What to check before buying a policy
Pet insurance is a contract, not an all-expenses-paid promise. Compare the actual policy wording and quote for your pet rather than relying on a generic premium or broad description of coverage. - Exclusions and pre-existing conditions: Find out what the policy excludes and how it defines or treats a pre-existing condition.
- Waiting periods: Check when coverage begins and whether different conditions have different waiting periods.
- Deductible: Confirm the deductible amount and how it applies to claims.
- Reimbursement basis and rate: Read how the insurer calculates eligible costs and what portion it may reimburse.
- Payment limits: Check annual or lifetime limits, if applicable, and how they could affect a high-cost claim.
- Veterinarian and payment arrangements: Check whether you may use your chosen veterinarian and whether you must pay the clinic before seeking reimbursement.

How to compare the real cash-flow risk

Then compare that potential cash-flow gap with the money you can actually access. If paying the bill upfront would be difficult, ask the insurer whether the policy has a direct-to-veterinarian arrangement; do not assume one is available. A savings account can cover upfront costs directly, but only up to its current balance.
How to choose between insurance and saving
- Get quotes for your pet and location. Use the relevant species, breed, age and address, because these details can affect price and availability.
- Read the policy, not just the summary. Record exclusions, pre-existing-condition rules, waiting periods, deductible, reimbursement method, limits and provider arrangements.
- Stress-test a large emergency. Estimate the amount you would have to pay the clinic and the amount that could be reimbursed under the actual contract, if the care qualifies.
- Set a savings goal from your own expenses. CFPB recommends considering past unexpected expenses and their costs. Its guide does not specify a pet-only dollar amount, and small savings can still help. CFPB emergency-fund guidance
- Check whether the budget can handle both needs. Consider whether you can keep cash available for deductibles, excluded care and any delay before reimbursement while paying premiums.
When a combined approach may make sense
Insurance and savings can complement each other: a policy may help with eligible covered costs, while cash can address deductibles, exclusions, upfront payment or other unexpected expenses. But a combined approach is not automatically the best financial choice for every household. Whether it is workable depends on the premium, policy terms and the cash you can reliably keep available.

What broader pet-industry figures can—and cannot—tell you
NAIC reports that the American Pet Products Association’s 2025 National Pet Owners Survey found 94 million U.S. households owned a pet. It also reports $152 billion in U.S. pet-industry expenditures in 2024, up 3% from 2023.
