Before donating to an animal charity, verify the exact organization and donation recipient, check tax eligibility and any required state registration, then review its programs, results, finances, and independent evaluations. These checks can help you spot impersonation and assess accountability—but legal status or a favorable rating alone does not prove that a charity’s work is effective for animals.
This guide focuses on the United States. Charity registries and fundraising rules differ in other countries.
1. Verify the charity’s exact identity
Start at the organization’s official website and note its full legal name. Compare it with the name on the appeal, donation page, IRS record, and state regulator’s information. A similar name is not enough: scammers can impersonate a real charity or use a lookalike name.
Do not rely on caller ID or an unexpected text or social-media link. If an appeal prompts you to give, find the charity’s website independently and confirm directly that the donation page and recipient belong to the organization you intend to support. The Federal Trade Commission’s guidance on giving to charity recommends researching before donating.

2. Check tax eligibility and state fundraising registration
Federal tax-deductibility eligibility
If you want to know whether a gift may qualify for a US federal tax deduction, search the exact organization in the IRS Tax Exempt Organization Search (TEOS). The IRS says donors can use TEOS to verify whether an organization is eligible to receive tax-deductible contributions. An appeal’s claim that a group is “tax exempt” is not a substitute for checking the specific recipient. Whether a particular gift is deductible can also depend on your tax circumstances; this check is not individual tax advice.
State registration
Separately, check the relevant state charity regulator for the organization and, where applicable, the paid fundraiser soliciting donations. The FTC advises that most states require charities and fundraisers to register, but requirements vary and are not universal. If a charity or fundraiser does not appear in a state record, check that state’s rules or ask the regulator what the absence means before drawing a conclusion. 3. Assess what the charity does and what it reports
Read the charity’s own description of its work. Look for which animals or issues it addresses, where it operates, what activities it carries out, and what results it reports. Check for annual reports, financial statements or filings, named leadership, governance information, and a concrete explanation of how additional donations would be used.

Consider whether the reported evidence connects the charity’s activities to animal outcomes. Look for stated assumptions, limitations, and plans for additional funding—not just emotional appeals or activity counts. Animal Charity Evaluators (ACE) says its evaluation process examines impact, funding needs, staffing, historical revenue and expenditures, reserves, governance, and how an organization might adapt under different funding scenarios. Its evaluation criteria provide context for the questions an animal-focused assessment can address.
Put spending ratios in context
A charity’s program-spending share can help describe where money goes, but it does not establish whether the work helps animals. The sources cited here do not define a universal “good” overhead percentage. Consider spending information alongside reported outcomes, fundraising costs, program evidence, and transparency rather than treating one ratio as a verdict.
4. Use independent evaluations for the question they answer
Evaluators use different approaches, so a rating or recommendation is one input—not a guarantee and not a substitute for current records. BBB Wise Giving Alliance (BBB WGA) assesses governance, results reporting, financial management, and truthful communications. It says its assessment verifies whether a charity meets 20 BBB Charity Standards; that framework addresses accountability, not a promise that a particular program will produce a specified animal outcome.

ACE focuses on animal-focused program impact, evidence and reasoning, cost-effectiveness, and organizational factors. Its 2025 evaluation criteria include theory-of-change reasoning and cost-effectiveness analysis. ACE notes that impact estimates can be uncertain when inputs are speculative or research evidence is limited. Treat recommendations as reasoned assessments with assumptions, not certainty about future results.
An organization without an evaluator rating is not automatically suspicious; some charities may not be covered. A low rating or missing information is a reason to investigate further, not proof by itself of fraud or poor impact.
5. Cross-check the charity and the specific appeal
Search the exact charity name and the fundraiser’s name alongside terms such as “complaint,” “review,” “rating,” “fraud,” or “scam.” Compare independent reports, including BBB WGA assessments where available, with the charity’s explanation and its own records. Check that a warning concerns the same organization and appeal; similar names can cause confusion.

If you find a concern, look for a response and verify the relevant facts with primary records or the regulator. Neither a lack of complaints nor a lack of a rating, by itself, establishes that a charity is reputable or effective.
6. Compare charities using the same questions
If you are choosing between organizations, compare them over the same time period and use consistent definitions where possible. A useful comparison includes:
- Identity and compliance: exact legal name, IRS tax-deductibility eligibility if relevant, and state registration where required.
- Program fit: species, issue, location, and whether the work matches your priorities.
- Evidence and impact: the logic connecting activities to outcomes, supporting evidence, reported results, and acknowledged uncertainty.
- Finances and added funding: current financial information, fundraising and administrative costs in context, reserves, and specific plans for additional donations.
- Governance and transparency: leadership, oversight, reporting quality, openness about risks, and responsiveness to questions.
- Donation channel: named recipient, platform fees or restrictions, payment options, and whether you can document the transaction.
7. Donate through a verified, traceable channel
Once you have verified the recipient, use the charity’s confirmed website or another platform only after checking who receives the funds and whether fees or restrictions apply. Keep the receipt and transaction record, and confirm that the amount charged matches your gift.

The FTC flags demands for cryptocurrency, wire transfers through services such as Western Union or MoneyGram, gift cards, or a payment app as the only way to donate as likely scam signals. It describes credit cards or checks as safer options. Do not let an unsolicited appeal or deadline rush you into giving before you can check the recipient.
Red flags that call for a closer check
- Pressure to give immediately: Pause, leave the unsolicited call or message, and research the organization independently.
- Vague claims: Ask what programs the donation supports and look for details in the charity’s reports.
- Mismatched name or recipient: Confirm the donation page directly with the intended charity before paying.
- One unusually risky payment option: Treat a demand for cryptocurrency, wire transfer, gift card, or payment app as the only option as a warning sign.
- Missing records or a poor rating: Investigate using regulator information, filings, current evaluation methods, and the charity’s response; do not treat one gap or rating as conclusive.
Charity status, state registration, filings, leadership, evaluations, and donation channels can change. Check current records and reports at the time you give.
