For many dogs—especially those who pull or have neck or airway concerns—a well-fitted body harness is the safer choice for leash walking. A front-clip harness may help manage pulling, but no harness teaches loose-leash walking on its own. Use rewards and gradual practice to teach the skill; a flat collar can still carry your dog’s identification tags.
How a harness and collar differ on walks
A leash clipped to a collar puts restraint pressure on the neck. A harness shifts that pressure to the torso, which can reduce strain on the neck and throat. That distinction matters most when a dog pulls, though the right choice for an individual dog also depends on fit, anatomy, behavior, and health.
Stephanie Borns-Weil, a board-certified animal behaviorist and clinical assistant professor at Tufts Cummings School of Veterinary Medicine, says well-fitted harnesses are preferable to collars for leash walking. That is expert guidance, not a universal ruling for every dog. Tufts also advises using a collar for identification tags even when the leash attaches to a harness (Tufts Cummings School, “Dog Collars and Harnesses”).

Does a harness stop a dog from pulling?
No. A harness changes where leash pressure is applied; it does not teach the dog how to walk on a loose leash. A front attachment may help redirect some dogs, but others keep pulling. Fit, design, the dog’s motivation, and the walking environment all affect how useful a particular setup is.

What one study found—and what it did not
In a 2021 within-subject study, researchers tested 52 shelter dogs using a neck collar and a back-connection harness while the dogs were attracted to food treats or a toy. With food as the attractor, dogs had higher maximum and mean leash tension and spent more time pulling in the harness condition. In the toy test, researchers found no significant difference in leash tension or potential stress behaviors between conditions (Shih et al., Frontiers in Veterinary Science, 2021).
This result is limited to the tested dogs, back-connection harness, and attraction conditions. It does not establish that all harnesses make all dogs pull more, and it does not test every harness design, including front-attachment models.

How common is pulling?
The same 2021 paper reported that a UK and Irish dog-owner survey found 82.7% of dogs pulled on lead. Treat that as a survey figure reported by the paper, not as a current or universal estimate of how many dogs pull.
How to choose and fit a harness
- Check shoulder movement. The harness should not press in a way that restricts the shoulders as your dog walks.
- Look for rubbing. Check where straps contact the body and watch for chafing during and after walks.
- Check escape risk. The harness should fit securely enough that your dog cannot back out of it. Deep-chested dogs may need a more secure configuration.
- Choose attachment position for management, not promises. A front clip may help redirect some dogs; a back clip is a straightforward body restraint. Neither replaces training.
- Recheck as your dog moves. A harness can seem secure while standing but shift or rub during a walk. Follow fit guidance for the specific design.
A flat collar can remain useful for tags even if the leash clips to a harness. For a head halter, introduce it gradually with positive conditioning and use a backup attachment to reduce risk if the dog lunges. How to teach loose-leash walking
Choose a quiet place, prepare a leash and small appealing rewards, and start with a dog who is ready to focus. Reward the behavior you want rather than relying on the equipment to teach it.
- Begin in a low-distraction setting. Use a well-fitted walking setup and bring small rewards your dog values.
- Mark and reward slack. When the leash is loose or your dog walks near you, mark that moment and give a reward.
- Start with a few steps. Reward frequently at first; increase the duration and distance gradually as your dog succeeds.
- Build distractions slowly. Practise in busier places only after your dog can offer the behavior in a quieter setting.
- Change what pulling earns. If pulling reliably leads to forward progress, it can keep being rewarding. Adjust the consequence so pulling no longer reliably gets your dog to the destination, and reward the alternative—slack leash and attention near you.
Keep practice patient and consistent. Reward-based motivation and shaping are humane ways to build the behavior, as described by VCA Animal Hospitals and UC Davis School of Veterinary Medicine. Persistent lunging, fear, or reactivity may need support from a veterinarian or qualified humane behavior professional.
