Keep a private event at a working horse stable safe by using a written, site-specific plan agreed by the organiser and stable manager. Before guests arrive, check that the event layout preserves clear exits and emergency-service access, separates guests from horse areas, assigns named response roles, and covers emergencies involving people and horses. Legal requirements vary by location and activity; England’s horse-hiring rules apply only where that licensing regime covers the premises.
Assess the event and the stable before confirming
Judge the venue against the event as it will actually run—not just its usual day-to-day operations. Walk the site with the stable manager and consider the audience, activities, indoor and outdoor areas, duration, season, access needs, and any temporary infrastructure. Check buildings, structures, ground conditions, vehicle and pedestrian routes, services, and animal areas for hazards.
Ask what the venue’s existing fire assessment and emergency procedures cover. A stable’s normal arrangements may not account for extra people, temporary structures, deliveries, or changed circulation during an event. Identify what needs to be added, who will put each control in place, and who can stop the event if conditions become unsafe. HSE’s event guidance recommends assessing site suitability and agreeing responsibilities where control is shared: HSE guidance on venue and site safety.
Check locally whether the event needs permissions or whether an animal-activity licence applies. The horse-hiring conditions discussed below are an England-specific example, not a general rule for every private event at a stable.

Agree who controls each safety task
Write down the division of responsibilities between the organiser and stable manager, then share it with the staff and contractors who need to act on it. One person may hold more than one role at a small event, but every critical task needs a clear owner.

People should act within their competence. Horse handling should be left to people who know the animals and the venue’s procedures; event staff should not improvise with unfamiliar horses.

Mark guest, horse, and emergency routes
Prepare a site plan that shows entrances and exits, guest areas, horse-only areas, staff positions, first aid, assembly points, emergency-service access, and relevant fire equipment. Update it if the event layout changes. Share the current plan with the people responsible for carrying it out.
- Keep exits, emergency-vehicle access, and horse routes clear during setup and throughout the event.
- Position parking, deliveries, temporary structures, and guest circulation so they do not obstruct response routes.
- Make guest boundaries around stabling and horse movement routes clear with access controls, signs, and supervision.
- Check that routes intended for people and horses are usable in practice, not merely shown on a plan.

Prepare staff and protect horses from guest contact
Brief staff before the event. They should know how to raise the alarm, where to direct guests, how to summon help, where to find current human and equine first-aid supplies, and whom to contact for horse-related decisions. Make sure first-aid arrangements are accessible and that people know their limits.
Keep the public out of restricted animal areas, especially areas holding sick animals. If infection risk arises, follow veterinary advice and the venue’s biosecurity controls, including hand washing and separation or cleaning of equipment where needed.

For premises covered by England’s animal-activities licensing regime, the government’s horse-hiring guidance sets out specific conditions, including emergency planning, accessible and current first-aid kits for people and horses, and a vet-agreed biosecurity plan with the capacity to isolate a horse for up to 21 days. That isolation capacity is a licensing condition where applicable—not a universal event rule or general isolation recommendation. Make the event emergency plan proportionate to the risks, and coordinate it with the stable’s fire arrangements. It should explain how people will be moved away from immediate danger, how emergency services will be summoned and assisted, how casualties and displaced people will be handled, and how information will be handed over.

Stable-specific planning must also consider horses: how they may be trapped, how authorised handlers can approach release, which routes are available, and where animals can go if the premises become unusable. The Home Office’s fire safety guidance for animal premises and stables covers access and egress for people and horses, maintained fire-prevention, detection and firefighting equipment, drills, emergency contacts, and alternative accommodation for horses. Larger or more complex sites may need an experienced fire-risk assessor.
Do not assume one extinguisher type suits every stable. Check the firefighting equipment selected and maintained for the venue’s fire-risk assessment and applicable rules. The relevant considerations are set out in the Home Office stable guidance and HSE’s workplace fire safety guidance.
Plan for disruptions beyond fire, including injury, an escaped animal, severe weather, power or essential-system failure, an unavailable key staff member, and loss of use of the venue. Decide how guests and horses will be moved or sheltered in each relevant scenario.
Use this site-specific readiness check
- Who is the event lead, and who is the stable’s animal lead?
- How will an alarm be raised, and who will instruct guests?
- Which routes are for people and which can be used for horses? Are they clear and realistically usable?
- Can emergency services reach the site, and is there a clear way to contact them?
- Where is first aid, and who is designated or qualified to respond?
- Who may handle each horse in an emergency? What is the procedure for a trapped or escaped horse?
- Where can horses be housed if the stable or wider site becomes unusable?
- What is the response to severe weather, essential-service failure, or an unavailable key staff member?
- Have relevant venue staff, contractors, and event staff received the plan and know their roles?
Adapt these checks to the site and event rather than treating them as a universal legal checklist. England’s stable fire guidance, HSE’s event guidance, and Defra’s horse-hiring guidance address different premises, activities, and duties; confirm which requirements apply where the event takes place.
