A pet you own is handled differently from an animal you found. For an owner surrender, have photo ID, available proof of ownership, veterinary and vaccination records, medication details, any required forms, and a secure way to transport the animal. Shelter rules, fees, and outcomes vary, so confirm them directly before you travel.
First, find out which intake process applies
If the animal is your pet
Call the shelter or rescue before making the trip. Ask whether it accepts owner surrenders, whether you must live in its service area, and whether you need an appointment, online profile, consultation, or waitlist. Policies differ between organizations, including nearby ones; do not assume walk-ins are accepted.
If you found the animal
Contact animal control or the shelter serving the place where you found the dog or cat. Explain where and when you found it, then ask how to report it, check for identification, and bring it to the appropriate facility. The ASPCA advises finders to follow local law on reporting, identification, and use of a designated shelter or holding facility (ASPCA guidance on shelter responsibilities).
Local rules are not interchangeable. Fairfax County, for example, limits stray intake to animals found within its jurisdiction and has different conditions for dogs and cats; the Humane Society of Utah directs found-animal cases to municipal animal services. These are local examples, not nationwide requirements.

If you are helping someone else
Do not assume that rescuing or temporarily caring for an animal gives you legal authority to surrender it. Ask the shelter what authorization it needs from the owner. The Humane Society of Utah says it can help determine how to obtain permission from the legal owner.
What to bring for an owner surrender
- Government-issued photo ID. Confirm whether the shelter has specific identification requirements.
- Proof of ownership, if available. Adoption or purchase paperwork, a pet license, veterinary records, microchip information, a bill of sale, or an adoption contract may help establish ownership. Toronto and the Humane Society of Utah list examples of documents they may accept.
- Veterinary and vaccination records. Bring all records you have, including recent test results or treatment information.
- Current medication information. Bring the medication itself if the shelter requests it, and provide its name, dose, and schedule. Call ahead about how it should be handed over.
- Proof of residence, if required. Some agencies accept animals only from residents of a defined service area. Toronto, Fairfax County, and Nashville describe local residency requirements or documentation.
- Required profile, history form, or surrender paperwork. Ask whether forms must be submitted online or completed before the appointment.
- A payment method, if there is a fee. Ask the shelter for its current fee and accepted payment methods; fees differ by organization and can change.
For example, the City of Toronto asks owners to make an appointment and bring records and ownership evidence if possible. Its process is specific to Toronto and should not be treated as a general shelter rule (City of Toronto: Giving Up Your Pet).

How to transport the dog or cat safely
Use a secure carrier for a cat and a leash for a dog unless the receiving facility gives different instructions. Nashville specifies a carrier for cats and a leash for dogs; Broward County asks for a secure leash or proper carrier. Keep the animal contained during travel and follow the shelter’s directions for arrival and handoff.
A familiar small item—a toy, blanket, bed, or treat—may comfort the animal. Broward County recommends bringing one, but it is not a universal intake requirement. Ask whether the shelter can keep, accept, or return the item.

Questions to ask before you go
- Do you accept owner surrenders, found animals, or both? If this is a found animal, am I contacting the agency for the place where it was found?
- Am I eligible based on my address or where the animal was found?
- Do I need an appointment, online profile, consultation, or waitlist? Can I bring the animal in now?
- Which identification, ownership documents, health records, medication details, and forms do you require?
- Is there a fee, how much is it today, and what payment methods do you accept?
- How should I secure and bring the animal, and may I leave a familiar item?
- What does signing the surrender form transfer, can the decision be reversed, and will the shelter provide updates?
Understand the release form before signing
Read the surrender or release form and ask what transferring ownership means, whether you can change your mind afterward, and whether you will receive updates. The City of Toronto says the City makes the outcome decision after ownership is signed over and does not advise the former owner of the outcome. Nashville says surrender does not guarantee placement in its adoption program. Those policies describe those facilities; ask the receiving shelter about its own process.

Contact the original rescue or shelter
If you adopted the animal from another shelter or rescue, contact that organization first. Fairfax County says responsible organizations usually require an adopted animal to be returned to them.

Ask about support or facilitated rehoming
If this is your own pet and you may be able to keep or directly rehome the animal, ask the shelter about assistance or facilitated rehoming before arranging intake. Fairfax County describes alternatives to surrender; availability depends on the organization.
For an urgent safety or medical situation
If the animal is seriously injured or poses an immediate danger, contact local animal control or an emergency veterinary service for immediate directions rather than relying on a routine surrender appointment.
