If you find a stray animal and can’t get it to a shelter right away, keep people safe, avoid chasing or cornering the animal, and call your local shelter or animal control agency for instructions. Describe where the animal is, how it is behaving, and whether it appears injured or ill. Don’t handle an animal that is aggressive or acting unusually, and don’t assume outdoor kittens have been abandoned: their mother may be nearby.
What to do first when you find a stray animal
- Pause and observe from a safe distance. Note the exact location, how many animals there are, their behavior, and any visible injury. Don’t pursue or corner them.
- Call a local shelter or animal control agency. Explain what you see and ask whether you should wait, transport the animal, or take another step. The ASPCA advises finders to contact a local shelter; its shelter locator can help you find one.
- Follow local instructions and rules. Ask where the animal should go and whether local requirements call for reporting it, having its identification checked, taking it to a designated facility, or holding it temporarily. Rules and intake arrangements differ by location; don’t assume you may keep a found animal.
These steps reflect the ASPCA’s guidance for finding a lost pet and its position on shelter and finder responsibilities.
Decide whether it is safe to approach
If the animal is calm and manageable, local staff can advise whether you should help contain or transport it. If it is aggressive, behaving unusually, sick, or injured, back away and tell the appropriate local service what you observed. Don’t try to catch, restrain, or move it on your own if doing so could put you or the animal at risk.
The ASPCA’s specific direction not to approach an aggressive or oddly behaving stray appears in its New York City guidance. The contact route described there is NYC-specific; outside New York City, call your own local animal control agency or shelter for the right response.

If you find outdoor kittens
Don’t automatically take kittens away. A mother cat may be nearby, getting food, or waiting for people to leave. If the kittens are in a safe place, observe from a distance and contact a local shelter or rescue for guidance. The ASPCA explains this approach in its advice for kittens found outside.
If their immediate location is unsafe, the ASPCA advises moving them to a safer spot nearby where their mother can still find them, then contacting local help. This guidance is for outdoor kittens; it is not a protocol for wildlife or every young animal.

When transport may be appropriate
Transport only if the animal is manageable, conditions are safe, and local shelter staff have advised you to do so. A secure carrier is a possible option for a calm cat when staff recommend self-transport; the ASPCA lists carriers among ordinary pet travel supplies. Having a carrier does not make it safe to approach an aggressive or injured animal.
If the animal appears ill or hurt, ask animal control, a shelter, or a veterinarian what to do. Don’t improvise treatment, medication, feeding, or restraint for an animal whose condition and needs you don’t know.

If the animal may be wildlife
Don’t treat a wild animal as a stray dog or cat. Contact the relevant wildlife authority or a licensed wildlife rehabilitator for instructions rather than attempting capture or care yourself.
