Are Foster Programs Magic? How Fostering Helps Shelter Animals

Fostering gives shelter animals temporary care in homes and may help organizations. Survey results show an association with higher adoption rates, not proof of cause and effect.

Not magic, but foster programs can extend shelter care into temporary homes and are associated with higher average adoption rates. Best Friends Animal Society’s 2026 survey of nearly 650 Network partners reported average adoption rates of 48% at organizations without foster programs, 68% at organizations with some foster involvement, and 77% at organizations that let foster caregivers process adoptions. Those are survey comparisons, not proof that fostering alone caused the differences or a guarantee of results for any particular shelter.

Do foster programs really help shelter animals get adopted?

Best Friends Animal Society reports that its 2026 survey of nearly 650 Network partners found higher average adoption rates among organizations with foster involvement. The association was reported across respondent organizations, most noticeably among nonprofit rescue groups and municipal shelters; private shelters showed more modest improvements. The survey article does not describe randomized assignment or a causal analysis, so other differences between organizations and their programs may also contribute.

The figures suggest that how a program is organized may matter: the highest average was reported by organizations that let caregivers participate in adoption processing. They do not show that any individual animal is more likely to be adopted simply because it enters foster care.

Fostering also addresses needs beyond adoption statistics. A temporary home can take some day-to-day care out of a shelter, and a caregiver may be able to observe an animal’s behavior in a home setting and share useful information with potential adopters. Best Friends describes these as reasons fostering may help; its article does not quantify their separate effects.

What kinds of fostering can shelters offer?

“Fostering” can mean different lengths and purposes of care. Ask the organization which arrangement it needs and what support it provides.

  • Temporary or short-term care: Overnight stays or daytime outings give an animal time away from the shelter without requiring a long placement.
  • Emergency fostering: Temporary homes can help when an urgent situation creates an immediate need for care.
  • Urgent-care fostering: A person facing a health crisis may be able to arrange temporary care for their animal.
  • Foster-to-adopt: The placement functions as a trial period before a final adoption decision, subject to the organization’s process.
  • Kitten fostering: Young kittens can stay outside the shelter during a vulnerable stage of care.
  • General foster care: Volunteers care for animals awaiting adoption or transfer, extending an organization’s capacity into private homes.

What do I need to foster kittens?

Requirements depend on the organization and the kittens’ needs. Before agreeing, ask how long placements usually last, what daily care involves, what supplies and veterinary support are provided, and who to contact with questions or emergencies. Make sure the arrangement is workable for your household and other pets.

A kitten playpen may be used to contain kittens and keep them separate from household pets. In the ASPCA’s 2022 Los Angeles County study scenario, the organization supplied an approximately four-foot playpen. That is an example of equipment in one program, not a universal requirement; check with your shelter before buying supplies.

What can make fostering difficult, and what support helps?

A 2022 ASPCA-funded and conducted study surveyed 283 adults in 12 high-kitten-intake ZIP codes in Los Angeles County. Among respondents, the leading concerns about fostering were time (79%), cost (78%), and space (77%). These figures describe that local survey, not potential foster caregivers nationally.

The study also found that more than one quarter of participants had fostered without a shelter or rescue program, while one-third said they were open to fostering in partnership with a shelter. Many interested respondents had not encountered foster-program advertising; Spanish-language participants were less likely than expected to report seeing it.

The authors suggested clearer promotion, Spanish-language materials, realistic explanations of time and resources, and practical support such as transportation or in-home veterinary visits as ways organizations might improve engagement. These are recommendations from a cross-sectional local study, not experimentally proven solutions. The sample consisted of ASPCA clients or service users recruited by convenience sampling in selected ZIP codes.

How to decide whether a foster placement is right for you

  1. Ask what kind of placement is needed. Clarify the animal, purpose, expected duration, and whether the role is short-term, kitten-focused, or foster-to-adopt.
  2. Get a realistic account of care. Ask about daily time, costs, space, household-pet separation, and any supplies or veterinary care the organization provides.
  3. Agree on support and communication. Find out whom to contact for advice, transport, veterinary needs, or a change in circumstances.
  4. Understand the adoption process. Ask whether you will share observations with prospective adopters or help process adoptions, and what decisions remain with the organization.
  5. Choose a commitment your household can sustain. If a long placement is not workable, ask whether the program needs overnight, daytime, or emergency help instead.
