When a homeless-service shelter will not accept a person’s companion animal, that person may have to choose between a safe place to stay and staying with their pet. Local partnerships with animal-welfare organizations can offer practical alternatives—such as temporary boarding, veterinary referrals, and pet supplies—without requiring a homelessness provider to deliver animal-care services itself. This article is about homeless-service shelters; animal-shelter transfer policies are a separate issue.
How shelter policies can create a barrier
The National Alliance to End Homelessness says that in many communities, shelter policies prevent people from entering with animal companions, limiting their access to shelter, services, and housing. The practical consequence can be a forced choice: enter shelter without the pet, or remain outside with the pet. The Alliance described this concern in its February 2020 Keeping People and Pets Together resource.
This does not mean every shelter excludes pets, or that every exclusion is unlawful. Facility constraints, local animal rules, and safety considerations differ. The point is that a policy can make an otherwise available service inaccessible to someone who cannot or will not leave a companion animal behind.
Partnerships can address the gap without turning shelters into animal-care providers
A homeless-service provider does not have to operate a veterinary clinic or become an animal-welfare organization. It can coordinate with animal shelters, rescues, veterinarians, and other local partners so clients can access relevant help while they pursue shelter and housing services. The National Alliance’s practice guide emphasizes defining a shared goal and each organization’s scope, then establishing communication and procedures that make referrals workable.

Services a local partnership might coordinate
- Temporary boarding or pet care while a person accesses shelter or other services.
- Veterinary referrals, vaccines, and microchipping.
- Pet supplies and referrals to physical or behavioral health services.
- Reunification support and referrals for spay or neuter services.
These are examples documented in the practice guide, not services that every community offers. Capacity, funding, staffing, and local needs determine what a partnership can provide.
Examples of partnership models
A designated pet-program coordinator
Interfaith Hospitality Network of Greater Cincinnati created a Pet Program Coordinator position. The coordinator helped people access shelter and housing-focused case management while connecting them with boarding, reunification, and priority spay/neuter referrals. The role also helped form the SAFE Coalition with animal-welfare and veterinary partners. The coalition provides free vaccines, pet supplies, and referrals to physical and behavioral health services. This is one documented local model, not a guarantee that comparable services are available elsewhere.

Temporary care at a community resource fair
The guide also describes a San Diego resource-fair example that included temporary pet care, shots, and microchipping. A one-time event can connect people with services, while an ongoing partnership may be needed for urgent requests or continuing care.
Safety-net services across organizations
The ASPCA recommends safety-net programs that encourage collaboration among animal shelters, rescues, veterinarians, law enforcement, human-service providers, food banks, and policymakers. It reports that 88% of surveyed Los Angeles owners chose to explore safety-net options after learning about them, citing a 2015 study by Dolan and colleagues. That finding is specific to surveyed owners in Los Angeles; it is not a national estimate or proof that a particular shelter policy change caused the result.

How local providers can build a workable partnership
- Map local services. Identify homeless-service providers, animal shelters and rescues, veterinary partners, and other organizations that may be able to help. Confirm what each can actually offer and its current capacity.
- Agree on an outcome. Decide what the partnership is intended to make possible—for example, access to shelter and housing-focused services without a person having to abandon or separate from a pet.
- Define roles and boundaries. Set out which organization handles intake, referrals, animal care, follow-up, and any costs. Make clear that the human-service provider is coordinating access, not necessarily delivering animal-welfare services.
- Write routine and urgent procedures. Establish how referrals are made, who responds, what information is needed, and what happens when a request is time-sensitive. A written protocol helps staff and partners know what to do instead of improvising during a crisis.
- Communicate and cross-train. Keep regular contact and give staff a basic understanding of each partner’s services, limits, and referral process. The practice guide specifically recommends consistent communication and cross-training.
- Review whether the arrangement works locally. Revisit access, safety, staffing, and available resources as circumstances change. A model that is feasible for one community or facility may not fit another.
Local rules and safety need to be part of the policy
Before setting procedures, providers should check the requirements that apply in their jurisdiction and facility. The practice guide identifies licensing, vaccination, breed-specific rules, abandonment laws, and requirements concerning service and emotional-support animals as matters to examine locally. Animal and human safety, accessibility, staffing, facility limits, and available funds also affect what can be offered.
Because these requirements vary by location, providers should consult authoritative local sources for legal obligations rather than assuming that one policy applies everywhere. A partnership can help identify options, but it cannot promise unlimited boarding or veterinary care.

What this issue does—and does not—say about animal shelters
Homeless-service shelter access is distinct from animal-shelter transfer policy. The ASPCA has a separate position statement on animal shelters that addresses transfers, capacity for care, staffing and veterinary shortages, and positive placement options. Those concerns should not be conflated with whether a person can enter a homeless-service shelter with a companion animal.
