Which costs apply depends on the airline, route, destination, pet, travel mode, and accommodation—so a reliable total requires details and current quotes for your trip.
Start with the airline’s fee and rules
Airlines may charge a distinct onboard pet fee, apply a baggage fee, or count a pet against the baggage allowance. Rules and charges vary, so check the current policy and optional-service fees for the airline that will operate each flight before booking. The U.S. Department of Transportation advises: “Pet policies vary amongst airlines, and it is important for you to check the airline’s policies before travel.” DOT’s pet-travel guidance was last updated September 26, 2025.
For a connecting itinerary, check every operating airline’s requirements rather than assuming one carrier’s policy applies throughout. Confirm how the pet will travel— in the cabin or as cargo—and ask whether the fee or baggage allowance changes by route or segment.
Allow for veterinary care and paperwork
Some airlines require a certified health record issued within ten days of travel; this is not a universal requirement for every airline or itinerary. International destinations may also require health certificates or impose quarantine rules. Ask the operating airline and the destination’s relevant authorities what applies, then confirm timing with your veterinarian. DOT’s guidance outlines the variation in airline and destination requirements.

For international travel from the United States, USDA APHIS charges for endorsing a pet health certificate. Those endorsement charges are separate from the veterinarian’s exam and the cost of preparing the certificate. The fee schedule below is from USDA APHIS, accessed in 2026; the applicable amount depends on required tests and the number of pets on the certificate.
| Required laboratory tests | APHIS endorsement charge |
|---|---|
| Zero tests | $101 per certificate for any number of pets |
| One to two tests | $160 for one pet; for two or more pets on the same certificate, $160 for the first pet plus $10 for each additional pet |
| Three to six tests | $206 for one pet; for two or more pets on the same certificate, $206 for the first pet plus $18 for each additional pet |
| Seven or more tests | $275 for one pet; for two or more pets on the same certificate, $275 for the first pet plus $21 for each additional pet |
APHIS does not count vaccines as laboratory tests when calculating these endorsement fees. Its air-travel preparation guidance describes a health and acclimation certificate signed by a licensed veterinarian within ten days of travel in the context covered by that lesson. It also notes that some states and foreign countries require a rabies vaccination certificate. Confirm whether those requirements apply to your itinerary.

Budget for a carrier or kennel that meets the rules
You may need to buy a suitable carrier for cabin travel or a kennel for cargo, and the requirements may differ. Before purchasing, check the current operating airline’s exact dimensions and construction rules for your pet and route. A carrier that works for one airline or travel mode may not be accepted for another.
For the cargo preparation covered in its guidance, APHIS describes a hard-sided kennel with secure fasteners strong enough for normal air-transport rigors. It also calls out kennel handles, travel documents, and owner and receiver contact information as preparation details. The FAA’s pet-travel guidance says passengers must follow crew instructions for container stowage and notes that airlines may have their own cabin-pet procedures.

Check for cargo handling charges
If your pet is transported as cargo, ask the carrier for a current quote and a breakdown of charges; cargo rates and restrictions are carrier-specific. As one carrier-specific example, American Airlines Cargo’s animal policy states that an additional $150 handling fee applies per air waybill for its animal rates. That is not a standard or universal cargo fee.

Build a trip-specific estimate
Before booking, make a budget using the details that determine which costs apply:
- Airline and route: Confirm each operating carrier’s pet rules, fees, and baggage treatment for every flight segment.
- Pet and travel mode: Note the number and size of pets and whether each will travel in the cabin or as cargo.
- Destination paperwork: Ask what veterinary documents, tests, endorsements, or quarantine arrangements the destination requires, and price the applicable services separately.
- Equipment: Verify the required carrier or kennel dimensions and specifications before buying.
- Other trip costs: Check ground-transport providers and lodging for any pet-related charges.
There is no meaningful universal trip total without a specific itinerary and current quotes. Keep the airline charge separate from veterinary services, official endorsements, equipment, cargo handling, ground transport, and lodging so you can see which expenses actually apply.
