Save your booking and the pet rules that applied when you paid, then ask the operating airline—in writing—whether the new policy applies to your specific itinerary and confirmed pet reservation. A pet-policy change by itself is not one of the U.S. Department of Transportation’s listed triggers for an airfare refund, but you can ask for a refund of a pet-service fee if the airline cannot provide the service you paid for. The exact remedy depends on the airline, contract, route, and booking details.
What to do first
- Save your records. Keep the ticket confirmation, pet-fee receipt, pet-reservation confirmation, airline notice, and dated copies or screenshots of both the old and current pet rules.
- Identify who operates each flight. A ticket seller and the operating airline can differ on a codeshare itinerary. Check the operating carrier for every segment and ask whether your pet reservation is confirmed on each one. DOT says the operating carrier must be disclosed; see its consumer guidance on airline responsibilities.
- Write to the airline. Ask when the policy change takes effect, whether it applies to an existing booking, and which exact rule affects your pet. Ask whether the airline can offer an eligible alternative itinerary and whether it will refund the pet fee if it cannot provide the paid service.
- Keep the reply and any deadline. If the airline says no, ask for the contract term and policy version it is relying on, plus a written explanation. Airlines may set a deadline to accept alternative transportation after a qualifying flight change, so check any offer promptly.
- Assess the airfare and pet fee separately. Check whether the flight itself was cancelled or significantly changed, whether your fare is refundable, and what the airline’s contract provides. If an agent sold the ticket, identify the merchant of record for airfare refund questions; send a request for an unprovided pet service to the airline.
- Before paying for a replacement itinerary, verify it end to end. Recheck pet acceptance on every operating carrier and segment, carrier dimensions, cabin or cargo limits, health paperwork, and destination entry requirements. Do not assume a pet reservation can be transferred to another airline or moved into cargo.
Does the airline have to honor the pet arrangement you booked?
Do not assume either that the old policy must automatically be honored or that the airline can change any term without consequence. The booking confirmation, applicable contract of carriage, pet-service confirmation, policy wording, and timing all matter. Save the version of the rules you relied on and ask the airline to explain how its current policy applies to your reservation.
DOT says a rule prohibits a post-purchase change to a contract term if it has a significant negative effect on the passenger. That gives you a reason to raise a materially worse change with the airline and request its written position; DOT’s guidance does not determine whether a particular pet-policy change meets that standard or guarantee free rebooking or cancellation. Is the airfare refundable if the pet policy changes?
Under DOT’s published refund guidance, a pet-policy change by itself is not listed as an airfare-refund trigger. The listed circumstances include cancellation, certain significant flight changes or delays, and a fully refundable ticket. Examples of significant changes include a domestic departure at least three hours earlier or arrival at least three hours later; an international departure or arrival at least six hours earlier or later; a different origin or destination airport; more connections; or an involuntary downgrade. Check the flight change, fare terms, and contract rather than treating the pet-policy notice as an automatic airfare refund. For a qualifying refund, DOT’s published rules generally provide seven business days for payment by credit card and 20 calendar days for other payment methods. Those timelines apply to refunds due under the rules; they do not make a pet-policy change alone refundable.
Can you get the pet fee back?
Ask the airline to refund the pet-service fee if it cannot provide the service you paid for through no fault of your own. DOT says fees for ancillary services are refundable when the service was unavailable through no fault of the consumer. Its guidance does not establish that every kind of pet fee dispute has the same outcome, so explain exactly what was purchased and why the airline can no longer provide it. DOT’s airline customer service information distinguishes airline optional-service fees from airfare refund responsibilities: ticket agents are not responsible for refunding an airline’s optional-service fee when the service was not provided.

Which airline’s pet rules apply?
Pet restrictions vary by airline and may also depend on the route, aircraft, and flight segment. DOT notes that carriers may set rules for species, breed, size, weight, age, behavior, seating, carrier type, cargo carriage, weather, health documents, and destination requirements. Some cabin pets must fit in an under-seat carrier; some airlines require a ventilated or leak-proof case. Check the current rules of the operating carrier for each flight, not just the airline whose name appears on the ticket. DOT’s Flying with a Pet guidance says: “Pet policies vary amongst airlines, and it is important for you to check the airline’s policies before travel.”

- Alternative flight on the same airline: Confirm the pet is accepted on every segment and that the new aircraft, schedule, and carrier requirements work.
- Another airline: Verify its pet eligibility and capacity before changing plans. A pet reservation on one carrier does not guarantee acceptance by another.
- Cancel or seek a refund: Check whether the flight itself qualifies for an airfare refund, whether the fare is refundable, and whether the contract offers another remedy. Ask separately about the pet-service fee.
- Keep the itinerary: Do this only if the airline confirms that your pet remains eligible and the reservation is valid for all segments.
For any replacement flight, confirm destination health and import requirements as well as the airline’s rules. International travel may also involve foreign law and airline tariffs or contracts; U.S. DOT guidance alone may not resolve those requirements.
