2025 by “judgment pursuant to order.” That procedural outcome does not establish that the Tribunal made a contested finding that the original declaration was factually wrong, that no incident happened, or that the complainant was mistaken. What the law says about a dangerous-dog declaration
The Western Australian Dog Act 1976 copy reviewed is marked as current to 4 October 2024. Section 33H allows a local government, in specified circumstances, to revoke a dangerous-dog declaration or a notice proposing destruction if it is satisfied the dog can be kept without likely contravention of the Act. It may require attendance at an approved behaviour and training course, or another demonstration of changed behaviour, before dealing with an application.
