How many dogs are there in Addis Ababa? The available evidence does not establish a current, verified total for all dogs across the city. The most recent figures here are estimates of stray dogs in three sub-cities; a much older study estimated owned dogs using a different method. They describe different populations and cannot be combined into one citywide count.
Recent estimates of stray dogs in three sub-cities
A 2024 Addis Abeba University thesis by Tewodros Legesse reports estimates for Gulele, Yeka, and Arada. Data were collected from November 2023 to May 2024, using observation and photo capture, according to the thesis abstract.

These are local estimates, not a verified count for all of Addis Ababa. The abstract does not establish that the selected areas represent every sub-city or provide enough detail to treat the estimates as independently validated. The figures are reported in the 2024 thesis record.
Why the older citywide figure is not a current total
A study based on fieldwork from May to August 2003 estimated 225,078 owned dogs. Researchers selected 2,390 households across six sub-cities using stratified random sampling and structured questionnaires. That historical household estimate describes owned dogs, not stray dogs, and it should not be presented as the current dog population. The study is recorded by the Ethiopian Veterinary Journal.

The 2003 estimate and the 2023–2024 local stray-dog estimates do not conflict: they cover different years, geographic scopes, dog categories, and methods. Adding them together or treating them as points in a trend would produce a misleading total.
Why vaccination and bite records are not population counts
Recorded vaccinations
A 2024 retrospective thesis reports 96,319 dogs vaccinated in Addis Ababa from 2020 through 2023, based on official records. This is a count of recorded vaccinations—dogs reached by services—not all dogs present in the city. The figure is reported in Befekadu’s thesis.

Dogs linked to bite incidents
A study using Ethiopian Public Health Institute records reports 6,001 dogs that inflicted bites and were brought to a laboratory during 2016–2020. This is a selected group associated with bite incidents and laboratory processes, not a population denominator. See the 2022 PubMed record.
Campaign owner surveys
A 2021 paper reports a survey of 1,057 dog owners conducted in 2017 in Addis Ketema and Lideta, covering door-to-door and central-point vaccination campaigns. The sample can inform how campaigns reach owners, but it does not count all dogs in those areas or across the city. The study is published in Preventive Veterinary Medicine.

How to assess a dog-population figure
Before comparing counts or using one to plan services, check what each number actually measures:
- Collection period: distinguish when fieldwork happened from the publication year.
- Dog category: determine whether the figure covers owned dogs, ownerless or free-roaming dogs, vaccinated dogs, or dogs associated with bite incidents.
- Geographic coverage: identify the sub-cities or survey areas included. A few selected locations cannot be scaled to the whole city without a defensible sampling design.
- Method and denominator: household questionnaires, direct observation and photo capture, administrative vaccination records, and laboratory records answer different questions.
- Uncertainty and coverage: the available abstracts do not establish a complete modern citywide census or a shared method for comparing these studies.
Why a reliable count matters
Population estimates can help plan rabies vaccination and dog-management work, but the useful denominator depends on the intervention. Household estimates can describe ownership and potential reach through dog owners; local observation-based estimates can help identify free-roaming populations in surveyed areas. Vaccination records are useful for tracking service delivery, and bite records for surveillance, but neither substitutes for a count of the dogs vaccination or prevention programs aim to reach. Ethiopia’s National Rabies Prevention and Control Strategy places mass vaccination and dog-population management within the broader control effort.
