Animal Shelters’ No-Kill State of Mind: What It Means and How Communities Help

No-kill is a community lifesaving goal, not a promise that no animal will ever be euthanized. Learn what the 90% benchmark means and how people can help shelters.

No-kill is a community goal, not a promise that a shelter will never euthanize an animal. Best Friends Animal Society defines it as saving every dog and cat who can be saved while considering community safety and pets’ quality of life; it uses a 90% save rate as the benchmark. Reaching that goal takes more than a shelter’s decisions: veterinary and behavior care, foster homes, adopters, volunteers, and cooperation among local organizations all matter.

What does “no-kill” mean for an animal shelter?

Best Friends Animal Society describes no-kill as “saving every dog and cat in a shelter who can be saved, accounting for community safety and good quality of life for pets.” Its benchmark is a save rate of 90% or higher. The term therefore does not mean that no animal is ever euthanized; it describes a lifesaving goal that takes an animal’s condition and safety into account. Best Friends’ July 1, 2025 article explains the definition and benchmark.

A save rate is useful for understanding outcomes, but it does not tell the whole story on its own. To interpret a shelter’s figure, readers also need to know the reporting period, how many and what kinds of animals came in, and whether the figure is reported or estimated.

What did the July 2025 account report about progress?

Best Friends’ July 1, 2025 feature reported that four states had reached no-kill, all in the Northeast, and that 28 of Idaho’s 29 shelters had embraced programs intended to make no-kill possible. These are claims from that article at the time it was published—not a current 2026 state map or a guarantee that every shelter in those places has the same results today.

The same article said that in 2024, 80% of shelters had a save rate of 80% or higher. That is not the same as saying those shelters had reached the 90% no-kill benchmark. It also reported that All Kind Animal Initiative in Abilene, Texas, took in about 6,500 dogs and cats in 2024 and finished the year with a save rate just over 78%; its 2025 rates were described as hovering near 90%. Those figures are the article’s reported account, not a controlled comparison of shelter programs.

How do shelters build more paths to a safe outcome?

In the July 2025 feature, Best Friends regional programs director Audrey Lodato describes an incremental approach: first save healthy, highly adoptable animals; then expand capacity for animals with treatable illness; then work toward helping animals with minor behavior issues. The sequence recognizes that a shelter may need to develop veterinary, behavior, foster, and placement capacity over time.

The featured organizations offer examples of what that can look like. They illustrate possible interventions, not proof that every community has the staffing, funding, medical resources, or placement options to use the same ones.

Brandywine Valley SPCA: coordinate when needs exceed one shelter’s capacity

The feature describes Brandywine Valley SPCA CEO Adam Lamb’s account of helping Delaware reach no-kill. In one case, 76 animals were removed from a home; the organization helped provide veterinary care and grooming and place the animals. The example shows how another organization’s help can expand a shelter’s ability to respond to a large intake.

Idaho Humane Society: provide care and a temporary home

Idaho Humane Society CEO Jeff Rosenthal, DVM, recalled the morale challenge of euthanizing adoptable animals. The article’s example Mina, a dog injured by a car, received weeks of veterinary care, a skin graft, and ankle surgery. She then went to foster care while awaiting adoption. That outcome depended on medical treatment and a foster placement—not simply a change in attitude.

All Kind Animal Initiative: match an individual animal with a suitable role

In rural Abilene, Texas, the feature describes staffing and community-cat program challenges at All Kind Animal Initiative. It recounts Ruffles, a stressed, high-drive heeler, being placed in a search-and-rescue training program with support from PetSmart Charities and later paired with a handler. The case illustrates one specialized placement option; it is not a general solution for every dog with behavior needs.

Why do staffing, veterinary care, and community support matter?

A lifesaving plan depends on practical capacity: enough staff to care for animals and operate public services, access to veterinary treatment and behavior support, and people able to foster or adopt. Best Friends south central regional director Sophia Proler described a staffing constraint in the feature: “They can’t even have hours when the shelter is open to the public because who would staff it?” The article also points to limited money, staff, veterinary care, adopters, and foster homes as real constraints.

Community-cat services, shelter collaboration, and foster care can add options beyond keeping every animal in the shelter. But a program’s usefulness depends on local needs and resources; the three cases above should be read as examples rather than a guarantee of results elsewhere.

How should you read national shelter figures?

Best Friends’ 2025 national data methodology says its dataset combined information from the Shelter Pet Data Alliance platform, shelter websites, shelter submissions, state government files, and FOIA requests. For some of the nearly 4,000 U.S. shelters that had not supplied data, Best Friends used estimates informed by shelter and community characteristics and historical intake and outcome data. The organization says its model was externally validated for predicting no-kill status; its dashboard says shelter data is updated monthly when possible.

Because the dataset combines reported information and estimates, a figure should be described as Best Friends’ dataset or analysis for its stated year—not as a complete, directly reported count from every shelter. Dashboard entries may also change as records are updated. When assessing a shelter or community, look for:

  • the save rate and the period it covers;
  • the number and types of animals taken in;
  • whether the figure was reported by the shelter or estimated;
  • adoption and foster capacity, veterinary and behavior support, community-cat services, staffing, and public hours.

How can you help your local shelter?

Choose the form of help that fits your circumstances and the shelter’s stated needs. Best Friends names adoption, fostering, donating, volunteering, and advocacy as ways people can participate.

  • Adopt if you are ready to make a long-term commitment and can offer a suitable home.
  • Foster if you can provide temporary care; ask the shelter what animals need and what support it provides.
  • Volunteer in a role the organization needs and can train you for.
  • Donate money or requested supplies according to the shelter’s current priorities.
  • Advocate for local services and resources that help animals and the people caring for them.

A useful first step is to contact your local shelter, ask what its most urgent capacity gaps are, and find out whether its public figures are reported or estimated. As All Kind Animal Initiative executive director Kelly McCoy put it in the July 2025 feature, “There’s still more to do, but we’re in it for the long haul.”
