Fostering gives a homeless pet temporary care in a home while the animal grows, recovers, builds confidence, or waits to meet adopters. It can also free shelter resources and help caregivers learn how a pet behaves outside the shelter—but no placement guarantees a particular outcome. To get started, contact a local shelter or rescue and ask what animals need foster homes, what support it provides, and what commitment each placement involves.
Why foster a pet?
A foster home can give an animal more time and individualized care than a shelter setting can provide. Some pets are too young for adoption, are recovering from illness, or need help becoming comfortable around people. Others are ready for adoption but may benefit from having their personality and routines observed in a home.
Home placements may also ease pressure on shelter space and staff, and foster caregivers can introduce pets to potential adopters through their own networks. These are ways fostering can help an animal and an organization; they are not a guarantee that a particular placement will prevent euthanasia or produce an adoption.
For national context, ASPCA-reported Shelter Animals Count estimates say 5.8 million dogs and cats entered U.S. shelters and rescues in 2025, 4.2 million shelter animals were adopted, and approximately 597,000 animals were euthanized. The same estimates say 59% of shelter intakes were strays and 30% were owner surrenders. These are U.S. estimates for 2025, may vary by state, and describe shelter activity rather than the measured effect of fostering.

What kinds of pets need foster homes?
Needs depend on the animal and the program. Possible placements include:
- Young kittens: Neonatal kittens, from birth to four weeks, and “pee-wee” kittens, from four to eight weeks, can be especially vulnerable. They may need round-the-clock care, supplies, and training to grow healthy enough for adoption.
- Pets recovering from illness: An animal may need a quiet home and follow-up care while recovering from a treatable condition.
- Pets building confidence or skills: Some placements focus on socialization, behavior observation, or positive-reinforcement work with guidance from a behavior team.
- Adoption ambassadors: A foster caregiver may help an adoption-ready pet reach potential adopters and share what the animal is like in a home.
- Short-term or end-of-life care: Some organizations offer brief outings or temporary stays; others arrange comfort care for animals near the end of life.
These are examples, not a universal menu. Ask a local organization which placement types it currently offers and what experience or home setup each requires.

How long does fostering last?
There is no single standard duration. It depends on the animal’s needs and the organization’s program, and plans can change. Ask how long the placement is expected to last and how much notice you will receive if the timeline changes.
Program-specific examples show how much terms can vary: ASPCA’s New York City program describes kitten foster periods of one to ten weeks and placements overall ranging from a few days to several months. SPCA of Texas says its adoption ambassador placements average two to three weeks, trust-building placements average four weeks to three months, and some healing-and-comfort placements average two to four weeks. Those timelines describe those organizations’ programs only; they are not a promise about another shelter or rescue.

What do you need to foster a dog or cat?
There is no universal supply list or eligibility rule. Before buying gear or agreeing to a placement, confirm what the organization provides and what the animal needs. SPCA of Texas, for example, lists crates, food, toys, bowls, and other supplies among items it provides to foster caregivers; another program may have different arrangements.
Care may include feeding and everyday attention, socialization or basic training, watching for changes in behavior, giving medication, or taking the animal to veterinary appointments. Follow the organization’s directions for medical and behavioral care rather than trying treatments or training methods on your own.

Ask the organization:
- Which animals and placement types are available, and what experience or home setup do they require?
- How long is the placement expected to last, and how much notice can you get if that changes?
- Which food, crate, cleaning equipment, and other supplies will it provide?
- Who pays for veterinary care, and whom should you contact about urgent concerns?
- Is orientation or specialized training required?
- How will the organization arrange meet-and-greets, handle adoption inquiries, and coordinate the animal’s return or transfer?
Can you foster if you have other pets at home?
Possibly, but it depends on the foster animal, your household, and the organization’s rules. Ask how to introduce the foster pet to resident animals and whether you need a separate room or another way to keep them apart at first.
Requirements differ by program. ASPCA’s New York City program asks that resident pets be up to date on vaccinations and that foster animals have a separate space for gradual, safe introductions. It may arrange dog meet-and-greets with its behavior team. Its eligibility rules also include being at least 18 and able to reach its Manhattan facilities. These are examples of local program requirements, not general rules for every shelter.

How do you start fostering?
- Contact a nearby shelter or rescue. Ask whether it has foster placements available and which animals or care types need homes.
- Match the placement to your capacity. Be candid about your schedule, experience, household, and how long you can commit. Ask about feeding, medication, appointments, training, and behavior support.
- Confirm supplies, costs, and urgent-care contacts. Find out what the organization provides, who covers veterinary care, and whom to call if the animal becomes ill or you have a safety concern.
- Prepare your home before pickup. Follow the program’s guidance on safe housing and introductions, particularly if you have resident pets.
- Agree on communication and next steps. Understand how to report concerns, arrange adoption meetings, and return or transfer the animal when the placement ends.
Fostering is most useful when the animal’s needs fit the caregiver’s capacity and the organization can provide appropriate oversight and support. A local shelter or rescue can explain its current options and help identify a manageable first placement.
