Can You Bring a Pet on a Plane? Rules to Check Before Booking

Whether your pet can fly depends on the airline, route, and aircraft. Check acceptance, carrier fit, records, fees, and destination rules for every leg before booking.

Yes, you may be able to bring a pet on a plane, but the airline decides whether ordinary pets can travel in the cabin or by another method. Rules vary by carrier, route, and aircraft, so confirm acceptance for every flight segment before booking. For a cabin pet, its carrier must fit under the seat without blocking access to the aisle and remain stowed during taxi, takeoff, and landing.

Who decides whether a pet can fly?

For ordinary pets, the airline sets its acceptance policy. The Federal Aviation Administration (FAA) does not require airlines to accept pets in the passenger cabin; it says, “The FAA allows each airline to decide if they will allow you to travel with your pet in the passenger cabin.” FAA guidance on flying with pets.

Policies can differ by airline and itinerary. An airline may limit which species it accepts, the number of pets on a flight, pet size or age, seating, behavior, and the transport options available. The U.S. Department of Transportation (DOT) advises travelers to check the airline’s policies before travel: DOT’s flying-with-a-pet guidance.

What to check before booking

  1. Acceptance for the entire itinerary: Ask the airline whether your pet can travel on every flight segment, including connections and flights operated by another carrier. Confirm the accepted species and whether space for pets is limited.
  2. Carrier dimensions and seat fit: Get the operating airline’s maximum external carrier dimensions. Check that the carrier fits entirely beneath the seat on your aircraft and with your seat assignment. The federal safety rule requires proper stowage; the airline determines whether it accepts a pet and the carrier you plan to use. A label such as “airline carrier” does not establish acceptance by a particular airline. Compare your pet’s carrier with the airline’s requirements before buying an under-seat pet carrier.
  3. In-flight conditions and costs: Ask whether the pet must stay inside the carrier throughout the flight, how many pets one passenger may bring, whether the pet counts toward baggage allowances, and what fees apply. Follow crew instructions about stowage.
  4. Age, health records, and restrictions: Confirm your pet’s minimum age, any required health records or certificates and their timing, and restrictions related to breed, behavior, or health. DOT notes that some airlines require a certified health record issued within 10 days; that is not a universal rule.
  5. Transport outside the cabin: If the airline offers checked or cargo transport for your route, ask about kennel specifications, availability on each segment, weather limits, and other operational restrictions. Do not assume this option is offered or suitable without confirmation.
  6. Destination requirements: For international travel, check the current entry rules for your destination and any transit points. Certificates may be required, and some destinations impose quarantine. Requirements depend on the destination and travel date, so verify them well ahead of departure.

Cabin or cargo: compare what is actually available

Cabin and cargo or hold transport are possible arrangements, not guaranteed options on every airline or itinerary. Compare the options the airline confirms for your route:

  • Whether that transport method is available on every flight segment.
  • Whether your pet can meet the relevant carrier or kennel requirements.
  • Fees and reservation limits.
  • Required health records and kennel specifications.
  • Temperature limits and other operational restrictions.
  • Entry rules at your destination and any transit points.

USDA APHIS provides preparation and kennel guidance for air travel and guidance for handling pets in transport. Its guidance states that dogs and cats must be at least eight weeks old and fully weaned for air travel under USDA requirements. Apply that requirement where relevant, and confirm the airline’s and destination’s separate rules.

Service dogs follow a different process

A trained service dog is not handled through the ordinary pet booking process. For air travel, DOT defines a service animal as a dog, regardless of breed or type, individually trained to do work or perform tasks for a qualified person with a disability. Emotional-support, comfort, and companionship animals, other species, and service animals in training do not meet that definition.

Airlines may require the applicable DOT forms and may deny transport in specified circumstances, including safety concerns or disruptive behavior. Use the airline’s service-animal process and check DOT’s current service-animal guidance. Destination rules still apply to international travel.

Confirm again before departure

Airline pet acceptance, capacity, fees, aircraft dimensions, and operational restrictions can change. After booking, reconfirm your pet’s reservation and the requirements for each flight segment before departure. For a cross-border trip, verify current requirements with the relevant destination authorities as well as the airline.
