City of Wanneroo councillors approved a five-year plan to add 507 dog-waste bag dispensers, with coverage expected to reach 486 parks. PerthNow reported a 12–2 vote and described the proposal’s expected cost as $2.5 million in a “worst-case scenario.” The report also gives a differently worded $2,515,673 figure, so the two amounts should not be treated as equivalent annual and total costs.
What council approved
The decision followed a February motion from Mayor Linda Aitken calling for dispensers to become a standard feature on new and replacement park general-waste bins. Councillors approved the city recommendation to extend provision across more than 400 additional parks over five years.
PerthNow reported that the plan would add 507 dispensers and bring expected coverage to 486 parks. The account described this as a sixfold increase.
How the plan compares with existing park services
The reported baseline shows a gap between general waste collection and access to dog-waste bags:

| Measure | Reported baseline | Plan |
|---|---|---|
| Parks served | 81 parks had dispensers; general waste services covered 335 parks | 486 parks expected to have dispensers |
| Dog-waste bag dispensers | 102 | 507 additional dispensers |
| General-waste bins | About 1,200 across 335 parks | New bins to receive standard waste collection |
| Servicing | Existing public-place bin servicing | Public-place bin servicing expected to rise by 45 per cent as coverage extends from 335 to 486 parks; dispenser bags expected to be refilled twice weekly |
These figures and service assumptions were reported by PerthNow in October 2025. The report also said City waste services manager John Gault estimated that the city used about three million bags a year. The supplied bags were described as biodegradable, but no brand or product specification was given.
What the $2.5 million figure does—and does not—mean
PerthNow framed $2.5 million as the expected total cost in a “worst-case scenario.” It identified expanded servicing of bin infrastructure as a major cost driver: more sites would need standard waste collection, and dispensers were expected to receive twice-weekly refills.

- Dog poop bags for quick, easy pick-ups
- Neatly contains waste and minimizes odors
- Leakproof design keeps hands clean and protected
- Includes 300 unscented plastic bags (15 bags per roll; 20 rolls), a dispenser, and a matching leash clip
- Large 13 x 9-inch bag size for generous coverage
The same report quotes councillor Helen Berry describing “additional annual expenditure over five years” of $2,515,673. That wording does not align clearly with the article’s description of $2.5 million as an expected total. The report does not explain whether the quoted amount is a different calculation or a reporting inconsistency. It is therefore not possible to state from that account that $2,515,673 is the plan’s annual cost.
Why councillors disagreed
The case for wider access
Aitken said dog faeces in parks were a frequent complaint and argued that supplying bags could remove one excuse for leaving waste behind. She described the aim as improving shared public spaces, while acknowledging the limits of the measure: “This is not going to solve the whole problem, but it’s going to give people less of an excuse to leave their dog waste in our public areas.”

Concerns about cost and responsibility
Councillors Vinh Nguyen and Helen Berry opposed a citywide approach. Nguyen argued that dispensers would not make owners pick up after their dogs and favoured adding them in response to resident requests. Berry said dog owners should take responsibility and questioned whether ratepayers should fund a service for dog owners.
The council nevertheless approved the recommendation 12–2, according to PerthNow. The report does not provide measured results showing whether dispensers reduce dog fouling or change owner behaviour.

What is known about the rollout
The 2025 news report describes the approved expansion but does not establish the exact locations, implementation schedule or current delivery status. The City of Wanneroo provides council meeting records and agendas and minutes for checking the underlying council documents.
A separate City notice published in May 2026 says council agreed to add seating and a dog-waste bag dispenser at Arduaine Park after a 100-signature petition; the work was listed for consideration in the 2027–28 capital works program. That park-level decision does not establish whether the wider rollout has been completed. City of Wanneroo: May Ordinary Council Meeting Outcomes.
